Additional Bidder Inquiries for W91238-20-R-0054

Replace Jet Fuel Complex at Fresno ANGB, CA

1) Contracting. The bid documents include Section 00 10 00 with bid items on the pages following the SF1442, and also includes Attachment +4 Pricing +Schedule. Is the contractor to complete and submit both of these bid forms with our proposal?

[Response: Yes, both the SF1442 pages 4-6 need to be completed, as well as attachment 4.]

2) Mechanical. Fire Alarm Contract Drawing FA 101 shows a conceptual drawing with no fire alarm devices on the pump area. Note 17 on Drawing FA0001 says that all drawing is conceptual in nature, and they do not show all system components. The contractor shall provide additional components for properly installed and functional system in accordance with applicable codes. Since the contractor is responsible in designing the Fire Alarm System, please let us know if we are designing heat detectors for detection of fire by combination fixed temperature and rate-of-rise principle or fixed temperature only? The specification is silent on what type of heat detector is required. For bidding purposes, we expect the USACE prefers detection of fire by combination fixed temperature and rate-of-rise principle.

[Response: Heat detectors, if required by the design prepared in accordance with the performance based specification 28 31 64.00 10, must be a Combined Fixed Temperature and Rate of Rise Principles.]

3) Contracting. Specification 01 50 00 3.3.9 identifies lighting of cranes in conformance with an existing 7460 form. Will a job specific 7460 form be required for the use of cranes in the POL area? Is the contractor responsible for the effort of obtaining permission from the FAA to use airspace above the POL? No indication of surface work within Runway/Taxiway Safety areas is indicated, nor is the use of transitional airspace beyond the limit of RSA/TSA’s and above the POL area is indicated as restricted on the drawings. Please confirm.

[Response: Impacts to Transition Surface and other airspace restrictions are dependent on crane height, location to be used and other variables. Yes contractor is responsible for all necessary permits and documentation required to operate.]

4) Contracting. Section 00 10 00 (Schedule B). Does Contract Line Item No. 0001 require a single amount for the entire project?

[Response: Yes, CLIN 0001 on page 4 of the SF 1442 should be the price for the project (not including any options)]

5) Contracting. Section 00 10 00 (Schedule B). Does Contract Line Item No. 0001 require an amount for all contract work less Contract Line Items 1001 through 1006?

[Response: Yes, please see answer to #4 above]

6) Contracting. Attachment 4. There is a conflict between Section 00 10 00 and Attachment 4. Section 00 10 00 does not specifically identify Contract Line Item No. 1001-1006 as options. Are Contract Line Items 1001 – 1006 options?

[Response: CLINS 1001-1006 are options, this will be corrected in an amendment.]

7) Contracting. Section 00 22 00, Paragraph 5 (Price Volume). Will price evaluation be based on the combined total of Contract Line Item No. 0001 and Contract Line Item No. 1001 – 1006? If not, what Contract Line Item Numbers will be considered in the price evaluation to determine low bidder?

[Response: Per clause 52.217-5, the price will be evaluated on the total for the base and all options.]

8) Contracting. Bid Form; Delivery Information. The delivery date for Contract Line Item No. 1001 – 1006 states work is to be provided 90 days After Notice to Proceed (ANP). This work will be related to construction work which will not begin within 90 days of notice to proceed. Is the work limited to the 90 days after NTP? If not, please correct the delivery schedule.

[Response: Clause 52.217-7 states that the options can be exercised within 90 days from NTP. The work does not need to be completed within 90 days.]

9) Contracting. Attachment 4. Attachment 4 identifies “Base CLIN Components.” Since this is a low price technically acceptable source selection, how will the additional price information required be evaluated?

[Response: The BASE CLIN components will be evaluated for reasonableness and balanced pricing in accordance with FAR 15]

10) Contracting. Attachment 4. Attachment 4 requests that the Offeror’s G&A Rate and Profit percentage be provided. How will these rates be evaluated?

[Response: These rates will not be evaluated, rather they help USACE understand price breakdowns.]

11) Contracting. Attachment 4. Attachment 4 request that the Offeror’s identify a Profit percentage.

Will this rate be incorporated by reference and applied to all future modifications?

[Response: No profit is calculated per modification and depends on several factors such as risk, subcontracting, time etc.]

12) Contracting. Section 00 70 00, Clauses 52.211-12. Is the Liquidated Damages rate of $3,118.00 based on the value of CLIN 0001 only?

[Response: The LD rate will be the rate for the contract as a whole, with or without options exercised.]

13) Contracting. Section 00 22 00 Paragraph 5 (Price Proposal). As the Subcontracting Goals identified in Tab 8 (d) are recommended, how will the Subcontracting Plan will be evaluated?

[Response: The sub-contracting plan will be evaluated on how well you are able to achieve the goals identified. The sub-contracting plan is part of the price proposal, not the technical proposal.]

14) Contracting. General Note #2 on G-003 states to “see specification 00 41 00 Bid Schedule for a detailed breakdown of these items. “ The specifications issued do not have a specification section 00 41 00 Bid Schedule. Please provide specification section 00 41 00 Bid Schedule to provide a detailed breakdown of the Base Bid and Bid Option items.

[Response: Bid schedule has been removed from Specification and requested pricing details are available in SF 1442.]

15) Mechanical. For Bid Option Item 1001 Leak Detector, what exactly is the contractor to provide for this leak detector? The Attachment 4 Pricing Schedule does not provide any details for what shall be included in this Option item. Please provide details for contractor to bid this item.

[Response: Leak detection is limited to that for the PRT interstitial space, which is not optional. It is expected that the “leak detector” line item is actually intended to cover LOX relocation in accordance with Note 9 on G-003. The pricing schedule will be revised by Amendment to clarify that Option 1001 is for LOX relocation in accordance with G-003, Note 9.]

16) Mechanical. Bid Option Item 1002 is for the Automatic Tank Gauging Equipment. General Note #9 on G-003 states that “all work associated with the storage tank ATG System and the relocation of the existing liquid oxygen system (LOx) shall be performed by a separate contract, unless otherwise indicated.” Note #9 also states “Contractor shall submit prices to provide the tank ATG relocate the Lox system as separate option items.” Please clarify and confirm whether the contractor shall submit pricing in Bid Option Item 1002 for the ATG equipment. Please clarify and confirm whether the contractor shall submit pricing to relocate the liquid oxygen system.

[Response: The Pricing Schedule will be revised by amendment to clarify that Option 1001 will cover relocation of the LOX system by the contractor to a temporary location during construction, followed relocation back to the final position upon completion of the construction effort.

Requirements for the ATG equipment will be added to the specifications by amendment, to be priced under Option 1002.]

17) Structural. Truck Off-Loading and Fill Stand Canopies. The Framing type is in conflict. Per Drawings S-408, S409 and S-410, the note in the bottom right corner states “Design of pre-engineered metal canopies by others.” The details on S-408, S409 and S-410 show a structural steel framed structure. Steel framing would fall under Division 5 of the specifications and be a more expensive cost than a pre-engineered system in Division 13. Due to this conflict, is it the contractor’s option to provide a steel frame or pre-engineered frame structure for these canopies? As a prime contractor, we have constructed USACE fuel systems for truck-off load and truck loading projects at Nellis AFB and Edwards AFB in the last 5 years with the pre-engineered frame canopies. Will PEMB frame be allowed for this project?

[Response: PEMB canopies are acceptable in accordance with structural notes on G-005.]

18) Structural. Truck Off-Loading and Fill Stand Canopies - Roof pitch clarification. Drawing S-410 Section C4 calls for a metal roof slope of ¼” : 12”. While this is possible to build it is not recommended by our factory (Nucor Building Systems) for weathertightness. This slope condition would not be warrantable per the USACE specs. Water will pond and eventually leak through. While a standing seam roof could perform better, Nucor would recommend a minimum 1” : 12” slope for adequate drainage with standing seam. Please provide government direction.

[Drawing S-410 will be amended to clarify acceptable slope. Response: A slope of 1” on 12” is acceptable to the Government.]
