# Question Amendment Response

Can you clarify the format for the draft SB plan we are to include with section H? Can this be a narrative with a chart of our subcontractors and the estimates for each to show how we can meet your subcontracting goals or does the Small Business Plan form that is referenced that we would need to submit if we are selected for award need to be used and inserted into H?

Template provided, see Attachment B.

Additionally, FAR 19.704, Subcontracting plan requirements, provides all elements that must be present in the Subcontracting plan.

Cost Estimator – if the estimator is a registered Professional Engineer but their degree is not in engineering or architecture, will they still qualify?

Page 8 of 16, Selection criteria, a, Specialized Experience, (1) - The last sentence states, in part "Include examples for both design-bid-build (D-B-B), and design-build (D-B) RFP development, Military ...." Please clarify that the intent of the "D-B-B" is the project was designed to a level of 100% signed and sealed construction documents by the DOR. Please clarify that a project that was also designed to a level of 100% signed and sealed construction documents by the DOR, but acquired through a through a D-B methodology and the DOR was part of the D-B team also meets this criteria.

Please clarify that "D-B RFP development" refers to projects that the technical requirements are NOT developed to 100% and the RFP is at a level of completeness that it is subsequently acquired through a D-B methodology for a different DOR to complete as part of a D-B team.

Concur, looking for project examples where the AE team developed the Request for Proposal documents for a Design Build (D-B) Project.

Will the Government consider amending the minimum requirements for the Cost Engineer? As Stated it requires "a degree in Engineering or Architecture with at least 10 years Cost Estimating experience", and experience with MII. We request this be amended to add the sentence: "In lieu of the stated degree requirement, a certificate/registration may be issued by a Professional Cost Estimating organization, such as: AACE, ICEC, PCEA, ASPE, or equivalent".

Please clarify the requirement for selection criteria a (5) regarding the “latest in Cyber security UFC 4-010-06”. Does this refer to the UFC 4-010- 06 as published 9/16/2016 or the UFC 4-010-06 with Change 1 published 1/18/2017?

AMENDMENT 3: CONTRACTOR QUESTIONS & RESPONSES

Within the Specialized Experience and Technical Competences (SF330, Part I, Section F) submission requirements section of the solicitation, it states that project examples may include “Civil Works horizontal construction projects”. Can you please provide a clarification on whether or not a predominately civil engineering-lead design that includes airport taxi-ways, aprons, etc. is classified as a “Civil Works horizontal construction project” or does a project that fits into this category have to be funded under a Civil Works program?

The Government is looking for horizonal as well as vertical construction examples. Projects may be funded by Civil Works, Military or other types of funding.

Solicitation page 10, Criterion a, submission requirements note that, “a single task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project.” Please confirm that Offerors may, when the project phases were broken out into individual task orders, combine two or more inter-related (e.g. 35%, 100% design) task orders that were for a single project or project site. Yes, this is acceptable.

Amendment 1 states, “org chart is acceptable to be submitted as 11x17.”

Please confirm the 11x17 size page can be counted as a one page.

Solicitation page 13, Criterion d. Past Performance Submission Requirements states, “Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis.” Please clarify if the PPQ attachment will be posted.
