About this file

This document contains an attachment to a solicitation for the construction of an Energetic Waste Incinerator and Contaminated Waste Processor (EWI/CWP) at the Radford Army Ammunition Plant in Radford, Virginia. The Army Corps of Engineers seeks to replace aging EWI facilities and relocate waste treatment and decontamination activities into a new centralized facility. The EWI/CWP will treat hazardous energetic waste streams from manufacturing processes in an emission-controlled thermal treatment facility compliant with permits and Army policy. The facility will process energetic waste classified as 1.1 explosives on-site and a minimum of 95% of wastes currently treated at open-burning grounds. Major systems of the new facility include a grinder for nitrocellulose waste, a contaminated waste feed system, two rotary kiln incinerators with air pollution controls, a contained burn chamber, and a decontamination oven. Offerors must complete an attachment providing information on small business participation, including the percentage of work to be performed by large businesses, small businesses, and subcategories of small businesses. Details on commitments to small business subcontractors are also required.

(f) Describe the extent of commitment to use small businesses (enforceable commitments will be considered more favorably than non-enforceable ones). Describe what types of commitments if any are in place for this specific acquisition either – small business prime, written contract, verbal, enforceable, non-enforceable, joint ventures, mentor-protégé, teaming agreements, partnership letters of commitment(s), etc.). Provide documentation regarding commitments to small business for this effort.
