Statement of Work 5 MW PV, 4 MWHr BESS and Microgrid System
Fort Hunter Liggett, CA
1. Scope of Work
This design-build Request for Proposal (RFP) provides for the design and construction of a fully operational microgrid system, designed to provide contingency electric power to Ft. Hunter Liggett when electricity provided by Pacific Gas and Electric (PG&E) is unstable or unavailable. The work for this contract order shall include design, construction, commissioning, validation, training, and transition for a complete and fully usable microgrid system. Work also includes installing new 5MW Photovoltaic (PV) arrays on rooftop, Parking Structures or ground and utilizing existing 3MW PV parking structures and interconnecting both systems through the microgrid system using new and existing inverters that must be California Public Utility Commission Rule 21 compliant; design and installation of a new 1 MWHr Battery Energy Storage System (BESS); a new 3 MWHr BESS; and utilizing an existing 1 MWHr BESS and interconnecting both BESS systems through the microgrid system; Low Voltage (LV) and Medium Voltage (MV) modifications of electrical distribution systems; controllers for each existing and new Microgrid control and generation location; Utility, Operational and Human Machine interfaces; and Cybersecurity and Risk Management documentation of the microgrid system.
The project shall incorporate high efficiency; CEC rated photovoltaic (PV) systems whose electrical generation shall be used to offset the installation’s electrical energy consumption. The Contractor must determine best method of PV modules for the locations shown throughout the installation, whether by new mounting onto parking structures that serve as canopies providing shade to the POVs (Personally Owned Vehicles) or rooftop arrays on buildings, or ground mounted systems. PV systems shall be interconnected, paralleled and networked into the microgrid system. The Microgrid/Bess system shall have the capability to operate in an “island” off-grid mode with the BESS as the primary power supply when the grid supply is unavailable. The overall system design for microgrid, PV, and BESS systems shall be in accordance with the codes and criteria contained herein and as described in the attached RFP (Appendix 1), Drawings, and using industry standard materials and efficient practices.
2. Work Description
The Contractor shall furnish and install all labor, materials, tools, equipment, and supervision necessary to provide a complete and usable project per the Specific Technical Engineering and Design Criteria, Functional Design Criteria Building by Building Requirements, including all attachments, Base Facility Design Standard, Architectural Compatibility Guide, Scope of Work, Drawings, Appendices, and manufacturer’s recommendations and requirements specified herein in Appendix 1. Contractor shall perform all required coordination with PG&E, Fort Hunter Liggett’s Dept. of Public Works (DPW) and NEC (Cybersecurity) for the Microgrid, PV and BESS systems. This is a design-build contract therefore the Contractor shall be required to perform design work prior to construction. All design work and calculations shall be performed by a registered professional engineer (P.E.) or Registered Architect (R.A.)
2.1 Design Specifications: The Contractor must edit and adapt United Facility Guide Specifications (UFGS) to satisfy the project requirements and provide a complete set of construction specifications.
The Contractor shall follow all UFGS Specifications already included in this RFP, edit and adapt them as required, and also provide all other applicable edited UFGS as required for the design and construction of this project. These specifications shall list the essential features, functions, and other factors to clearly indicate the type and quantity of items/work required. All specifications shall be prepared by listing parameters and requirements that can be met by several manufacturers. The use of trade names and proprietary items in the specifications must be specifically approved by the Sacramento District’s Contracting Officer. All design drawings and calculations shall be stamped and signed by the registered P.E. The Unified Facilities Guide Specifications can be retrieved at:

http://wbdg.org/tools/specsintact.php.
Items to be deleted from the specifications shall use the “strikethrough” formatting process to delete any portion of the specifications. Additions to the specifications shall be shown in a color font. Unless noted otherwise, material specifications, equipment efficiencies, equipment listing (i.e. UL, ANSI, NEMA, etc.,) testing requirements, execution, etc., shall not be changed unless dictated by more stringent requirements in this RFP, including technical criteria such as codes and Government and industry publications that are referenced in this RFP. See Appendix 1 for applicable codes and standards.
Any name-brand requirement listed in the technical specifications may be replaced with an “or equal” product. Contractor shall provide design submittals as plans and specifications as listed in Appendix 1 (Design After Award Section 01 33 16). Contractor is highly encouraged to request a site visit and field verify all dimensions and layouts. Contractor is responsible for the complete project design, including conducting an on-site design charrette with the customer to confirm project requirements and design.
Contractor shall retain all responsibilities and be recognized as the Designer of Record. See Section 01 33 16 DESIGN AFTER AWARD of Appendix 1 for additional information and requirements.
