Question Answer

Who were the site visit attendees?

Pacific Parks Landscaping Auburn, CA

River Partners Chico, CA

With another contractor working on the same street how will it be determined who is responsible for damage to the street?

Access to the site will be limited prior to the completion of the levee project, also removal of the trees will largely be completed by the levee contractor, therefore it is assumed that damage to the road will be the responsibility of the levee construction contractor. At the end of the levee contract the road will be repaired by the levee contractor and further damage would be the responsiblity of the revegetation contractor. This has been clarified in the PWS in section 9.c.x.

There is a disproportionate amount of Hordeum seed for Seed Mix C per Attachment D compared to Table A1 ‐ Attachment G. Please confirm the correct seed rates for

Seed Mix C.

Response: Seed mix C shown in Attachment D was incorrect and is corrected in the amendment. Also, Attachment G has been revised to clarify that the quantities of seed shown for each zone have been compensated to account for the portion of the zone taken up by the plant rows which are not seeded (about 4 feet of each 30ft row is not seeded. In Section 3.5.1 the area to be seeded within woody planting zones has been clarified, seed will not be applied to the 4‐6 foot rows along which plants are planted. Also ecotypes of the seed have been updated to current ecotypes available for the project area.

In Table A1 ‐ Attachment G, Seed Mixes A, B, C, & D all list Grindelia camporum as part of the mix, but the mixes in

Attachment D do not. Is Grindelia intended to be part of the seed mixes? If so, what is the correct rate?

Seed mixes in Attachment D have been corrected, Grindelia is part of the mixes.

Attachment C lists all Understory species to be planted from container stock, however the plant list on Sheet L401 of

Exhibit A shows three (3) species to be planted from plugs.

Please clarify which planting stock is correct.

Attachment C is correct. The column in the tables on sheet L401 showing plant container size or type has been removed from Exhibit

A to remove the conflicting information

Is the contractor responsible for removal of hazardous materials and contaminated soils? For example, the remnant diesel tank at Well 19 and any contaminated soils created by said tank?

The contractor would not be responsible for the removal of hazardous materials or contaminated soils encountered as an existing condition. The PWS has been revised in section 2 General Information regarding hazardous materials.

Excluding the generators supplied by the levee contractor, will all electrical infrastructure seen on the 7/26 site visit be available for well operation under this contract?

It is possible that utilities outside the boundaries may have been visible during the site visit. Electrical utilities scheduled for removal are shown on L144, which has been revised to clariity. All electrical infrastructure not scheduled for removal and also within the ph1 revegetation contract project boundaries as seen on the site visit will be available and will continue to be connected to electrical power outside of the boundaries. This has been addressed in section 9.c.xvii of the PWS.

Several acres of orchard seems to have been already removed by the levee contractor in the borrow/spoil areas shown in Exhibit A Plans. Please confirm the total number of orchard acres to be removed under this contract is still consistent with the PWS.

The levee contractor will be removing all the remaining orchard trees within the project boundary by cutting the trees down at about 2‐3’ in height. There will approximately 450 acres of orchards removed in this manner. All other orchards have been removed by pushing the trees over with heavy equipment. The revegetation contractor will still be responsible for removing rootballs and roots as needed to level and prepare the site for planting and seeding.

The PWS has been revised to clarify this condition in section 9.c.xi. .

Also extent of and condition of borrow and spoil areas have been clarified in section 9.c.xii. A note clarifying the condition and potential condition of borrow and spoil areas has been added to Exhibit A, sheet V104. Exhibit A sheets V104‐108 & L112‐L113have been updated to indicate the current borrow, spoil and cleared areas. Exhibit D100‐103 have been revised to depict the areas which require stump removal. PWS section 9.c.xi has been changed from removal of entire trees to removal of stumps. Finally, in section 9.c.xii, the acreage of the tree removal in the soil disturbance avoidance areas has been updated from 8 acres to 10.1 acres to reflect an additional soil disturbance avoidance area

(planting zone Q8), shown on exhibit A sheet V106, D102, L112, L122, L132, L142, L162. The requirement for documenting value of orchard tree wood has been removed.

Can we burn the bottom of the walnut trees and haul away the tops?

The levee contractor will be removing the tops of all of the trees from the site. This has been clarified in 9.c.xi. Burning is not prohibited, however, it must be accomplished legally and all required permits must be obtained.

Can we utilize seed from the transplanted Elderberry trees if they are healthy?

Yes, this has been clarified in 9.c.iv.1.

Can the schedule of 60 days to remove the Orchards be expanded to 90?

Yes, the contractor may adjust times in the schedule subject to approval by the government. Contractors schedule must adhere to the overall period of performance of the project. This has been clarified in 9.c.i.

If we don't think all wells are necessary do we have to connect unused well to a power source?

Only such wells as are necessary must be connected to electrical power. This has been clarified in 9.c.xvii

The following changes were also made
