SUMMARY OF WORK

The Contractor shall design and construct the F-35A Munitions Maintenance Complex at Hill Air Force Base, Utah to result in a complete and usable facility based on Design Requirements and Technical Specifications contained within this solicitation.

FACILITY COMPLEX FUNCTIONAL REQUIRMENTS

This project is required to provide the design and installation of a new F- 35A Munitions Maintenance Complex. The project also includes demolition of a total of three(3) existing buildings totaling 12, 540 SF. The F-35A Munitions Maintenance Complex will be located at Hi ll Air Force Base within the Munitions and Missile Storage (MAMS) area as in dicated. The project is composed of a standalone two-bay munitions maintena nce facility, an addition to existing Building 988 with options for 1) HVAC r enovations to existing Building 988; 2) mast only lightening protection sy stem instead of a wood pole catenary system; 3) asphaltic concrete paved parking lot at the munitions maintenance facility; 4)Portland cement c oncrete paved ramp instead of the asphaltic concrete ramp at the munit ions maintenance facility;

and 5) overhead lighting at the parking lot for the munitions maintenance facility. The munitions maintenance complex is requ ired to support the bed-down of seventy-two F-35A aircraft and associated m unitions workload at Hill Air Force Base (AFB). Project includes all supporti ng utilities, site improvements and pavements including access roads a nd parking lot. Facilities must be designed as permanent construction in accor dance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Buildin g Requirements, and UFC 1-200-02, High Performance and Sustainable Building Requirements. * The RFP’s Criteria Drawings provided with this pa ckage for the 2-Bay Maintenance Facility’s Total Size is 11,307 SF. Th e Contractor can develop a plan which uses up to 11,3087 SF.

** For Building 988 Addition Facility’s Total Size is 3,475 SF.

The Contractor can develop a plan which uses up to 3,574 SF.

The recommended sequence of construction is to buil d the 2-bay Maintenance Building and Building 988 Addition concurrently. N ote Building 988 operates in three military work crews shifts per day. When construction is in progress at the 988 site the operational work shift for buil ding 988 that coincides with the construction operations cannot operate. Du e to security and safety measures, at no time will maintenance work coincide with construction work.

It is the Contractor’s responsibility to coordinate the work shifts between the Government personnel and the construction crews with the Contracting Officer’s Representative (COR).

Both the building 988 addition and the new Munition s Complex building will not require an ALIS terminal or servers as stated i n the 1391.

The site work for the new facility includes grading and fill to provide proper drainage away from the building and to ensur e that the site infrastructure is installed above the water table a nd that the building facilities are above the 100-year floodplain, the i nstallation of new POV parking, the removal of abandon in place utility li nes and the installation of new utilities. It is the Contractor’s responsib ility to coordinate the demolition of all utilities including verification if any utilities are to remain in service with the COR.

It is the Government’s objective that the Facility shall have a 25-year useful design life before a renovation is required, and a 50-year building

Section 01 10 10 Page 3 replacement life. Therefore, the design and constru ction should provide an appropriate level of quality to ensure the continue d use of the facility over that time span with the application of reasona ble preventive maintenance and repairs that are industry-acceptable to a major civilian sector project owner. The structural system shall be designed to a llow for interior flexibility for future renovations. The site infras tructure shall have at least a 50-year life expectancy with industry-accep ted maintenance and repair cycles.

The project site should be developed for efficiency and to convey a sense of unity or connectivity with the adjacent buildings a nd with the Installation as a whole.

Requirements stated in this RFP are minimums. Innov ative, creative, and life cycle cost effective solutions, which meet or excee d these requirements are encouraged. Further, the Contractor is encouraged t o develop BIM Goals and Objectives which expedite the design and constructi on process.

All document drawings and electronic materials made available represents preliminary design concepts and site characteristic s. They are only for the convenience of the Contractor to assist in the prop osal process. Because these materials are only for convenience, the infor mation is given “as is” and no explanations or clarifications will be made regarding these materials.

The government does not present these materials as indicating any preferences regarding design, nor does it represent that any co ncepts or ideas show design of technical approaches that will meet the R FP requirements. In addition, the government affirmatively states that it does not warrant the accuracy of any site conditions as represented by t hese materials. By acknowledging this RFP and accepting these material s for use, the Contractor waives all claims based upon information represente d in the materials made available in this RFP.
