Inquiry ID: 9649955 Per the RFP, ProjNet will close 10 days prior to the due date of 4/21, which would be 4/11. The site visit is scheduled for 4/13. ProjNet would then be closed for questions before the site visit. Can ProjNet remain open until 4/15 for questions?

Inquiry ID: 9663618 Per QC Spec Section 3.4.5 "The Contractor shall maintain the CQC staff at full strength at all times." Please clarify "full strength at all times" if to mean onsite for the entire duration of the project performance.
Government Response: 9663618 Yes, the contractor shall, at a minimum, have the CQC manager (or approved alternate) on site during all construction operations, for the entire duration of the project performance. Trade specific QC personnel are only required to be present while the applicable feature of work is ongoing.
Inquiry ID: 9663641 Per 3.4.3.d for CQC Personnel requiring an Assistant for the Civil SOW with Experience Matrix of "Graduate Civil Engineer with 2 years experience in the type of work being performed on this project or technician with 5 yrs related experience". Please confirm this is required for this project.

Inquiry ID: 9694087 Is the Contractor to assume or interpret MEP Demo/New Work Phasing requirements per the Overall Phasing Plan (G-004) phasing sequence summary notes and MEP Sheet keynotes? The MEP Sheets and keynotes do not correspond with the Architectural/Telecomm phasing plan for demo/new work. There is MEP work shown in areas not included under the overall phasing plan on G-004, i.e., "Goodwill" and "Mailroom" areas.

Government Response: 9694112 The hatched phasing area on G-004 are notional areas showing which space the contractor will be actively occupying to complete new/temporary work for that phase duration. It should be understood and anticipated that demolition and new work will overlap phases as the contractor transitions from one phase to the next. Contractor must carefully read the phasing sequence on G-004 and apply this context to the corresponding discipline sheets.
Please note that the hatched phasing legend is incorrect and that the plan view labels are correct.

This excludes the Utiity & Mailroom Areas requiring Mechanical equipment demolition of the existing boiler, pumps, EF, and AHU per Sheet MD101/MD102. There is no electrical equipment demolition noted at existing mechanical equipment scheduled for demolition on Sheets ED101/ED102. Please advise.
Government Response: 9694172 Per "MECHANICAL EQUIPMENT REMOVAL NOTE" on sheets ED101 and ED102, the Contractor is responsible for providing demolition of electrical equipment associated with mechanical equipment identified as being removed on the mechanical plans.

"The Contractor's Submission Portal (of Defense Contract Audit Agency, DCAA) is currently unavailable as DCAA makes some necessary improvements. It is estimated to be back online by the end of April.
If your submission is due, please make alternative arrangements with your cognizant Field Audit Office to submit.
DCAA apologizes for any inconvenience this may cause."
Page 4 of the solicitation states, proposal "Submittals by any other means will not be evaluated unless the PIEE system is down and another method of submittal is approved by the Contracting Officer in writing." And "In the event the PIEE Solicitation Module is down, the Offeror must notify the Contracting Officer, that the system is down and submission through the Solicitation Module is not possible, prior to the submission deadline."
In anticipation that portal will not be available to submit a response for the current due date, can we please receive alternative submission instructions?
