# Question Government Response

Q1) Ref. Criterion d. PAST PERFORMANCE – The instructions require that we submit CPARS/PPQ evaluations for each of the projects listed under Criterion (a). Please confirm that the CPARS/PPQ evaluation forms are not included in the page limitation (70 pages) for Part 1. (Each CPARS/PPQ is typically about 4 pages, so 12 projects x 4 pages/rating = 48 pages.) Please confirm that it will be acceptable to provide the CPARS/PPQs as an Appendix to Part 1.

The 70 page limitation applies only to the SF 330 Part I, CPARS/PPQ are not included in this page limitation.

Per synopsis, do not submit a PPQ when a completed CPARS is available. CPARS/PPQs may be provided as an appendix of the SF 330 Part I.

Q2) Ref. Criterion h. COMMITMENT TO SMALL BUSINESS – The instructions require that we submit three most recent Individual Subcontracting Reports (ISRs). Please confirm that the ISRs are not included in the page limitation (70 pages) for Part 1. Please confirm that it will be acceptable to provide the ISRs as an Appendix to Part 1.

The 70 page limitation applies only to the SF 330 Part I, ISRs are not included in this page limitation. ISRs may be provided as an appendix of the SF 330 Part I.

Q3) Ref. Criterion h. COMMITMENT TO SMALL BUSINESS – The instructions require that we submit a draft Small Business Subcontracting Plan. Please confirm that it is acceptable for us to provide a brief narrative describing our commitment to small businesses and a table showing the anticipated subcontractor participation levels and our proposed small business subcontracting goals, in lieu of a detailed, formal subcontracting plan in full compliance with FAR 19.7 and DFAR 219.7(typically about 10 pages long). If the detailed, formal subcontracting plan is required, please confirm that the plan is not included in the page limitation for Part 1. Also, please confirm that the plan can be included as an Appendix to Part 1.

Per synopsis, "large businesses shall submit a draft Small Business Subcontracting Plan…" This submission requirement is part of the SF 330 Part I submission and counts towards the 70 page limitation. No, this may not be appended to the SF 330 Part I.

Q4) Ref. Criterion a. SPECIALIZED EXPERIENCE – Please confirm that a “completed” project means the project design (or D/B RFP) is 100% complete, and that construction can be at any stage of completion.

Yes, correct. Completed project means that the design effort has been completed and accepted by the project owner

Q5) Ref. Criterion a. SPECIALIZED EXPERIENCE, subparagraph (1) – The instructions require that we submit examples of various project types that include “Civil Works horizontal construction projects”. We normally see Civil Works projects being executed under IDIQ contracts that are specifically focused on Civil Works. Please clarify the type(s) and/or scope(s) of Civil Works projects that are anticipated to be awarded under this IDIQ contract.

No specific projects or tasks are identified at this time. Civil works projects that require AE Services and/or Construction Phase Support Services as stated in the synopsis.

Factor D Past Performance - can we submit CPARS ratings for the corresponding item F projects as an appendix to the SF330? Please confirm if the CPARS are excluded from the SF330 Part I 70 page count limit?

Correct, in accordance with synopsis requirements, interested firms shall SUBMIT A COMPLETED CPARS

Section D Org Chart - can the SF330 Section D organization chart be submitted as an 11x17?

Yes, org chart is acceptable to be submitted as 11X

Does the 11pt font requirement apply to the section D organization chart and all other graphics and tables?

Organization chart and other graphics and tables shall adhere to the 11 pt font requirement as listed in the notice.

Could you please clarify what constitutes a project completion date for this solicitation? Is it project design completion, or project construction completion?

Design completion constitutes a completed design effort that includes ready to advertise documents that have been accepted by the Government.

Can you please confirm if there is a closing date for questions concerning this solicitation?

Under General Submission Requirements, the solicitation states that the SF 330 Part I shall not exceed 70 pages (8.5x11). Can you please confirm if covers and section dividers are excluded from the overall 70-page count?

Under A. Specialized Experience and Technical Competence (SF 330 Part I, Section F), it states that projects shall be completed projects. With this being a design contract, can you please confirm that completion refers to a project being design complete.

Design completion constitutes a completed design effort that includes ready to advertise documents that have been accepted by the Government.
