About this file
This amendment modifies the solicitation for the construction of an Energetic Waste Incinerator and Contaminated Waste Processor at the Radford Army Ammunition Plant in Radford, Virginia. The amendment revises the submission requirements to allow offerors to submit each example project using up to three pages rather than two. It also incorporates answers to questions received through ProjNet to provide clarifications on the project labor agreement, past performance thresholds, documentation requirements, and representations and certifications. The solicitation seeks the construction of a new centralized waste treatment facility to replace aging incinerators and reduce open burning. It will treat energetic and contaminated wastes from ammunition manufacturing in an emission-controlled thermal treatment facility compliant with permits and Army policy.

SUMMARY OF CHANGES
SECTION 00 10 00 - SOLICITATION
The following have been added by full text:
AMENDMENT 0002
The purpose of this amendment is to:
1. Revise Section 5.3.1 Submission Requirements;
2. Incorporate the ProNet inquiries and answers into the solicitation
All other terms and conditions remain unchanged
NOTICE TO OFFERORS
1. Revise Section 5.3.1 Submission Requirements:
Section 5.3.1 Submission Requirements has been changed from:
Offerors must limit each example project submission to two pages, inclusive of the Specialized Experience Form if used. Except as specifically requested, the Government will not consider any pages in excess of this limitation; only the first two pages will be evaluated. The page limit does not include any documentation submitted in accordance with paragraph 5.3.2.
TO:
Offerors must limit each example project submission to three pages, inclusive of the Specialized Experience Form if used. Except as specifically requested, the Government will not consider any pages in excess of this limitation; only the first two pages will be evaluated. The page limit does not include any documentation submitted in accordance with paragraph 5.3.2.
2. ProjNet Questions and Answers
Question 1. USACE Norfolk District previously issued a Notice of Intent dated 04/01/2020 (for sole source equipment) and a Project Labor Agreement dated 05/14/2020, which do not appear to be included in the Phase 1 solicitation package. Please advise if the sole source equipment and the PLA will be incorporated into the Phase II of the solicitation.
Question 1 Response: Project Labor agreements will not be used for this project. The Sole Source Equipment =will be incorporated in the Solicitation Package during Phase Two.
Question 2. Reference Section 00 21 00 – Instructions; paragraph 5.3.1 Relevant. The solicitation calls out a minimum cost magnitude of specialized experience/past performance of $50 million (construction cost) or greater.
Many times chemical demil and/or conventional demil projects may have a stand-alone value of $5-8 million as very similar scope as identified in the solicitation. Please advise if the specialized experience / past performance threshold may be expanded upon to have three (3) projects above $50M and two (2) projects greater than $5M. This approach
W9123620R4000 will allow for stand-alone past performance projects, smaller in nature but similar thermal treatment technologies, to be included in the response to the solicitation.
Question 2 Response: Solicitation Requirements remain unchanged.
Question 3. Reference Section 00 21 00 – Instructions; paragraph 5.3.1 and 5.3.2. The solicitation calls out Specialized Experience (page 15 of RFP) saying 'Offerors must limit each example project submission to two pages, inclusive of the Specialized Experience Form if used. Except as specifically requested, the Government will not consider any pages in excess of this limitation; only the first two pages will be evaluated. The page limit does not include any documentation submitted in accordance with paragraph 5.3.2'. The Specialized Experience Form is 3 pages without any documentation included by Offeror. Paragraph 5.3.2 identifies that we can expand beyond the two
(2) pages to cover how we demonstrate all experience aspects for a complete evaluation. Our team is unclear and suggest the following clarifications to Page Limit: (a) Please confirm the Specialized Experience Form may be 3 pages and (b) please confirm CPARS/PPQ does not have a page limit.
Question 3 Response: Para 5.3.1, page limitation for the Attachment 2, Company Specialized Experience Form, is amended via this amendment. Three pages are allowed. CPARS/PPQ records do not have a page limit.
Question 4. Reference Section 00 21 00 – Instructions; paragraph 5.3.1. Please confirm the term 'Certificates' at the end of paragraph 5.3.1 means CPARS/PPQ (Certificates = CPARS/PPQ).
Question 4 Response: Confirmed, CPARS/PPQ records are not included in the page limitation. All other documents are to be submitted in accordance with page limitations specified.
Question 5. Item B requires submittal of the applicable approval documentation from the U.S. Military Services Explosives Safety authorities and the Department of Defense Explosives Safety Board. Item D requires applicable documentation for similar DoD explosives safety criteria. Please confirm that the documentation for Items B and D should be placed in an appendix to Volume I (A) - Performance Capability.
Question 5 Response: Factor 2 Documentation for Items B and D should be placed in Volume I (A) Tab C.
Question 6. Does the Representations of 52.204-24 and 52.204-26 need to be submitted with the Phase I proposal?
Question 6 Response: Reps and Certs will be reviewed in both phases.
