Page 110 of the solicitation states: "Lack of clear and thorough discussion of how DAGCAP accreditation requirements will be fulfilled will be evaluated as a deficiency and would result in an unacceptable rating for Factor 1; and the remainder of the proposal would not be evaluated or considered for award."
DAGCAP accreditation is not discussed anywhere else in the RFP. It appears to be applicable to clean up of munitions sites, which is not discussed as a component of the scope in this solicitation. The solicitation is for environment and cultural resource services. Why is this accreditation appropriate to the scope or work and a basis for giving an unacceptable rating for Factor 1?

Can you please clarify the expectations for the cross-reference table described in Section 2.3.1, Item E? What exactly do "solicitation paragraphs" and "RFP requirements" refer to, and to what level of detail does the table need to include?
For example, under Factor 1, would the Offeror need to show where each of the bulleted items on pages 90-91 (i.e., organizational relationship narrative, risk management, health & safety program, etc.) are located in the Offeror's submittal (page number, section number, etc.)?
Can an example/template for the cross-reference table be provided?
On: Jan 04 2022.
Government Response. . Solicitation paragraphs refer to the instruction to offeror (section L) requirements for each factor, such as Section L, para 3.0. As noted in the inquiry, there are multiple bullets, and this table would identify where each are located in the offeror's submittal.
