Additional questions after this pre-bid meeting are to be submitted in writing via e-mail to krisitin.d.blake@usace.army.mil by 5:00 PM Eastern Time on May 21, 2020.
All questions and answers will be made available on the beta.sam.gov announcement for this solicitation at the latter part of this month. If the plans and specifications change as a result of questions today, an amendment to the solicitation will be issued.
The written amendment will govern over any verbal answers provided during the pre-bid meeting.
Bid Submission
ALL SUBMISSIONS TO THIS BID ANNOUNCEMENT SHALL BE SUBMITTED ELECTRONICALLY THROUGH DOD SAFE. No paper copies, CD-ROMs or facsimile submissions will be accepted. Electronic Bid Submission is required through the Army’s Electronic File Sharing Service, DOD SAFE (https://safe.apps.mil). There are no user accounts for SAFE. Authentication is handled via email. All prospective bidders have access to DOD SAFE, and the application is available for use by all prospective bidders. The SAFE “Getting Started Guide” has information on how to utilize the system (https://safe.apps.mil/about.php).
Send an email to the Contracting Officer and Contract Specialist to receive the link to drop off your proposal. This will need to be completed no more than five (5) business days and no less than two (2) business days prior to the bid due date. Bidders that fail to email to request a code no less than two (2) business days prior to the bid due date accept the risk in not receiving a request code in time for upload to the DOD SAFE.
Submission shall be in Adobe PDF format.
RECEIPT OF SUBMISSIONS:
For the purposes of establishing whether a bid submission is considered timely, the government considers the date and time the submission is completely uploaded into the SAFE website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases.
Bid Opening All bids and bid amendments MUST be submitted electronically. Refer to “Instructions to Offerors” for acceptable submission format. All electronic bids must include the following:
Standard Form 1442 (signed) Bidders MUST acknowledge (sign) all amendments.
Section 00 10 00 (Bid Schedule) Section 00 45 00 (Representation and Certifications, in its entirety) to include completing requirements for FAR Clause 52.204-8 Bid Guarantee (20% or $3 Million, whichever is less – See FAR Clause 52.228-1) Bidders must comply with requirements of 52.204-7, 52.204-8, 52.232-33, and any other SAM requirements, to include completing requirements in this solicitation through SAM.
Contractor registration is available through the System for Award Management (SAM) at www.beta.sam.gov. In accordance with clause 52.204-7, you must be registered in SAM when submitting a bid.
Bid Opening
The bid opening will be conducted telephonically via the below conference call-in number. The bid opening will be held June 3, 2020 at 2:30 PM Eastern Standard Time. The conference call-in number is as follows:

Apparent Low Bidder The award will be made to the lowest bidder that bids the lowest TOTAL price of the Base Contract and ALL Options.
There are three (3) Options. Any Option, if exercised, shall be awarded no later than March 31, 2022. The Government reserves the right to award any Option in any order that it chooses (i.e. Option 3 could be awarded before Option 1).
Technical discussion
PROJECT OVERVIEW
This is a multi-year, multi-discipline project that will be phased and coordinated with the U.S. Army Corp of Engineers. The Contractor is preparing a bid to perform the entire project. Project Options will be awarded upon real estate acquisition of tracts.
CRITICAL ASPECTS
PHASING
There are strict work limits associated with each phase of the project.
PERMITS
The USACE will be obtaining the following permits:
Construction Stormwater Notice of Intent 401 State Water Quality Certification Clean Water Collection System Permit Drinking Water Distribution Approval Floodplain Construction Permit All other permits and fees will be the Contractor’s responsibility.

DEMOLITION
| • | Asbestos surveys will need to be completed for the identified Tracts. |
| • | The Contractors will need to submit demolition plans for approval. |
| • | These 2 items have early submittal requirements to stay on schedule for the Base Contract. |
TRANSPORTATION AND DRAINAGE
| • | Roadway and Storm Drain designs are to follow KYTC standards and specifications. |
| • | The MOT plan has been accepted by KYTC. |
UTILITIES
| • | City notification is required for valve operations. |
| • | Water and sewer lines will be necessary within the various phases of the project to maintain service to buildings and customers not affected by the construction. |
| • | There is a horizontal directional drilling (HDD) component to the design. |
| • | The Contractor will be required to obtain necessary permits for construction activities within the railroad right-of-way. |
| • | Coordination with non-Civil utilities including electrical power, natural gas, telephone, and cable television will be required for their relocation. The Contractor will perform trenching excavation and backfilling for the natural gas lines. |
GEOTECHNICAL
• The limits of fill within the Green Space will be strictly enforced in order to ensure proper floodplain grading.
• The borrow source of material (Mayo Hollow) was created from the excavated material from Phase I of this overall project and will contain mixtures of blasted rock and soil. Selection, handling, spreading and compaction of this material will be affected by the equipment chosen for the purpose. A properly compacted, stable fill is necessary.
• Considering the placement of the fill materials over in situ lacustrine deposits in the valley, there is anticipated settlement that will occur. Therefore, there is an instrumentation component for the project to monitor settlement.
• A vertical wick drain system is required in the area of the deeper intervals of soft clayey soils to aid in consolidation and settlement.
• There is a high strength geotextile component for the project to support the relatively steep roadway embankments over the soft in situ soils. The Contractor should be cognizant of the overlapping requirements of the various phases and protection of previous installed sections.
STRUCTURAL
• The surface of bedrock is unknown and must be verified by the Contractor. This affects both the installation of the soldier piles, as they must be embedded at least 4’-0” into bedrock, and the installation of the rock anchors, as they must be embedded a minimum distance into bedrock.
• There are two existing water lines, and one existing sewer line, which must be grout filled and abandoned prior to wall construction.
• Below grade and extending into bedrock, all soldier piles shall be encased in 3’-0” diameter reinforced concrete, as shown on the drawings.
• Some soldier piles act as cantilevers (no walers), while others have either one or two rows of walers with rock anchors as shown on the drawings.
• Rock anchors occur at waler midspan, midway between soldier piles. Rock anchors shall have double corrosion protection, as shown on the drawings.
• Lagging panels vary in thickness and reinforcement, depending on how deep below grade they are located. Note that if lagging panels are not precast in a plant, both panel thickness and reinforcement cover must be increased.
ENVIRONMENTAL
• There are two components to the restoration of Mayo Hollow at the end of the project, which consist of an upland component and wetland component.
• There are permit requirements and restrictions that the Contractor must adhere to.
• If the Contractor identifies a different approach to the demolition of the Water Street Bridge, permits may need to be modified to account for the impacts to Beaver Creek.
