REMOVAL AND DISPOSAL OF COATINGS CONTAINING HEAVY METALS
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the schedules for items requiring removal and disposal of coatings containing heavy metals, asbestos and PCBs.

1.03 DEFINITIONS
A. Competent Person:
1. For lead hazards: As defined in 29 CFR 1926.62.
2. For designing and implementing technical controls to limit employee exposure to airborne contaminants: As defined in 29 CFR 1026.55.
B. Handling: Includes containment, collection, storage, and transportation.
C. Regulated Area: Areas on project site where Action Level is exceeded for heavy metals listed below.

D. Coatings Containing Heavy Metals:
1. Coating containing lead, heavy metals, and other contaminants which may be present in such quantities that solid waste generated from coating removal operations will exhibit the toxicity characteristic when tested in accordance with 40 CFR 261.24 and/or which present airborne hazards during disturbance and removal operations.
2. The following metals and compounds may be present in aging paint and coating systems, unless otherwise noted:
a. Arsenic: See 29 CFR 1926.1118.
b. Beryllium.
c. Cadmium: See 29 CFR 1926.1127.
d. Chromium.
e. Lead: See 29 CFR 1926.62.
f. Silver.
g. Vanadium.
h. Zinc.
E. ACM: Asbestos Containing Material
F. Asbestos: Includes chrysolite, amosite, crocidolite, tremolite asbestos, anthophyllite asbestos, and actinolite asbestos.
G. Certified Industrial Hygienists (CIH).
H. Friable: Material that when dry can be crumbled, pulverized, or reduced to powder by hand pressure.
I. Handling: Includes containment, collection, storage, and transportation.
J. PCB and PCBs: any chemical substance that is limited to the biphenyl molecule that has been chlorinated to varying degrees or any combination of substances which contains such substance.
K. PCM: Phase contrast microscopy.
L. PFT: Pulmonary function tests.
M. PLM: Polarized light microscopy.
N. Regulated area: Areas where asbestos removal operations are performed which is isolated by physical boundaries which assist in the prevention of the uncontrolled release of asbestos dust, fibers or debris. Areas on project site where Action Level is exceeded for asbestos levels.

O. TEM: Transmission Electron Microscopy.
1.04 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 02 83 30-1, Documentation:
1. Current copy of SSPC-QP2 certification for hazardous coating removal.
C. RSN 02 83 30-2, Contractor and Asbestos Abatement Subcontractors History:
1. Statement signed by an officer of the company or companies containing:
a. Record of citations issued by Federal, State, or local regulatory agencies relating to asbestos activities. Include project names, dates, and resolutions.
b. List of penalties incurred through non-compliance with asbestos project specifications.
c. Situations in which an asbestos-related contract has been terminated Include project names, dates, and reasons for terminations.
2. If there are none, provide negative declaration signed by an officer of the company or companies.
D. RSN 02 83 30-3 Resumes, Certificates, and Qualifications:
1. Resumes:
a. Onsite supervisor.
1) Contractor/Supervisor course completion certificate for asbestos and most recent certificate for required refresher training.
b. Accredited Asbestos Project Designer:
1) Contractor/Supervisor course completion certificate for asbestos and most recent certificate for required refresher training.
2) Copy of State of California Accreditation for Abatement Project Designer.
c. CIH:
1) Contractor/Supervisor course completion certificate for asbestos and most recent certificate for required refresher training.
2) Copy of current valid ABIH certificate.
3) Include address and telephone number.
d. Independent testing laboratory:
1) NVLAP laboratory accreditation number.
2) Name, address, and telephone number.

e. Abatement and coating removal workers.
2. First Aid and CPR certificates for persons designated to provide first aid during hazard abatement.
3. Certificates of employee asbestos training:
a. For each employee who will perform asbestos abatement operations.
b. Training course completion certificates and most recent refresher.
c. Signed by each employee.
d. Indicates that employee:
1) Has received training in proper handling of materials and wastes that contain asbestos in accordance with 29 CFR 1926.1101; 40 CFR 763 Subpart E, Appendix C; and Cal/OSHA Title 8, section 1529.
2) Understands health implications and risks involved, including illnesses possible from exposure to airborne asbestos fibers
3) Understands use and limits of respiratory equipment to be used
4) Understands results of monitoring of airborne quantities of asbestos as related to health and respiratory equipment as indicated in 29 CFR 1926.1101.
e. Document dates of training, training entity, names of instructors, and qualification of instructors.
4. Include copies of Hazardous Waste Operations and Emergency Response (Hazwoper) and annual 8-hour Hazwoper training certificates for workers on site.
5. Transporter qualifications:
a. Written evidence that the transporter to be used is approved for asbestos, PCB bulk product waste and RCRA hazardous waste transport by the EPA, state, and local regulatory agencies.
6. Disposal Facility qualifications:
a. Written evidence that the facility to be used is approved for asbestos, bulk PCB bulk product waste and RCRA hazardous waste disposal by the EPA, state, and local regulatory agencies.
E. RSN 02 83 30-4, Hazard Abatement Plan for Asbestos, Heavy Metals, and PCBs:
1. In accordance with 40 CFR 763, Subpart G.
2. Prepared by Accredited Asbestos Project Designer.
3. Reviewed and signed by CIH.
4. Include the following elements:
a. Materials and Equipment:

1) Manufacturer’s data for materials and equipment to be used in work.
a) Include name, model, capacity, performance characteristics and any other pertinent information, certificates of any encapsulants to be used, material safety data sheets for all chemicals to be used.
b) Include data on the following, but not be limited to:
i. High efficiency Filtered Air (HEPA) local exhaust.
ii. Vacuum cleaning equipment.
iii. Pressure differential monitor for HEPA system.
iv. Respirators.
v. Air Monitoring equipment.
vi. Personal Protective clothing and equipment.
vii. Glove-bag.
viii. Disposal Containers.
ix. Sheet Plastic.
x. Wetting Agent.
xi. Prefabricated Decontamination Unit.
xii. Chemical encapsulant, or encasement material.
b. Compliance Program for Worker Protection:
1) Respirator program as required by 29 CFR 1926.1101 and 29 CFR
1926.103 and 29 CFR 1926.62 (e)(2) and Cal/OSHA Title sections 1529 and 5144.
2) Pulmonary function tests (PFT) for respirator usage: Record of diagnostic test and examination by a Board Eligible or Certified Occupational Medicine Physician.
c. Containment System:
1) Detailed plan to prevent the release of coatings, asbestos, PCBs, metals, dusts, vapors and solvents during the disturbance and removal in accordance with applicable guides and regulations. If there are conflicts between this specification and the applicable guides and regulations, the most stringent or restrictive shall apply.
2) Descriptions, detail project drawings, and site layout.
a) Include work site containment area techniques, local exhaust ventilation system locations, decontamination units, temporary waste storage facility, location of temporary utilities, and boundaries of each regulated area.

3) If a modified containment area, glove-bag or outdoor technique can be safely used, these should be specified in detail.
4) Performance criteria for the containment. Emission of dusts, metals, toxic vapors or gases into the plant or surrounding environment are prohibited.
d. Include:
1) Drawings showing layout, attachment to structure, and relationship to structure.
2) Design calculations for ventilation system.
3) Load analysis for containment system loading on structure.
a) Include wind loads and dead load on containment system from debris.
4) Signed and sealed by the Competent Person.
e. Emissions Monitoring:
1) Plan for monitoring airborne asbestos.
a) Minimum of 2 pumps per enclosure and 3 pumps per 25 cubic meters of work area.
2) Plan for monitoring and reporting releases.
3) Plan for monitoring total suspended particulate (TSP) air quality for heavy metal contamination by employee exposure personal monitors.
4) Plan for monitoring sediment for heavy metal contamination.
5) Plan for monitoring water contamination.
6) Plan for monitoring and reporting reportable releases in accordance with 40 CFR 117, 40 CFR 300, 40 CFR 302.
7) Plan for decontamination of contaminated areas and surfaces.
8) Plan for clearance testing.
9) Signed by certified industrial hygienist.
f. Waste Characterization, Handling, and Disposal:
1) Plan for sampling, testing, characterization of waste:
a) Include required method detection limits.
b) Describe analytical data delivery package including quality control and quality assurance.
2) Plan for handling, storage, transporting, and disposal of project-generated waste and cleaning of reusable items.
3) Name, address and qualifications of transporter.

4) Name, address and qualifications of disposal facility to include acceptance of waste.
5) Written notice from owner or operator of disposal facility documenting permits and agreement to accept waste generated under this contract.
F. RSN 02 83 30-5, Exposure Certifications and Test Results:
1. Employee training certifications: Indicate employee training in hazardous materials and communication with an emphasis on lead, respiratory protection, hearing conservation, and personal protective equipment (PPE).
2. Records of respirator program as required by 29 CFR 1926.1101 and Cal/OSHA Title 8, section 5144.
3. Air monitoring results and documentation.
4. Pressure differential recordings for containment area if used.
5. Describe analytical data delivery package including quality control and quality assurance.
6. Include map indicating location of each sample.
7. Pulmonary function tests (PFT) for respirator usage: Record of diagnostic test and examination by a Board Eligible or Certified Occupational Medicine Physician.
8. Blood tests for heavy metals:
a. Blood lead and zinc protoporphyrin level (ZPP).
b. Blood levels for Aluminum, Beryllium, Cadmium, Chromium, Copper, Iron, Mercury, Nickel, Silver, Thallium, Titanium, and Zinc.
G. RSN 02 83 30-6, Preconstruction Test Results:
1. Include following background results:
a. Personal Employee exposure and area monitoring results by personal employee exposure monitors.
b. Sediment analysis for heavy metals.
c. Water sample analysis for heavy metals.
2. Include map indicating location of each sample. For sediment analysis, include depth of each sample.
3. Provide appropriate quality control information to supplement analytical data.
Include from blanks, laboratory control samples with percent recovery, duplicates, matrix spike samples with percent recovery, and other appropriate quality control measures.
H. RSN 02 83 30-7, Working Level Test Results:
1. Include following working level test results:

a. TSP air quality monitoring results for heavy metals concentrations by personal employee exposure monitors.
2. Include map indicating location of each sample.
3. Provide appropriate quality control information to supplement analytical data.
Include from blanks, laboratory control samples with percent recovery, duplicates, matrix spike samples from project with percent recovery, and other appropriate quality control measures.
I. RSN 02 83 30-8, Post-Construction Test Results:
1. Include following post-construction content data:
a. Water sample analysis for heavy metals.
2. Compare with preconstruction test results for increased contaminant levels.
3. Include map indicating location of each sample. For sediment analysis, include depth of each sample.
4. Provide appropriate quality control information to supplement analytical data.
Include from blanks, laboratory control samples with percent recovery, duplicates, matrix spike samples from project with percent recovery, and other appropriate quality control measures.
J. RSN 02 83 30-9, Certificates and Reports:
1. Certificate of Disposal.
2. Waste container inspection reports.
1.05 QUALIFICATIONS
A. Coating Removal Contractor Qualifications: Certified by SSPC Painting Contractor Certification Program (PCCP) in accordance with SSPC QP-2.
B. Certified Industrial Hygienists (CIH): Certified by American Board of Industrial Hygiene
(ABIH).
C. Laboratory Qualifications: Certified analytical laboratory meeting requirements of EPA National Lead Laboratory Accreditation Program and American Industrial Hygiene Association (AIHA) for metals.
D. Containment System Designer Qualifications: Registered professional engineer licensed in the State of California.
E. Disposal Facility Qualifications for Hazardous Waste: RCRA permitted facility.
F. Competent Person:
1. Defined in 40 CFR 1926.32, 40 CFR 1926.62 and 1101, 40 CFR 763 Subpart E, Appendix C.

2. Experienced in administration and supervision of asbestos abatement projects under OSHA and EPA regulations
3. Successfully completed training and is therefore accredited under a legitimate State of California Model Accreditation Plan as defined in 40 CFR 763, and has successfully completed the National Institutes of Occupational Safety and Health (NIOSH) 582 course Sampling and Evaluating Airborne Asbestos Dust or equivalent.
4. Appropriately licensed in the State of California.
5. Qualified to perform visual inspections as indicated in ASTM E 1368.
G. Onsite Supervisor:
1. Competent Person:
a. Capable of identifying existing asbestos and other hazards and selecting appropriate control strategy.
b. Has the authority to take prompt corrective measures to eliminate them.
c. Has EPA Model Accreditation Plan Contractor/ Supervisor Training.
2. On jobsite during all hazardous waste related activities.
3. Duties include:
a. Control entry to and from any regulated area;
b. Supervise employee exposure monitoring required by 29 CFR 1926.1101;
Cal/OSHA Title 8, section 1529.
c. Assure employees wear appropriate PPE, are trained in the use of appropriate methods for exposure control, use proper hygiene methods and decontamination procedures;
d. Ensure engineering controls in use are in proper operating condition and are functioning properly.
e. Responsible for compliance with applicable Federal, State of California, and local requirements, the contractors Accident prevention Plan (Safety Plan), and Hazard Abatement Plan.
f. Have input to and sign the Hazard Abatement Plan.
H. Accredited Asbestos Project Designer:
1. Competent person.
2. Has EPA Model Accreditation Plan “Contractor/Supervisor” training.
3. Accredited Abatement Project Designer in accordance with ARM 17.74.315.
4. Duties include:
a. Prepare Asbestos Hazard Abatement Plan.

I. Certified Industrial Hygienists (CIH):
1. Certified by American Board of Industrial Hygiene (ABIH).
2. Has EPA Model Accreditation Plan “Contractor/Supervisor” training required by 40 CFR 763, Subpart E, Appendix C.
3. Completely independent from the contractor according to federal, state or local regulations.
4. Duties:
a. Have input to, review, and sign the Hazard Abatement Plan.
b. Prepare and perform training.
c. Direct air monitoring.
d. Assist Onsite Supervisor in implementing safety and health requirements during the performance of the required work.
e. Visit the site at least once per week for the duration of hazardous materials activities.
f. Be available for emergencies
J. Asbestos Abatement Workers:
1. Meet requirements contained in 29 CFR 1926.1101, Cal/OSHA Title 8, section 5129 40 CFR 61, Subpart M and other applicable federal, State of California, and local requirements.
K. PCB on-site workers: On-site workers involved with handling of PCB contaminated equipment and materials:
1. Completed 40-hour Hazwoper training and current refreshers.
2. Instructed on dangers of PCB exposure, on respirator use, decontamination, and applicable EPA and OSHA regulations.
L. Instructed on dangers of PCB exposure, on respirator use, decontamination, and applicable EPA and OSHA regulations
M. First Aid and CPR Trained Persons:
1. Designate at least 2 persons currently trained in first aid and CPR to be on site during asbestos abatement operations.
2. Immediately available to render first aid when needed, may perform other duties.
N. Independent Testing Laboratory:
1. Proficient in conducting Polarized Light Microscopy (PLM), and accredited by NIST under the NVLAP for bulk asbestos analysis.

2. Proficient in conducting Phase Contrast Microscopy (PCM) of airborne samples using methods specified by 29 CFR 1926.1101, OSHA Method ID-160, the most current version of NIOSH Method 7400.
O. Transporter:
1. Approved for asbestos transport by the EPA, state, and local regulatory agencies.
2. Meet requirements of 49 CFR 171, 49 CFR 172, and 49 CFR 173 and registration requirements of 49 CFR 107.
P. Disposal Facility:
1. Approved for asbestos, PCB, and RCRA hazardous material disposal by the EPA, state, and local regulatory agencies.
2. Meet 40 CFR 61.154 or 155 requirements as designated in 40 CFR 61.150(b).
1.06 REGULATORY REQUIREMENTS
A. Solid waste debris is subject to all applicable Federal, State, local, requirements. The most stringent regulation shall apply.
1.07 SAFETY AND HEALTH REGULATIONS
A. Comply with USBR RSHS.
B. Comply with 29 CFR 1926 and relevant sections of Cal/OSHA Title 8.
C. Limit employee exposure to asbestos, lead and other airborne contaminants in accordance with 29 CFR 1926.55, 29 CFR 1926.62, 29 CFR 1926.1101 and Cal/OSHA Title 8 section 1529.
1.08 PROJECT CONDITIONS
A. Existing coating contains lead and may contain other heavy metals, asbestos, and PCBs.
See Section 51 31 26 - Paint Test Results.
B. The Contractor will be considered the co-generator of any hazardous waste, in accordance with 40 CFR 260.10.
C. Facility owner EPA Identification number will be provided to Contractor after award.
1.09 CONTRACTORS RESPONSIBILITIES
A. Obtain EPA Identification number, in accordance with 40 CFR 262.12 before treating, storing, or transporting hazardous waste.
B. Prepare manifest, in accordance with 40 CFR 262 Subpart B, before transporting hazardous waste for offsite treatment, storage, or disposal.

C. Before transporting hazardous waste, obtain written notice from owner or operator of hazardous waste facility, including documentation that facility has required permits and that facility will accept waste to be shipped under this contract, in accordance with 40
CFR 264.12.
D. Obtain certificate of disposal from disposal facility when hazardous waste has been treated.
E. Obtain required transportation permits.
PART 2 PRODUCTS
Not Used
PART 3 EXECUTION
3.01 CONTAINMENT SYSTEM
A. Design and construct containment system to control emissions to the environment in conformance with Federal, State, and local regulations and the following criteria:
1. Do not exceed ambient air quality standards.
2. Prevent contamination of any reservoir, watercourse, or water system.
3. Prevent contamination of sediment in any reservoir or watercourse.
4. Prevent contamination of soil.
B. Design and construct containment system for following:
1. Suitable for surface preparation method specified in Section 09 96 20 - Coatings.
2. Containment and ventilation components in accordance with SSPC 6.
C. Perform the following activities within containment system:
1. Coating removal,
2. Surface preparation,
3. Waste and debris containerization,
4. Activities which may spread contamination outside contained area.
D. Provide signs and barriers at each point of entry to containment area to prevent unauthorized personnel access.

3.02 WASTE CHARACTERIZATION, HANDLING, AND DISPOSAL
A. Characterize solid waste debris generated from removal operations, in accordance with 40 CFR 261, TCLP Method 1311 for RCRA 8 metals, 70 CFR 761 approved method for PCBs, and applicable ASTM methods for asbestos.
B. Comply with approved written Plan for Waste Characterization, Handling, and Disposal.
C. RCRA-defined Hazardous Waste:
1. Comply with 40 CFR 262 and 40 CFR 268.
2. Do not co-mix different types of hazardous and non-hazardous waste materials.
3. Store coating debris in EPA approved weatherproof, watertight steel containers.
4. Seal, label, and store in accordance with 49 CFR 178.
5. Dispose of waste at EPA permitted RCRA Subtitle C disposal facility.
D. Non-hazardous Waste:
1. Store in closed containers separate from hazardous waste storage areas.
2. Dispose waste in accordance with local, county, state, and federal regulations.
3. Comply with Section 01 74 10 - Cleaning.
E. Wastewater from Coating Removal Operations:
1. Filter water contaminated with lead-containing coating debris.
2. Dispose of wastewater in accordance with Federal, State, local regulations.
F. Transport hazardous waste materials in accordance with 40 CFR 263, 49 CFR 107, and applicable regulations contained in 49 CFR Chapter I.
G. Determine proper method of disposal for materials with PCB concentration greater than or equal to 50 ppm.
3.03 EMISSIONS MONITORING, GENERAL
A. Sampling protocol shall be in accordance with EPA, NIOSH, or OSHA sampling criteria.
B. Monitor TSP lead or heavy metal concentration levels of following:
1. Air monitoring of emissions using personal employee exposure monitors.
2. Sediment analysis for heavy metals.
3. Water sample analysis for heavy metals.
4. Review results by certified industrial hygienist for allowable compliance limits.

3.04 AIR QUALITY MONITORING BY EMPLOYEE EXPOSURE PERSONNEL
MONITORS
A. Perform employee exposure monitoring to determine exposure to lead and other heavy metals in accordance with NIOSH or OSHA analytical sampling methods.
B. Not to exceed emissions limit standards in 29 CFR 1910.1025, 29 CFR 1926.1118, 29 CFR 1926.1127, 29CFR 1926.55, and 29 CFR 1926.62.
C. At the same time that employee exposure monitoring is done, monitor airborne contaminants at boundary of regulated area.
D. If emissions exceed specified maximum allowable concentrations, stop work until the containment system is corrected to meet required standards.
3.05 WATER SAMPLE ANALYSIS FOR HEAVY METALS
A. Before beginning work, take water samples below and downstream of the structure at 90 foot intervals in a transect. Test samples to determine heavy metal content in accordance with certified laboratory's approved procedures.
B. After completion of removal work, take water samples at same locations as previous samples. Test samples to determine heavy metal content in accordance with certified laboratory's approved procedures.
C. Compare with pre-construction test results for increased contaminant levels.
3.06 REPORTABLE RELEASES
A. Notify applicable agencies and COR.
3.07 CLEARANCE TESTING
A. Non-porous surfaces:
1. Wipe samples: Take wipe samples to collect surface dust at 3 locations indicated in accordance with approved Emissions Monitoring Plan. Follow ASTM E 1728 and ASTM D6480 wipe sample collection and analysis criteria.
2. Analyze samples for total lead and other heavy metal content, and asbestos.
3. Acceptance criteria for lead and heavy metal content: Not to exceed 500 micrograms per square foot.
4. Acceptance criteria for asbestos: Less than 50,000 s/cm2. (asbestos structures per square centimeter of surface area sampled.)
B. Porous Surfaces:
1. Visual methods:
a. Visible paint chips and dust.

b. Visible abrasives.
C. Decontaminate areas and surfaces contaminated with any combination of lead and other heavy metals, asbestos, or PCBs and in accordance with approved Emissions Monitoring Plan.
