SUPPLEMENTARY CONDITION REQUIREMENTS
PART 1 GENERAL
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.2 SUBMITTALS

1.3 SUPPLEMENTARY CONDITIONS REQUIREMENTS
1.3.1 SCR-1 Location of Work
The Natomas Basin is approximately 53,000 acres (82 square miles) and is situated north of downtown Sacramento. Reach D Windows, which is situated along Natomas Cross Canal at the north side of the basin, has four work areas within a two mile stretch. The Vestal Drain relocation work is located in the western 8,000 linear feet, and also includes the Bennett Pumping Plant work in this area. The eastern limit of the Vestal Drain connects into the North Main Drainage Canal which drains into Pumping Plant
4. The eastern limit of work is where the Northern Pumping Plant work is located.
1.3.2 SCR-2 Scope of Work
The work includes removal of the existing Pumping Plant 4 building and
DOCUMENT 00 73 05 Page 3 trashrack, and reconfiguring the pump station intake and installing a new trash rack. The pump station pad will be raised and have new pumps installed, but will not include a new building. A driveway to the new trash rack will also be constructed. A new Electrical Building located west of the existing Pumping Plant 4 will be constructed housing all of the new electrical controls. A transformer and concrete pad will also be located adjacent to the Electrical Building, with power provided from the adjacent PG&E lines. Six-foot high chain-link fencing will enclose the Pumping Plant area, with gates installed as shown on the plans. Access ramps and landside toe roads will be reconfigured to accommodate the new pumping plant layout.
The project also includes replacement of Pumping Plant 4 with outlet pipes to be relocated through the levee at an elevation above the 200-year water surface elevation. Modification of these pipe works will require degrade of the levee to an elevation just above the existing cutoff wall. The existing 48" pipes will be removed and replaced with new pipes, but the Contractor may use the existing low head reinforced concrete pipes purchased and stockpiled by SAFCA in 2009 if they meet specification requirements. RD1000 has 80 LF of 24-inch pipe, 104 LF of 30-inch pipe, one 30 inch 45 degree bend, and 24 LF of 36-inch pipe, and are stockpiled in locations as shown ont the plans. The low head reinforced concrete pipes were manufactured by Hanson Pipe and Products, Inc. The Contractor must supply new gaskets and incidentals necessary for the complete installation of the RD1000 pipes. Additional materials including pipes and valves are located on site and in the RD1000 Maintenance Yard, located on Elkhorn Boulevard near Garden Highway. If the existing pipes on site are not used for construction, the Contractor must deliver them to the RD1000 Maintenance Yard.
The work also includes removal of pipes crossing through the levee at the abandoned Bennett and Northern Pumping Stations, in addition to removing the concrete structures on both the waterside and landside. The voids left by the removal of these facilities on the landside must be filled and compacted as shown on the plans. The waterside structures must be removed to the elevations shown on the plans, and stone protection placed as shown. The levee must be raised and enlarged to match the existing elevation of the raised and enlarged levee on either side of these pumping stations. The ramps and crown roads must be installed as shown on the plans, with an aggregate base surface.
A portion of the Vestal Drain between Pumping Plant 4 and where it crosses underneath the Sankey Canal must be relocated to the south side of Sankey Canal. The drain must cross under the irrigation ditch near Bennett, and connect into the existing concrete drainage ditch at Pumping Plant 4. The existing Vestal Drain must be filled-in and graded as shown on the contract plans.
1.3.3 SCR-3 Allowable Time, Schedule Constraints and Time of Completion
The following constraints will apply and must be incorporated into the Contractor's schedule.

TIME OF COMPLETION FOR REACH D WINDOWS
Relocation of existing Vestal Drain pipe into North Main Drainage Canal must be completed and backfilled prior to work at Pumping Plant 4.
1 May to 1 June
For all trees identified to be removed, tree cutting must be completed only after the Corps Biologist has determined there are no nesting birds in the trees. If there are active nests, tree removal will be delayed until the Corps Biologist has determined the chicks have fledged.
Tree and rootball removal must occur only after approval of the Corps Biologist.
Contracting Officer and Resident Engineer's Office Facility
Installed and ready for occupancy not later than five (5) calendar days prior to start of excavation or not later than fifteen (15) calendar days after Notice to Proceed, whichever occurs first
Traffic Control Plan Traffic Control Plan must be approved and installed prior to the start of any construction related work.

1.3.4 SCR-4 Site Conditions
The Contractor must satisfy himself or herself concerning the nature and location of the work; the general and local conditions, particularly those affecting transportation, disposal, handling and storage facilities;
availability of labor, water, power, communications, roads, climatic conditions and seasons; physical conditions at the job sites and Project areas as a whole; job-site topography and ground conditions; permits, equipment, and facilities needed preliminary to, and during, work prosecution; and all other matters which can in any way affect the work, including cost thereof. Failure of the Contractor to become acquainted with all available information regarding any applicable conditions will not relieve the Contractor from the responsibility for properly estimating either the difficulties or the costs of successfully performing the work.
The EA/IS must be made available upon request by contacting the Contracting Officer.
1.3.5 SCR-5 Lands and Right-of-Way
The right-of-way for the construction work, as shown on the Plans, will be provided by the Government. The Contractor is responsible for obtaining land rights and easements for areas to be used for the Contractor's own convenience outside the right of way shown and footprint limits on the Plans and must absorb complete liability for the use, and/or associated activities related to the use of such land. The Contractor is responsible
DOCUMENT 00 73 05 Page 6 for all work and costs associated with obtaining land rights and easements.
If the contractor receives land rights and easements outside of the construction limits, these rights must be received in writing and must be forwarded to the Government for their records. Contractor must also receive release of liability of the Government for any damage to these addition areas in writing.
Compliance with environmental and cultural laws must be followed by the contractor if using lands other than those identified by the Corps.
1.3.6 SCR-6 Access by Government, and Other Jurisdictional Public Agencies
The Contractor must allow the following Agencies and Jurisdictional public agencies unrestricted access to the project site at all times:

All Visitors must comply with the safety requirement in the EM 385-1-1 and contractor safety plans. All Visitors must coordinate with the onsite Government representative prior to visiting the job site.
1.3.7 SCR-7 Contractor's Tools and Equipment
The Contractor must furnish all equipment, materials, tools, supplies, and manufactured articles required for the completion of the work in accordance with the Contract. The Contractor must take the necessary precautions to secure tools and equipment from theft while on-site. The Government assumes no responsibility for lost, vandalized, or stolen equipment belonging to the Contractor, its subcontractors, or its employees.
1.3.8 SCR-8 Locking Gates
The Contractor must take care to protect and operate any existing gates that control access to the Project right-of-way, in conformance with the Government, RD1000, and the County of Sutter requirements. These requirements include preventing passage through the gates of unauthorized persons and equipment during periods of Contractor use of the gates and locking the gates during non-construction periods, if so directed by the Contracting Officer. The Contracting Officer may require the Contractor to lock the gates at all times, in case there is a problem with unauthorized persons gaining access during construction, or RD1000 requires the gates to be locked at all times.

1.3.9 SCR-9 Water Source for Construction Operations
Contractor is responsible for securing, and obtaining all water needed for the project for both potable uses and for construction purposes.
Contractor must only use water from the North Main Drainage Canal or Vestal Drain. Water must not be pumped from the Natomas Cross Canal or Sacramento River. Construction water should be reused onsite to the extent practical and disposed of in a manner consistent with the quality of the water after use. Excess water must not be disposed of into any wetland, stream, river, or storm drainage without all applicable local and regulatory permitting.
Contractor must be responsible for disposal of all construction water.
1.3.10 SCR-10 Cleaning Up
The Contractor must dispose of all trash items in closed containers, which must be removed at least once per day. Vegetative wastes must be chipped and delivered to waste energy facilities, mulched, composted, or used for firewood and removed at least once per week.
1.3.11 SCR-11 Protection of Existing Improvements
Except as specified herein or as shown on the Plans, existing structures and utility lines must not be disturbed, damaged, or undermined by the Contractor, except where in the opinion of the Contracting Officer it is essential to relocate such improvements. If relocation of any facility is required, the Contractor must relocate the improvements to be at least equal in condition to the original. The Contractor must take all necessary precautions to prevent any damage to existing facilities. Should damage or injury occur as a result of the Contractor's operations, the Contractor must repair or replace such damaged facilities to the Contracting Officer's satisfaction at the Contractor's expense.
The Contractor must repair any damage to public and private streets resulting from the Contractor's operations, as directed by the Contracting Officer. Repair must be made per industry standards and conform to local jurisdictional requirements. Repairs must be made at no additional cost to the Government.
1.3.12 SCR-12 Record Drawings
The Contractor must maintain a neat and accurate marked set of working record drawings in accordance with Specifications. The record drawings must be subject to the inspection of the Contracting Officer at all times and must be kept current weekly with all work instructions, change orders, and construction adjustments shown thereon and initiated by inspection.
The Contracting Officer reserves the right to withhold progress payments, or portions thereof, if record drawings are not maintained as stated above.
1.3.13 SCR-13 Flood Emergency
In the event of a flood emergency requiring action by the jurisdictional flood control agencies prior to completion of the work, the Contracting Officer must have the right to suspend the work in accordance with the General Specifications. Such suspension includes the right of the Contracting Officer to take over the Project to conduct flood protection activities.

1.3.14 SCR-14 Permits and Approvals
The Contracting Officer has obtained various permits, agreements, and rights for performance of the work. These permits may be described more fully in other SCRs and these specifications. The Contractor will be required to obtain additional permits or be a signatory on the Contracting Officer obtained permits as noted throughout the specifications. The Contractor must be responsible for complying with all conditions of the permits and agreements. Any delays to the Project resulting from the Contractor's failure to follow permit requirements will not be the responsibility of the Contracting Officer and the Contractor will not be granted any extension of time for such delays.
The Contractor is responsible for obtaining all environmental permits or use permits required for easements to land being used for the Contractor's own convenience and for work within the State Right of Way. Any delays to the Project resulting from the lack of these additional permits or the Contractor's failure to follow permit requirements will not be the responsibility of the Contracting Officer and the Contractor will not be granted any extension of time or additional compensation for such delays.
Copies of all permits obtained by the Contractor must be given to the Contracting Officer within 10 days of receipt of permit. The contractor is responsible for paying all permit fees.
1.3.15 SCR-15 Dust Control
The Contractor must comply with the provisions of Section 01 57 20 ENVIRONMENTAL PROTECTION of the Specifications. The Contractor must prepare and submit a construction emission/dust control plan to the Contracting Officer and Feather River Air Quality Management District (FRAQMD) and must receive approval of the plan before groundbreaking.
During the performance of the work, the Contractor must assume all responsibility for dust control and must furnish all labor, equipment, and means required, and must carry out proper and efficient measures wherever and as often as necessary to prevent the construction operations from producing dust in amounts harmful to persons, damaging to property, or causing a nuisance to persons living nearby or occupying buildings in the vicinity of the work, or as directed by the Contracting Officer. Dust control will be strictly enforced with particular emphasis on work areas adjacent to residential and agricultural properties. The curtailment of the construction activities as a result of inadequate dust control measures will not be considered an unavoidable delay. The Contractor must suspend all grading operations when fugitive dust levels exceed levels specified by FRAQMD regulations or deemed unacceptable by the Contracting Officer. The Contractor is responsible for paying any fees assessed by FRAQMD.
1.3.16 SCR-16 Fire Control
No burning is allowed for any activities associated with this project.
Delivering removed vegetative material to compost or waste-to-energy facilities is encouraged. Land filling of material must be minimized.
Smoking must not be permitted in areas near flammable materials such as dry grass or in restricted areas as identified by the Contracting Officer.
Cigarette butts must be placed in appropriate receptacles.

1.3.17 SCR-17 Air Pollution Control
The Contractor must comply with the air pollution control protocols specified in Section 01 57 20 ENVIRONMENTAL PROTECTION of the Specifications. To the extent available, the Contractor must use existing power sources for the Contractor provided trailers rather than temporary power generators. If existing power sources are unavailable, clean fuel, low-emission on-site stationary generator equipment must be used.
Low-sulfur fuel must be used for stationary construction equipment. The Contractor must be responsible for arranging appropriate consultation with the Air Resources Board and the FRAQMD, to determine registration and permitting requirements before operating portable engines or portable engine-driven equipment at the project site.
1.3.18 SCR-18 Noise Control
The Contractor must comply with Section 01 57 20 ENVIRONMENTAL PROTECTION of the Specifications to avoid and minimize noise impacts from the construction activities.
Before construction activity begins within 500 feet of one or more residences, the Contractor must provide written notification to the potentially affected residents, identifying the type, duration, and frequency of activities. Notification materials must also identify a mechanism for residents to register complaints with the appropriate jurisdiction if demolition noise levels are overly intrusive.
Before haul truck trips are initiated on roads within 600 feet of one or more residences, the Contractor must provide written notification at least one day before to the potentially affected residents, identifying the hours and frequency of haul truck trips. Notification materials must also identify a mechanism for residents to register complaints with the appropriate jurisdiction if haul truck noise levels are overly intrusive or outside exempt daytime hours.
1.3.19 SCR-19 Allowable Work Hours
The Contractor must limit construction activities to between the following hours on the following days for Reach D Windows:
Construction must be performed during daytime hours only Monday through Friday no earlier than 7 AM and no later than 10 PM. Equipment warm-up is inclusive of these hours. Haul roads that pass near residences are restricted to daytime hours between 7 AM and 6 PM Monday through Friday, and 8 AM and 5 PM on Saturdays. No hauling past residences will be permitted on Sundays and holidays unless permission has been applied for and granted by the County.
No other construction work will be allowed outside the above mentioned hours. Work hours must not vary unless otherwise approved by the Contracting Officer. Any extended work hours must be reflected in the Contractor's initially approved schedule for the Project.
1.3.20 SCR-20 Cultural Resources
The Contractor must comply with protocols in Section 01 57 20, ENVIRONMENTAL PROTECTION, of the Specifications.
Contractor must conduct Construction Personnel Training for all on-site
DOCUMENT 00 73 05 Page 10 employees. During the project excavation the Contractor may employ on site monitors for both archeological resources and tribal resources. Any archeological monitor must meet the Secretary of Interior Standards, per 36 CFR 61. Qualifications must be submitted to the COR for approval prior to any ground disturbance activity. If during excavation or other construction activities any previously unidentified or unanticipated historical, archaeological, and cultural resources are discovered or found, all activities that may damage or alter such resources will be temporarily suspended. Resources covered by this paragraph include but are not limited to: any human skeletal remains or burials; artifacts; shell, midden, bone, charcoal, or other deposits; rock or coral alignments, pavings, wall, concrete foundations, tin cans, nails, wood fragments, glass, ceramic, or other ephemeral and transient materials, or other constructed features; and any indication of agricultural or other human activities. Upon such discovery or find, immediately notify the Contracting Officer so that the appropriate authorities may be notified and a determination made as to their significance and what, if any, special disposition of the finds should be made. Cease all activities that may result in impact to or the destruction of these resources a minimum of 100 meters from the resource.
Secure the area and prevent employees or other persons from trespassing on, removing, or otherwise disturbing such resources. In the event that any human remains are uncovered/discovered the Contractor must immediately notify the Contracting Officer. The Contractor must not continue work within the exclusion area until notified to proceed by the Contracting Officer.
1.3.21 SCR-21 Protection of Existing Trees
All trees of any kind inside the work limits and designated in the drawings as protect in place are to be protected. Contractor must place protective barrier fencing where possible at the drip line around trees designated as protect in place in the drawings. All trees outside the work limits, of any kind, are not to be disturbed. Contractor must place protective barrier fencing around trees adjacent to construction areas as directed by the Contracting Officer. If damaged by the Contractor, damaged trees and landscaping must be replaced by Contractor or otherwise mitigated as directed by Contracting Officer at the Contractor's expense.
1.3.22 SCR-22 Biological Resources
The Contractor must comply with the Section 01 57 20, ENVIRONMENTAL PROTECTION, of the Specifications to avoid and minimize effect upon endangered or sensitive species in the Project area. The Contractor must schedule activities to comply with the provisions and provide required notice for surveys to be conducted by the Government's Environmental Representative. Construction personnel must participate in an environmental awareness program, which will be provided by the USACE Biologist at the start of construction. As needed, the Contractor must provide a translator to allow the training to be conducted in Spanish for Spanish language speakers and other languages as needed or necessary.
1.3.23 SCR-23 Raptor and Migratory Birds
The Contractor must comply with the provisions of the Construction Contractor Protocols for Avoiding and Minimizing Impacts to Raptors, Special Status, and Other Nesting Birds, which are included in Section 01 57 20, ENVIRONMENTAL PROTECTION, of the Specifications. If a nesting bird is found injured on the Project site, the Contracting Officer must be notified immediately so the animal can be relocated to a either a wildlife
DOCUMENT 00 73 05 Page 11 care facility or a raptor recovery facility.
1.3.24 SCR-24 Wetlands and Sensitive Habitats
The Contractor must not impact Wetlands and Sensitive Habitats.
1.3.25 SCR-25 U.S. Fish and Wildlife Service
A Biological Opinion has been issued by the U.S. Fish and Wildlife Service.
The Contractor must comply with the terms and conditions and is responsible for implementing all requirements and obligations included in the opinion.
A copy of the Biological Opinion is available upon request to the Contracting Officer.
1.3.26 SCR-26 Speed Limit
The speed limit in all Project work areas and along levees must be 15 m.p.h., except on county roads, city streets and highways. The Contracting Officer may also require that speed limits on project site be reduced further to ensure vibration limits, dust protocols or other criteria are not violated. The Contractor must post, at a minimum, two speed limit signs at each end of the work zone.
1.3.27 SCR-27 Reclamation District 1000 (RD1000) Coordination
RD1000 is responsible for inspection and maintaining the existing levees and drainage facilities throughout the project area. The Contractor must coordinate their work with RD1000 through the Contracting Officer, allowing RD1000 access to its facilities at all times.
The Contractor must conduct the work so that RD1000 personnel and equipment are not prevented from access to and passage along the existing levees at all times for normal and emergency purposes.
1.3.28 SCR-28 Provision Regarding Maintaining Minimum Flood Protection During Construction
Contractor must have all levee improvements planned for a construction season completed by the deadlines outlined in Time of Completion requirements as described in paragraph 1.3.3, SCR-3, herein. Contractor must not disturb the existing levee system beyond the limits of construction. Disturbance includes but is not limited to roadways, ramps, pipes and/or utilities crossings, or excavations within the limits of construction. Stockpiling suitable construction materials is acceptable provided written approval is first obtain from the Contracting Officer.
1.3.29 SCR-29 Coordination with the Contracting Officer and Utilities Relocation
Contractor must coordinate and cooperate with the Contracting Officer and all utility providers on relocation of any overhead and underground electrical, sewer, water and storm utilities within the limits of construction that may hinder the performance of Contractor's construction activities. Contractor must assist in coordination and work with the Contracting Officer such that the utilities are relocated in time not to delay and to allow for completion of improvements in accordance with the Time of Completion schedule. Unless the relocation is called for on the drawings, the cost of any relocations is the responsibility of the Contractor.

1.3.30 SCR-30 Haul Routes
All haul and access routes must be existing public roads and maintenance roads, except for restrictions noted on the drawings. Stockpiling of construction materials, including portable equipment, vehicles, and supplies, must be restricted to designated construction staging areas and work sites. Movement of heavy equipment to and from the Project site must be restricted to load limit approved roadways. The Contractor's construction access points must be limited to those shown on the Plans, defined in the Specifications, or as directed in the field by the Contracting Officer. Paved areas at these controlled access points must be swept each day, or more frequently, as required by the Contracting Officer to control dust and clean up material tracked or spilled on said paved areas or roadways. The Contractor must conform to all governing codes, laws, and ordinances.
Contractor must obtain a Haul Route Permit. This permit must consist of a permit, waiver or other documentation with the mapped haul routes from local jurisdictions to repair or compensate for damage to local roads used in hauling to or from the project site. The permit, waiver or other documentation provided by the local jurisdiction may specify the conditions for repairs to be performed or appropriate compensation to account for the road damage. Contractor must provide a copy of the permit, waiver or other documentation from local jurisdictions with the mapped haul routes to the Contracting Officer and resident engineer prior to commencement of haul operations. All cost associated with permits, haul road repairs, fees must be the responsibility of the Contractor and must not be paid separately from unit prices or lump-sum prices contained in the Bidding Schedule.
1.3.31 SCR-31 Resource Coordination
All contact and coordination with the resource agencies must occur through the Contracting Officer in coordination with the Government's environmental representative.
1.3.32 SCR-32 Flood Contingency Plan
In the event the water surface elevation of the adjacent river is forecasted by the State-Federal Flood Forecast Center to increase significantly for any reason, the Contracting Officer reserves the right to require the Contractor to stop excavation and to begin continuous operations to complete all partially completed section (s) of the levee embankment cutoff wall and drainage blanket. At least 15 days prior to any Levee Excavation, the Contractor must submit a contingency plan outlining the contingency operations in the event that river elevations above the flood stage are forecasted. The contingency plan must include the proposed measure to protect the landside areas which have a reduced level of protection due to construction activities. The plan must include river stage monitoring, river stage at which the plan will be activated, material and equipment to be used in performance of the contingency plan, and location, type and quantity of the stockpiled emergency material. The plan must also include the length of levee, where stockpiled material will be stored, and the method for monitoring river elevations. The Contractor must keep any levee degrade material on the project site for the duration of the construction period, protected from inclement weather, for use as emergency backfill as necessary. The Flood Contingency Plan must be submitted to the Contracting Officer for review.

1.3.33 SCR-33 Utility Provider Response Plan
Contractor must prepare and submit a Utility Response Plan to the Contracting Officer, Pacific Gas & Electric, and the County of Sutter.
Plan must detail how utility locations are verified, provide protocol for coordination with Utility Providers, detail process on conducting required worker training for all on-site employees with respect to accidental utility damage, and provide utility provider emergency contact information. Contractor is responsible for coordinating any temporary utility services needs during construction, and must assume all temporary utility services cost.
1.3.34 SCR-34 Stop Work Authority
The Contracting Officer, Administrative Contracting Officer, and Contracting Officer's Representative must have the authority to immediately stop any activity that is not in compliance with the permits, and/or order any reasonable measure to avoid the unauthorized take of an individual of the Covered Species (e.g., giant garter snake, Swainson's hawk, valley elderberry longhorn beetle, Federally- and State-listed fish).
1.3.35 SCR-35 Floodway Construction Schedule
Contractor must not perform any work within the existing floodway including all staging area activities, (i.e., waterside or within the American River Parkway) per the date restrictions in Time of Completion requirement herein and must not begin any construction until evaluation of upstream conditions indicate that inundation of these areas is unlikely to occur.
1.3.36 SCR-36 High Visibility Fencing, Habitat Preservation and Buffers
Contractor must provide high visibility fencing that must be placed to prevent encroachment of construction personnel and equipment into areas outside of or adjacent to the project footprint that contain sensitive habitats, including at least 20 feet from the dripline of elderberry shrubs and up to 200 feet from the edge of aquatic features that are suitable giant garter snake habitat. K-Rails, if used, must be used in areas noted on the drawings. The fencing must be inspected by the Contractor before the start of each work day and must be maintained until completion of the Project. The Contractor must not remove the fencing until construction of the Project is completed. No insecticides, herbicides, or other chemicals that might harm the valley elderberry longhorn beetle or its host plant must be used within 100 feet of the elderberry shrubs.
1.3.37 SCR-37 General Safety Requirements
The Contractor must conform to all applicable occupational safety and health standards, rules, regulations, and orders established by the State of California or Federal Government. The Contractor must, upon request, submit to the Contracting Officer a copy of their Injury Illness Prevention Program (IIPP) (including Site Safety Plan and Code of Safe Work Practices) for review. The Contractor is required to fulfill the requirements of these programs during the prosecution of the Work, and comply with conditions set forth in the Specifications. The Contractor must comply with all regulations set forth in Consolidated EM 385-1-1.
1.3.38 SCR-38 Storm Water Pollution Prevention Plan

Permit to Discharge Water Associated with Construction Activity must be obtained by the Contractor for this Project prior to initiation of any construction activities. The Notice of Intent (NOI) must comply with the Terms of the General Permit to Discharge Storm Water Associated with Construction Activity (WQ Order No. 99-08-DWQ) and/or (WQ Order No.
2009-0009-DWQ); contingent upon SWRCB direction at the time of filing. The Contractor must develop and submit to the Contracting Officer a Storm Water Pollution Prevention Plan (SWPPP) and BMP's as part of SWPPP or as separate item to be implemented and maintained throughout construction per Contract requirements for the work in accordance with the state's guidelines and the Specification 01 57 23 TEMPORARY STORM WATER POLLUTION CONTROL that address the all pertinent SWPPP regulations. The Contractor must implement the SWPPP prior to the start of soil-disturbing activity, and be responsible for all monitoring and maintenance until permanent erosion control has been established, as determined by the Contracting Officer. The SWPPP must include Best Management Practices to prevent sediment, runoff from dust control, and oil and other chemicals used in construction from entering areas of wildlife habitat. The Contractor must use fiber netting and other environmentally sound materials and methods as defined in Specification 01 57 23 TEMPORARY STORM WATER POLLUTION CONTROL. The Contractor is responsible for paying all SWPPP fees.
1.3.39 SCR-39 Storm Water Data Report
Contractor must develop and submit for approval a Storm Water Data Report (SWDR) per the California Department of Transportation's CalTrans Storm Water Quality Handbook - Project Planning and Design for all construction activities within CalTrans Right of Way.
1.3.40 SCR-40 Grading (Encroachment) Permit
Contractor must obtain a Grading (Encroachment) Permit from County of Sutter prior to initializing work. Copy of work permit must be submitted to the Contracting Officer prior to disturbing ground.
1.3.41 SCR-42 Staging Area
Staging areas available to the Contractor for the project have been identified in the Drawings and permits have been obtained for them by the Government. If additional areas are available for use, they will be the responsibility of the Contractor to obtain.
Below is a list of expected activities that will occur inside of the staging areas.
A. General Activities
1. The contractor will place temporary facilities (trailers) as well as daily parking for USACE construction manager, contractor staff and project visitors;
2. The temporary storage of miscellaneous items such as project fencing and salvaged materials may occur within the staging area.
B. Utility Relocation
1. Overhead utility relocation work performed by others will include the use of utility line trucks and require the temporary storage of conductor wire and utility poles;
2. Electrical transformer storage will not be allowed within the American River parkway;
3. Underground utility relocation work will require the temporary
DOCUMENT 00 73 05 Page 15 storage of earthwork spoils and the removed utility lines;
4. The asbestos-cement water pipe removal will be performed by others and storage of the removed asbestos-cement pipe will not be allowed within the project site.
C. Tree Removal Equipment and Materials
1. Equipment for removal of trees along the waterside levee slope may be temporarily stored within the staging areas;
2. Debris from downed trees may be temporarily stored within the staging areas.
D. Earthwork Material and Equipment
1. The contractor may store road paving equipment within the staging areas as well as aggregate base material for roadway placement;
2. The contractor will temporarily place earthwork spoils that include topsoil and levee embankment material from slope flatting activities.
1.3.42 SCR-43 Recreation/Community Mitigation
A minimum of two weeks prior to start of work Contractor must provide written notification to various agencies (e.g. County of Sutter DPW Representative) specified by the Contracting Officer as well as outreach to the immediate project neighbors advising of the work, duration, the days of the week work is to take place, and the hours to be worked for each day.
USACE and Contractor to provide, via posted signage, a USACE project manager name, contact number and e-mail address as well as a Contractor project manager name, contact number and e-mail address, for residents in the vicinity of the Premises should any concern from the immediate project neighbors arise with regard to noise, traffic, or other such disturbance which directly results from USACE's and/or Contractor's work. The purpose of USACE and Contractor posting their respective contact information is to avoid Construction Inspection and Survey staff having to field telephone calls and other inquiries related to USACE's and Contractor's work.
1.3.43 SCR-44 County Streets
The Contractor must ensure that its construction equipment and hauling operations do not damage County streets. Prior to start of construction, Contractor must photograph all county streets within the construction area and along all haul routes before construction operations begin.
Photographs must be submitted to the Contracting Officer, and will be used to compare before and after project conditions at the project's end. Any damage to the County streets caused by Contractor's operations must be repaired at Contractor's cost and to County's satisfaction.
The Contractor must notify and submit truck routes for review to the Contracting Officer prior to starting work. Furthermore, the Contractor must provide the Contracting Officer with a location for a wash out area to wash and clean Contractor's trucks, equipment and tires before they exit the construction area.
1.3.44 SCR-45 Storage Area
Contractor must erect chain link fencing a minimum of eight (8) feet tall around the perimeter of its storage area. The fencing must post signage no smaller than 3' x 3' in size providing the Contractor's company name as well as a name and telephone number for Contractor who may be contacted by the public in general in the event that any issues arise out of the use of
DOCUMENT 00 73 05 Page 16 the Premises. All material remnants need to be removed from the storage site. Otherwise, a protective barrier must be placed between the ground surface and stockpiled materials. Upon conclusion of the work, or prior to the time period that the use of the staging area must cease, whichever occurs first, Contractor must return the site to a condition equal to or better than the condition it was in at the time the of the Contractor's entry into the site.
1.3.45 SCR-46 Project Signage
The Contractor must provide all signage for the project. Sign wording, sizes and other parameters must be coordinated with the Contracting Officer and/or his/her representative.
1.3.46 SCR-47 Traffic Control Plan
The Contractor must provide a Traffic Control Plan as specified in the plans and specification Section 01 00 00 GENERAL REQUIREMENTS.
1.3.47 SCR-48 Disposal Sites
The Disposal Plan must be prepared and submitted at no additional cost to the Government. It is the Contractor's responsibility to locate a reliable commercial disposal site, and secure a disposal site as needed for the project. The disposal site must be in compliance with the requirements defined in the plans, specifications, and contract documents. Disposal site must be located within 15 miles of the project site or further as long as total air quality requirements are met in any condition. Disposal site and disposal activities must be in compliance with all applicable local, state, and federal regulations.
1.3.48 SCR-49 Natomas Mutual Water Company and Reclamation District 1000 Operations
The Natomas Mutual Water Company (NMWC) owns and operates raw water irrigation distribution facilities along the existing levees throughout the project area. Reclamation District 1000 (RD1000) owns and maintains the drainage canals that convey storm water runoff during the winter months and agricultural drainage during the summer months. During the irrigation season, NMWC, through joint use agreement with RD1000, operates and maintains the drainage canals used for irrigation conveyance, including the Vestal Drain and the North Drainage Canal (NDC). NMWC and RD1000 have agreed to certain in conveyance reductions to facilitate the project construction. The Contractor shall coordinate its work with NMWC and RD1000, allowing access to their facilities as required for unimpeded operations.
RD1000 operates Pumping Plant No. 4 (PP4) for pumping drainage water (storm water during the winter and agricultural tailwater during the summer) from the NDC out of the Natomas Basin into the Natomas Cross Canal. RD1000 will provide a PP4 outage for the duration of the project. During construction, the Contractor shall facilitate RD1000 access through the work area to both sides of the NDC for patrol and maintenance, unless limited outages are obtained during non-critical periods. The Contractor shall be responsible for conveying all drainage water through the project area to the NDC south of any work limits. This generally includes:
- Vestal Drain and its tributary flows (drainage and agricultural
DOCUMENT 00 73 05 Page 17 tailwater) that outfall into the NDC immediately upstream of PP4.
- Drainage runoff from the area between the levee toe and Sankey Canal to the east of PP4 that outfalls upstream of PP4.
- Direct inflows from storm water runoff and seepage.
During the summer, any backup of water in the Vestal Drain will result in flooding of upstream fields and roadways, interrupting farming operations and potentially damaging crops and will not be permitted. The Vestal Drain and all its inlet and outlet facilities shall be fully operational to convey drainage flows prior to November 1. The drainage outfall from the east must be extended through work area to the NDC for gravity outlet prior to November 1.
NMWC owns and operates the Sankey Irrigation Canal which parallels the Natomas Cross Canal south levee, and the Bennett Main Canal which is aligned normal to the Sankey Irrigation Canal at the Bennett Window. The Sankey Diversion Pumping Plant provides supply from the Sacramento River for the Sankey Irrigation Canal. The Bennett Main Canal is served from the Sankey Irrigation Canal. The NMWC will curtail all discharges from the Sankey and Bennett Main Canals into the Vestal Drain, and from the Sankey Canal into the NDC for the duration of the project. The Contractor shall obtain lockout/tagout clearances at gates and spills from Sankey Canal as required by their safety plans.
The Vestal Drain and its tributaries and drain inlet pipes are required to convey agricultural tailwater drainage flows through the work area during construction. The Bennett Main Canal flows must remain unimpeded by construction activities. The Contractor shall furnish, operate, and maintain temporary pumping and/or piping/ditching facilities as required to pass flows through the work area. Where flows are maintained by pumping, pump operation shall be continuously monitored, including after work hours. The tables below list the estimated maximum flows by month.

During construction, NMWC will require access through the work area to both sides of the Sankey Canal and Bennett Main Canal. Coordinate sequencing of access routes with NMWC in advance.
Temporary haul road crossings over irrigation canals must be permitted
DOCUMENT 00 73 05 Page 18 through NMWC. Where crossings will employ culverts, they shall be sized for a conveyance area below the water line to provide velocities of less than 3 feet per second at the full design flows listed below:
" Sankey Canal upstream of Bennett Main - 420 cfs, " Sankey Canal downstream of Bennett Main - 320 cfs " Bennett Main Canal - 125 cfs.
Continuous safe access across the haul roads shall be maintained for the NMWC operator's patrol along the top of canal banks. Canal areas including patrol roads and landside areas shall be restored to NMWC's satisfaction.
No haul shall be allowed using the existing Sankey Canal crossings; however limited construction access for material/equipment deliveries and worker access may be allowed with prior coordination and post-construction restoration to NMWC's satisfaction.
North Drainage Canal: RD1000 will allow an outage of Pumping Plant 4 during the pumping plant relocation work. Cofferdams will need to be constructed to dewater the Pumping Plant 4 intake area, but the flows in the North Drainage Canal will naturally drain to the other pump stations in the Natomas Basin, so no temporary bypass of water from the North Drainage Canal to the Natomas Cross Canal is required. The only inflows that will require diversion are drainage from the area between the levee toe and the Sankey Canal, and from the new Vestal Drain. Cofferdams in the North Drainage Canal shall be designed for a 100-year design water elevation 20.0' NAVD 88 with a minimum of 1 foot of freeboard.
Natomas Cross Canal: In-water work in the Natomas Cross Canal(NCC) must be completed between 1 July and 30 September. Stages at the confluence with the Sacramento River are listed below:

Construction Water: A permit is required from NMWC to withdraw water for construction uses from ditches and canals within the construction area.
Water from irrigation canals which is supplied by pumping is limited by irrigation demands and must be regulated to assure reliable supply and avoid disruption to irrigation deliveries.
Contractor shall be responsible for obtaining all required permits from NMWC and scheduling the installation with NMWC.
