About this file

This document is an amendment to a solicitation for the construction of the Town of Martin Phase II Redevelopment Site. The amendment revises the bid schedule section and specifications and drawings. Key changes include deleting the original bid schedule in its entirety and substituting a revised bid schedule. The bid will be awarded to the lowest bidder for the base contract and all options. The options will be exercised in the order listed if the government elects to award them by specified dates. The amendment also revises multiple specification sections and drawings related to site demolition, earthwork, utilities, roadwork, and other construction requirements. The Department of the Army Corps of Engineers Engineering District Huntington is the agency issuing this solicitation amendment for a firm-fixed price construction contract for the Town of Martin Phase II Redevelopment Site project.

The award will be made to the lowest bidder that bids the lowest TOTAL price of the Base Contract and ALL Options.

The lowest bidder will be determined by the total of the base, plus the total of all Options. Options are listed in the order in which the government intends to exercise; however, the government has the right to award any Option in any order as long as the Option is exercised as defined in the schedule that follows.

The Government intends to award the Base and all Options.

If the Government so elects the Options will be exercised as follows:

Option 1 – If the Government so elects, Option 1 will be awarded NLT March 31, 2021

Option 3 – If the Government so elects, Option 3 will be awarded NLT March 31, 2022.

The Government may reject a bid as non-responsive if it is materially and mathematically unbalanced as to price for any offered item or combination of offered items.
