Environmental Review Report This report is provided by the Directorate of Public Works, Environmental Division (ENV) at the request of the project proponent. This review expires 12 months from the date of approval or if site conditions or project descriptions change. If archeological remains or evidence of endangered species are found during the course of a project, stop the activity and contact ENV at (831) 386-2763.

ENV Review No. 16046

Project Summary: 1391: 79297 (2016). Secure Microgrid Control System. Design-build (contractor will develop final designs based upon RFP design). Construct a secure, integrated smart grid control system (Supervisory, Control and Data Acquisition System (SCADA)) and 1 MW storage battery to coalesce existing photovoltaic arrays, an existing 1MW storage battery, and an existing standby 435 kW

National Environmental Policy Act Compliance Review

Project Line Items Final

RECNEPARequired

The following summary includes proponent actions required for compliance with environmental laws, as well as actions ENV has taken. Failure to implement compliance requirements may result in the proponent violating federal or State law.

This review is for the project as described above and no additional actions. Activities not described in the project description will require an additional review. Excavation, grading, trenching or other digging on FHL requires a FHL Dig Permit; contact FHL DPW Engineering at 831-386-2429.

Action re-reviewed to consider 2018 revisions to RFP package. Project will go out for design and construction.

Avoid floodplains in final design. PWE review is required for design for construction, trenching, or ground disturbance.

New trenching to be monitored by PWE. Please notify PWE x2520 one week prior to work.

Avoid trenching with the drip-line of trees.

Conclusion: Permit and consultation requirements are addressed - see Attachment 1.

Categorical exclusion: Routine procurement of goods and services (complying with applicable procedures for sustainable or ``green'' procurement) to support operations and infrastructure, including routine utility services and contracts.

NEPA Summary Citation 651.30(e)(1)

Categorical exclusion: Acquisition, installation, and operation of utility and communication systems, mobile antennas, data processing cable and similar electronic equipment that use existing right-of-way, easement, distribution systems, and/or facilities (REC required).

Construct a secure, integrated smart grid control system (Supervisory, Control and Data Acquisition System (SCADA)) and 1 MW storage battery to coalesce existing photovoltaic arrays, an existing 1MW storage battery, and an existing standby 435 kW Syngas generator into an electrical microgrid system.

Upgrade the existing electrical distribution system to provide greater connectivity and sectionalizing capability. Upgrade the existing energy generation control systems to incorporate generation control by the new SCADA to match electricity generation and available load, and make tham compliant with DoD 8500 guidelines.

Project Comment Includes trenching for underground ductbank loop adjacent to Route Tampa, installation of fiber optic telecommunications, concrete pads and fencing as needed.
