W91236-20-R-2000 INDEFINITE DELIVERY/INDEFINITE QUANTITY MULTIPLE AWARD
CONTRACT FOR MULTIDISCIPLINE ARCHITECT-ENGINEER SERVICES IN SUPPORT OF
CONSTRUCTION PROJECTS LOCATED PRIMARILY IN THE NORFOLK DISTRICT AREA
OF RESPONSIBILITY (AOR), BUT ALSO NORTH ATLANTIC DIVISION AOR.
ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD
FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE
IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD.
BACKGROUND. Multidiscipline Design and/or other Engineering Services are being procured in accordance with the Selection of Architects and Engineers Statute (PL 92-582, formerly known as Brooks A-E Act), 40 USC Chapter 1101 et seq., as implemented by FAR Part 36.6, as required for design support primarily for projects within or assigned predominantly to the Norfolk District’s Area of Responsibility, U.S. Army Corps of Engineers (USACE), but also could be used within North Atlantic Division AOR. Contract capacity may be shared with other Department of Defense Agencies or USACE Districts upon approval by the Contracting Officer and acceptance by the Contractor. This multiple award contract (MAC) will support Norfolk District and all its programs.
This procurement will result in a pool of approximately six (6) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for multi-discipline Architect-Engineer (A/E) services. The IDIQ contract term for each awarded contract will be for a base ordering period of five (5) years. The total combined fee that may be shared among the pool of awarded contracts for the contract term shall not exceed $240,000,000. The guaranteed minimum for each contractor for the contract term is $5,000. Firm-fixed price task orders will be announced and competed based on technical qualifications among the awarded contract holders. There will be no dollar limit per task order and no dollar limit per year. Estimated start date is April 2021.
This proposed contract is being solicited on an UNRESTRICTED basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services. The size standard is $16.5M. The Government seeks the most highly qualified firms for this contract to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria as specified in this notice. This MAC IDIQ will replace the four multidiscipline single-award IDIQ contracts, which were procured through a full and open competition awarded to 1) WSP (large business) on 17 April 2017; 2) Waller, Todd, and Sadler, Architects (Small Business) on 17 April 2017; 3) Stantec Consulting Services (Large Business) in 17 April 2017, 4) Woolpert-RS&H, LLC (Large Businessr) on 17 April 2017.
Only firms considered most highly qualified will be awarded a contract. Prior to award, the Government will negotiate the labor rates to be included in the contract. Work under this contract will be subject to satisfactory negotiation of individual task orders. Each task order issued shall be firm-fixed price (as negotiated). Funding shall be cited on individual task orders.
Selection of A/E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services.
SIZE STANDARD. The North American Industrial Classification Code (NAICS) for this procurement is 541330. This announcement is open to all businesses regardless of size. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan for that part of work it intends to

subcontract. All small businesses proposing on this upcoming MAC (either as primes or subconsultant) shall be registered in accordance with FAR 52.219-8.
CONTRACT INFORMATION. No specific projects or tasks are identified at this time and therefore funds are not presently available for tasks under the contract beyond obligation of the minimum guarantee required. As projects are received for execution, use of the contracts awarded under this announcement will be considered if A-E Services are to be utilized.
Scope of this MAC IDIQ will encompass architectural and engineering services for a broad variety of projects that could include but are not limited to minor and major repair, modification, rehabilitation, maintenance, alternatives, new construction and commissioning of existing facilities. The type of work performed will be for secure and non-secure sites and will include:
planning, programming, feasibility studies, geotechnical investigations, permitting, charrettes, master planning, Value Engineering, engineering studies, design services, estimating, surveying, site/field investigation, CADD/BIM drawing and document preparation and review, design review, operability and maintenance review of designs, construction management services, commissioning, studies, and reports. These services will include (but are not limited
to) such areas as facility maintenance, repair, remodeling, renovation, or demolition;
infrastructure; interior fit-up; new construction; physical security and counter terrorism (including weapons of mass destruction) force protection; fire protection; and communications for military and other non-military government agencies. Task orders issued against the MAC IDIQ contracts will be firm fixed priced. All work must be performed by or under the direct supervision of licensed professional Architects or Registered Engineers. The work required extends beyond a single project effort, in that it involves the planning, design, scheduling, management, coordinating, investigating, and CADD support for a fluctuating flow of simultaneous, though unrelated, delivery orders. Therefore, the Contractor will be required to respond rapidly to Government requirements with outstanding professionalism, top quality craftsmanship, quality control, and coordination of the various disciplines without compromising professional standards, current mission requirements, and end user readiness. It is imperative that the Contractor provides a flexible and multi-disciplined work force of the highest quality. A/E services for Military Construction or military family housing projects up to $1 million that meet the criteria for small business set-aside in accordance with Title 10 U.S. Code Section 2855 will be excluded from the scope of the MAC IDIQ contracts.
All delivery orders will define the work in as much detail as possible and shall indicate whether classified or unclassified workers must be used for each delivery order. This work definition will vary from minimal narrative descriptions to detailed concept information, depending on government requirements and the information available. The jobs included will require a variety of professional management, architectural, engineering, and consultant skills. When delivery orders are issued, the contractor shall become the “Engineer of Record” and shall be required to have a professional engineer.
The type of primary services expected to be performed under this contract include but are not limited to:
a. DRAWINGS: All drawings produced for this contract shall be in compliance with the Architectural, Engineering, and Construction (A/E/C) CADD standards as issued by the CADD/BIM Technology Center https://cadbim.usace.army.mil . The Government will only accept the final products, without conversion or reformatting, in the Autodesk suite of software (AutoCAD or Revit). Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a faster format compatible with AutoCAD electronic http://tsc.wes.army.mil/products/standards/AEC/intro.asp) digital format. GIS information shall adhere to the Tri-Service Spatial Data Standards.
b. SPECIFICATIONS: The basic contract specifications will be the Unified Facilities Guide Specifications. Other specifications and criteria (including industry standards) may be required by the government based on the location of the project and ownership of the facility.
Substitutions may be considered on a case by case basis, but only if approved by the Government.
c. ESTIMATING REQUIREMENTS: Cost estimates shall be prepared using MII software in work breakdown structure (WBS), narrative documentation utilizing Microsoft Office Word.
d. All services shall be performed in accordance with Norfolk District Design Guide, as well as, all applicable codes and criteria required for Government work. Facilities shall be fully accessible to meet the requirements of Americans with Disabilities Act Accessibility Guidelines ADAAG and all applicable laws, codes and regulations pertinent to accessibility. All work shall be performed in accordance with Federal Acquisition Regulation (FAR) (https://www.acquisition.gov/FAR/). Designs will be prepared using US Standard English units of measure. ProjNet (DrChecks) (https://www.projnet.org) will be used for comment resolution of all design review submittals.
e. DESIGN SERVICES: shall include but not be limited to:
(1) Permits: The A-E shall identify all necessary permits, licenses and approvals needed from all local, State, and Federal authorities required during the design. Permits which are the responsibility of the A-E shall be obtained during the design stage, (e.g. permits associated with storm water management, erosion and sediment control, and the National Pollutant Elimination Discharge Permit). Those permits, which are the responsibility of the construction contractor, should be identified in Section 1, Job Conditions, of the contract specifications. Should it become necessary in the performance of the work and services for the A-E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the Government shall secure the consent of the owner, his representative, or agent, prior to the A-E’s effecting entry on such property. The A-E shall coordinate all rights-of-entry through the project manager.
(2) A-E services: The A-E under each task order shall perform all work required accomplishing the intent of such task order, and unless otherwise specifically provided therein, shall perform the required services, which may include the following:
(a) Studies: Consisting of investigations, survey of existing conditions, identification of hazardous material requiring removal and/or abatement, drawings, and sketches and cost estimates.
(b) Reports: Consisting of discussions of the study and investigations, description of all plans and schemes considered for obtaining the desired end result of the study. All drawings and sketches are required to present and illustrate the details and results of the study. Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes and results conclusions, and any recommendations must be included.
(c) Preparation of project programming documents such as DD Forms 1391 and 1354 and accompanying documents.

(d) Concept designs and site plans.
(f) Basis-of-Design.

(i) Preliminary designs.

(p) Quantity Surveys and Cost Estimates.
(q) Engineering support during the Construction Solicitation and Construction Period.
(r) Record Drawings.
(s) Final Cost Estimates.
(t) Construction schedules.
(u) Survey and Inspect structures, utilities, mechanical and electrical systems, pavements, and impoundment structures, and develop reports detailing recommended maintenance or repairs; and perform detailed land surveys, geotechnical investigations and topographic surveys as required in support of assigned work.
(v) Site investigations, planning, master planning, programming, surveys, geotechnical investigations, permitting, NEPA documentation, charrettes, preparation of reports, studies, design criteria, design build requests for proposal, designs, and other general A-E services for multi-disciplined new construction projects, alterations, renovations, maintenance and repair, tenant fit-up and operations for military and other non-military government agencies.
CONSTRUCTION PHASE SUPPORT SERVICES shall include but not be limited to:
a. The A-E shall review shop drawings as required and within a specified number of calendar days after receipt. This requires checking and approving all shop drawings in connection with the construction work, to assure that they conform with the drawings and specifications, manually approving those drawings which are satisfactory, and furnishing exceptions in writing as to those drawings which are disapproved. The A-E shall analyze and verify the adequacy of any detail not completely shown on the contract drawings. All shop drawings shall be checked and returned within (to be negotiated with each task order) calendar days after day of receipt.
Only qualified personnel who are thoroughly familiar with all phases of the project shall perform shop drawings reviewed.
b. An approved representative of the A-E shall make site visits during the construction period.
When a site visit is required in writing by the Contracting Officer or his duly authorized representative, such visit will be made. Directly after each site visit is made, a site visit report shall be made in writing describing the results of the visit, and shall be forwarded to the Contracting Officer. Such visits shall not exceed the number specified in each task order. A separate site visit will be authorized:
(1) For each representative of the A-E required at the site.
(2) For each day on which such representative of the A-E is required to be present at the site.
c. Review proposed design changes, modifications, and value-engineering proposals submitted during the construction phase of the project for compliance with appropriate engineering and construction standards and adequacy of design.
d. Review construction cost estimates for any project.
e. Provide bidability, operability, maintainability, environmental, and constructability reviews of any project.
f. Provide complete on site Construction Management Services for any project to include quality assurance, construction inspection and testing, and daily progress documentation.
g. Provide change order / modification analysis as required for any project.
h. Provide specialized environmental science and other technical consulting services, as required.
i. Provide civil, structural, electrical, security, communications, and mechanical (including elevator) testing and inspection.
j. Provide cost estimates for use as Independent Government Cost Estimates for any project.
k. Construction phase and other services including, but not limited to preparation of operation and maintenance manuals, technical assistance, responses to Requests of Information (RFI), on-site representation and commissioning/start-up/fit-up design work.
l. Review construction schedules for logic and reasonableness for any project.
SELECTION INTERVIEW:
Interviews will be scheduled with firms identified as the most highly qualified and most competitive for award as determined by the contracting officer. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.
All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site: https://www.sam.gov.
In accordance with the FAR 36.601-4(b) the A/E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (i.e., state registration number, or a brief explanation of the firm’s licensing in states that do not register firms, etc.). Failure to submit the required proof could result in a firm’s elimination from consideration.
FIRMS WHO ARE OFFERING AS A JOINT VENTURE SHOULD INCLUDE WITH THEIR
SUBMISSION A COPY OF THE JOINT VENTURE AGREEMENT. FAILURE TO INCLUDE THE
JOINT VENTURE AGREEMENT WILL RESULT IN THE FIRM’S ELIMINATION FROM
FURTHER EVALUATION.
The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.
ISSUANCE OF TASK ORDERS:
Task orders will be issued against the MAC IDIQs based on qualifications-based selection procedures. Holders of MAC IDIQ contracts will be provided a notice of task order requirements (TORN) and afforded an opportunity to respond with requisite submissions tailored to the anticipated task order. The Government will evaluate the submissions and/or the SF330s currently on file, as necessary, to determine the most highly qualified firm to perform the task order. (Holders of MAC IDIQ are encouraged to maintain current SF330s on file with the District.) A/E firms responding to this announcement should expect a much more expedited and abbreviated process for task order selection than for the process for selection of firms to be awarded a MAC IDIQ, with the content of submissions as limited as a short narrative addressing the design requirements and response durations for submissions as short as a one business day. The degree of complexity of the submissions and time to respond will depend on the complexity of the work anticipated in the task order.
SMALL BUSINESS SUBCONTRACTING PLAN:
With the exception of firms classified as small business concerns, any A/E firm receiving a MAC IDIQ contract must submit an acceptable subcontracting plan. If an A/E firm fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, then the offeror will be ineligible for award. Each subcontracting plan, at a minimum, must include separate percentage goals for using small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns and Historically Black College/Universities and Minority Institutions. Subcontracting plans also include assurances that the A/E firm will submit periodic reports so the contracting officer can determine the extent of compliance with the subcontracting plan, as well as submit a required.
A/E firms awarded MAC IDIQ contracts will be required to submit Individual Subcontracting Reports (ISRs) and Summary Subcontracting Report (SSR) which is due bi-annually on 30 April and 30 October.

ORGANIZATIONAL CONFLICT OF INTEREST: This statement provides examples of certain organizational conflicts of interest which are proscribed by Federal Acquisition Regulation Subpart 9.5. The purpose of this statement is to prevent the existence of conflicting roles that might bias a contractor's judgment and to prevent an unfair competitive advantage. The following subsections prescribe a non-exhaustive list of limitations on contracting as the means of avoiding, neutralizing or mitigating organizational conflicts of interest.
a. If, under this announcement, the contractor will provide systems engineering and technical direction for a system, but does not have overall contractual responsibility for its development, integration, assembly, checkout or production, the contractor shall not be awarded a subsequent contract to supply the system or any of its major components, or to act as consultant to a supplier of any system, subsystem, or major component utilized for or in connection with any item or other matter that is (directly or indirectly) the subject of the systems engineering and technical direction. The term of this prohibition shall endure for the entire period of this contract and for two (2) years thereafter.
b. If, under this announcement, the contractor will prepare and furnish complete specifications covering non- developmental items, to be used in a competitive acquisition, the contractor shall not be permitted to furnish these items, either as a prime or subcontractor. The term of this prohibition shall endure for the entire period of this contract performance and for either two (2) years thereafter or the duration of the initial production contract whichever is longer. This rule shall not apply to contractors who furnish specifications or data at Government request or to situations in which contractors act as Government representatives to help Government agencies prepare, refine or coordinate specifications, provided this assistance is supervised and controlled by Government representatives.
c. If, under this announcement, the contractor will prepare or assist in preparing a work statement to be used in competitively acquiring a system or services, the contractor shall not supply the system, its major components, or the service unless the contractor is the sole source, the contractor has participated in the development and design work, or more than one contractor has been involved in preparing the work statement. The term of this prohibition shall endure for two (2) years.
d. If, under this announcement, the contractor will provide technical evaluation of products or advisory and assistance services, the contractor shall not provide such services if the services relate to the contractor's own or a competitor's products or services unless proper safeguards are established to ensure objectivity.
e. If, under this announcement, any personnel of the prime firm or any subcontractor at any tier previously served with the procuring agency in a capacity that provided access to non-public, competitively useful information relevant to the requirements giving rise to this procurement activity, the prime contractor or subcontractor shall avoid deriving an unfair competitive advantage, or the appearance of an unfair competitive advantage, by precluding the use of such non-public, competitively useful information in the preparation of any document responsive to any request of the procuring agency pursuant to this procurement activity.
SELECTION CRITERIA FOR MAC IDIQ CONTRACTS: Firms responding to this announcement notice will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the announced selection criteria listed in descending order of importance below. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are listed below. Criteria a thru f are considered primary. Criteria g and h are secondary and will only be used as tie-breakers among firms that substantially equal technically.

a. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (SF330, Part I, Section F):
All enumerated items below will be weighted equally by the Government when evaluating Specialized Experience and Technical Competence.
(1) Demonstrate recent (within the past 7 years) experience in the design of facilities and infrastructure, paying particular attention to the technical areas of architecture, utility systems, landscaping, interior design, value engineering, environmental issues and energy conservation strategies and sustainability focus, and historical preservation. Include examples for both design-bid-build (D-B-B), and design-build (D-B) RFP development, Military constructions at federal installations, Civil Works horizontal construction projects as well as Sustainment, Restoration, and Modernization (SRM) type projects.
(2) Demonstrate recent (within the last 7 years) experience by the prime firm or its subcontractors which illustrate consideration of life cycle cost analysis in determining systems to be used as a basis of design and included for construction. Demonstrate this experience by submitting a minimum of 3 project examples.
(3) Demonstrate recent (within the past 7 years) knowledge of high performance sustainable building design and development (SDD) practices including experience by the prime firm and its subcontractors with regard to implementation of federal mandates (including, but not limited to, EPAct 2005, EISA 2007, E.O. 13423, E.O. 13514, UFC 1-200-02) including certification procedures and energy modeling analysis. Demonstrate this experience by submitting a minimum of 3 project examples.
(4) Demonstrate the ability to use government furnished programs such as Specsintact (specifications) and MCACES/ MII (cost estimate) by submitting a minimum of 6 project examples utilizing these programs. Design Team members responsible for construction cost estimating at a minimum, must demonstrate prior experience in use of M-CACES/MII software.
(5) Demonstrate recent experience with designing buildings meeting the latest in Cyber security UFC 4-010-06 Cyber Security of Facility–Related Control Systems with a minimum of two project examples. Extra consideration will be given to project examples that exceed the minimum of two.
Submission requirement: Provide a maximum of twelve (12) projects completed within the seven
(7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed offeror in the areas outlined above, older projects will not be considered.
Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted. Projects that are more relevant to the type of projects or programs assigned to the Norfolk District will be rated more favorably. The Current Norfolk program can be located here:

Geographic location of project does not make it relevant. Project examples should include both New Construction and Renovation experience. Project examples may include Civil Works projects and well as MILCON and SRM.
All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member (offeror) proposed to manage and perform work under this contract. Projects performed by subcontractors may be submitted to demonstrate applicable experience and competence, provided that the nature and extent of all contractor team arrangements are identified and disclosed. Contractors should describe the nature and extent of prior teaming experience with the proposed subcontractors. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part I, Section F, block 25, “Firm Name.” Include a contract number or project identification number in block 21.
Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. If the contractor served as a subcontractor on a project, indicate the value of the work that firm provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the firm/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. Likewise, if the firm/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the firm/team member proposed for this contract and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.

however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed twelve (12) projects in total. Firms failing to provide at least one project from each joint venture partner will be considered to have not met the requirements of the criterion.
Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects.
Projects not completed will be excluded from evaluation consideration. For submittal purposes, a single task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being excluded from evaluation or considered less qualified.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion a.
b. PROFESSIONAL QUALIFICATIONS (SF330, Part I, Section E & G): Indefinite delivery contracts will require each Contractor to provide necessary professional staff (either in-house or through a subconsultant) to execute the scope defined herein. As a minimum, the contractor shall propose the specific individuals that comprise its professional staff enumerated below, inclusive of the key personnel. To the extent a contractor proposes additional staffing or disciplines, it shall explain why this will confer a benefit to the Government to receive additional consideration. Required professional staff cannot fulfill more than one (1) role on the contract delivery team (i.e., a separate employee must be provided for each stated requirement above to meet the number required). Submitting firms must describe the education, training, registration, overall and relevant experience, and longevity with the firm of key personnel. The Government will evaluate the nature and extent of the qualification of individuals proposed.
Resumes must be provided for each of the key personnel, including subcontractors professional staff if applicable, listed below. Repeat the resume page as required in order to provide information on all key personnel referenced. Resumes are NOT required for the non-key personnel however they should be listed in the organizational chart. Firms must also provide an organizational chart showing the inter-relationship of various team members including the professional staff of subcontractors. Professional qualifications of proposed subcontractors or its professional staff may be submitted to demonstrate applicable qualifications provided that the nature and extent of all contractor team arrangements and all applicable written letters of commitments of the subcontractor are identified and disclosed.
Submission Requirements. Provide resumes for all proposed key personnel that illustrate the work proposed under this contract. Resumes are limited to one page each and should indicate:
professional registration, certification, licensure and/or accreditation in a particular discipline;
cite recent (within past seven (7) years) project-specific experience in work relevant to the services required under this contract and indicate the proposed role in this contract.
Indicate participation of key personnel in example projects in the SF330, Part I, Section G.
Differentiate between planning and design experience. Key personnel participation will be considered more favorable.
The team should include the following however only the Key personnel need to submit resumes.
(1) One (1) certified soil boring and testing firm. Higher Consideration will be given to laboratories that have a nationally recognized certification, and include a summary statement of firms that intend to obtain or maintain Corps of Engineers Research and Development Center (ERDC) Certification (see http://www.erdc.usace.army.mil/Media/Fact-Sheets/Fact-Sheet- Article-View/Article/476661/materials-testing-center/)
(2) One (1) Certified Environmental Testing Lab. Higher consideration will be given to Laboratories that have (1) National Environmental Laboratory Accreditation Program (NELAP),
(2) DoD Environmental Laboratory Accreditation Program (DoD ELAP), and (3) Virginia Environmental Laboratory Accreditation Program (VELAP).
(3) Registered Environmental Engineer, w/ Hazardous, Toxic, Radioactive Waste (HTRW) experience
(4) One (1) Registered Surveyor as well as survey crew personnel.
(5) One (1) Certified Value Specialist (CVS).
(6) One (1) Project Scheduler
Provide resumes for the key personnel as follows. Unless otherwise indicated more specifically below, the terms “licensed” or “registered” shall designate that the individual proposed has fulfilled education and experience requirements and passed applicable examinations applicable to the discipline in question that, under laws of registration or licensure of for any jurisdiction, permits them to offer architecture or engineering services directly to the public:
(1) two (2) Licensed Architects.
(2) one (1) Licensed Landscape Architect. Higher consideration will be given to individuals with Cemetery experience.
(3) One (1) Certified Interior Designer, Qualified means have a minimum of four years’ experience dedicated to interior design, and the following: (a) a degree in Interior Design or Interior Architecture from an accredited university, (b) have passed the National Certification of Interior Design Qualification (NCIDQ).
(4) two (2) Registered Electrical Engineers.
(5) two (2) Registered Mechanical Engineers.
(6) one (1) Registered Civil Engineer. Higher consideration will be given to individuals demonstrating DEQ experience within the NAO AOR watersheds
(7) one (1) Registered Geo-Tech Engineer specializing in geo-technical analysis and reporting. Higher consideration will be given to individuals that demonstrate experience will geological features similar to what is found within the NAO AOR.
(8) two (2) Registered Structural Engineers.
(9) One (1) Registered Communication Engineer, Qualified means Registered Communications Distribution Designer (RCDD) accredited by Building Industry Consulting Service International (BICSI) and have a current active RCDD registration.
(10) One (1) Registered Fire Protection Engineer, Qualified means a registered professional engineer of any discipline, has a minimum of five years’ experience dedicated to fire protection engineering, and ONE of the following: (a) a degree in Fire Protection Engineering from an accredited university OR (b) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination.
(11) One (1) Qualified Cost Estimator. Qualified means a degree in Engineering or Architecture with at least 10 years Cost Estimating experience. Design Team members responsible for construction cost estimating must demonstrate prior experience in use of MII software.
b. PROGRAM MANAGEMENT AND CAPACITY (SF330, Part I, Section H): Firms will be evaluated on the firm’s ability to plan for and manage work under contract, as well as capacity to accomplish the work in the required time. Firms will also be evaluated on their ability to complete multiple taskings/projects simultaneously.
Submission requirements: Firms shall provide a narrative that describes the contractor’s management approach to maintaining schedule milestones while preserving quality, coordinating disciplines and team members effectively, and leveraging professional staff to meet surges in workload. The narrative should specifically explain how the individuals identified in the Professional Qualifications criterion will execute work issued under the MAC in light of current and projected workload. In addition, the narrative should specifically address how the contractor will provide qualified backup staffing to ensure quality and continuity of services. The narrative should specifically demonstrate how the contractor would manage multiple task orders concurrently that are commensurate in value with the intended ordering capacity of the MATOC The contractor should also provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. The narrative should discuss the history of working relationships with team members, including joint venture partners where applicable, and how it intends to leverage those relationships.
General statements of availability/capacity may be considered less favorably.
d. PAST PERFORMANCE (SF330, Part I, Section H): Firms will be evaluated in terms of work quality, compliance to schedules, and cost controls with emphasis on projects submitted under factor (a) as determined from CPARS and other sources. Firms will be evaluated based on past performance assessments (see submission requirements below); the Government may also utilize other information obtained via customer inquiries, information in Government databases, and other information available to the Government including contact with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion a may be given greater weight.
Submission Requirements:
SUBMIT A COMPLETED CPARS EVALUATION FOR EACH EXAMPLE PROJECT LISTED
UNDER CRITERION (a). IF A COMPLETED CPARS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (a)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion a, Specialized Experience. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS
AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs must be submitted with your SF-330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms must complete and submit with their responses the first page of the PPQ (Attachment (a)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Norfolk District, USACE Attn: Bryan Butler via email at bryan.j.butler@usace.army.mil, prior to the response date. Firms must not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion (a) Specialized Experience. Firms are strongly encouraged to address any adverse past performance issues. Information must not exceed two double-sided pages (or four single-sided pages) in total.
In addition to CPARS/PPQ reports, the A/E shall provide the following:
(1) Firms must provide a chart which demonstrates construction cost estimated vs. actual award costs. Higher consideration will be given to firms that include data from their example projects.
(2) Firms must also provide a chart that demonstrates actual schedule performance vs.
established milestones. If experience or qualifications of subcontractors are submitted pursuant to Criterion A, the past performance of all proposed subcontractors will be evaluated.
(3) Demonstrate how the prime and its subconsultants kept their projects within the Construction Cost limitations, and if the Project went over budget during the design progression how the AE bring it back within budget.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
e. QUALITY CONTROL PROGRAM (SF-330, Part I, Section H): Firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications prepared by the firm or by its subcontractors on a behalf of the firm.
Submission Requirements: Describe and define the firm's program/processes for quality control and list, by name and position, all key personnel responsible. The description must:
1. Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F, or how the plan will work if it has not been previously used.
2. Provide a quality control process chart showing interrelationships of the management and team components.
3. Describe specific quality control processes and procedures proposed for this contract, specifically, for the technical accuracy of and assurance of overall coordination of plans and specifications, and engineering and design services.
4. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities and authorities assigned to the individual(s).
5. Describe how the firm’s quality control program extends to management of subcontractors.
f. KNOWLEDGE OF LOCALITY(SF-330, PART I, SECTION H): Firms must provide a narrative demonstrating familiarity and knowledge of codes, laws, permits, construction materials and methods, and site characteristics within the contract area. As indicated above, the contract area is primarily focused within the Norfolk District, U.S. Army Corps of Engineers.
Submission Requirements: Information presented shall demonstrate familiarity and knowledge with specific experience as applicable.
g. VOLUME OF WORK (SF-330, Part I, Section H): Firms will be evaluated in accordance with DOD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DOD within the past twelve (12) months with the objective of effecting an equitable distribution of contracts among qualified A/E firms including small, disadvantaged business firms, and firms that have not had prior DOD A/E contracts.
Submission Requirements:
Firms do not submit data for this factor. The Government will obtain information as described above. For joint venture (JV) submissions, the Government will obtain the data for each JV partner.
h. COMMITTMENT TO SMALL BUSINESS (SF330, Part I, Section H):
Firms will be evaluated in terms of their extent to identify and commit to Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZoneSB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and if applicable, Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) in performance of this contract, whether as a joint venture, teaming arrangement, or subcontractor.
The Government will evaluate proposals based on: (A) Past performance in utilization of small business concerns, and (B) Participation of small business concerns for this requirement.
Submission requirements:
In support of (A), all firms shall provide historical data on utilization of SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB and HBCU/MI. Large Businesses shall submit three “final” or “most recent” Individual Subcontracting Reports (ISRs) for similar contracts of relative size which show compliance with utilizing the various types of small business firms noted above. If ISRs are not FINAL or MOST RECENT they will not be considered. If subcontracting goals were not met, provide an explanation. If Individual Subcontracting Reports were not applicable to the similar contracts noted, large businesses shall submit other documentation which shows their utilization of the various types of small business firms for the contracts. Small Businesses shall also submit documentation which shows their utilization of the various types of small business firms for similar contracts of relative size.
In support of (B), large businesses shall submit a draft Small Business Subcontracting Plan, in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program established for this acquisition.
If a large business firm is selected for award, a Small Business Subcontracting Plan, in accordance with FAR 19.7 and DFAR 219.7, will be required and incorporated into the contract award. A draft Small Business Subcontracting Plan is not required from small businesses;
however, small businesses shall submit similar information on the extent to which they identify and commit to subcontracting to large business (LB), SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB, and HBCU/MI if applicable in the performance of this contract.
GENERAL SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one electronic copy searchable in PDF of the entire submittal to the email address below at the time and date specified. ELECTRONIC DOCUMENTS shall be submitted via readable PDF. The SF 330 Part I shall not exceed 70 pages (8.5" x 11"). Each side of a sheet of paper is a page. Use no smaller than 11 point Times New Roman or larger.
Include the firm's DUNS number in SF 330, Part I, Section H. Facsimile transmissions will not be accepted.
a. Additional size limitations: (i) Limit resume of each individual to no more than one page.
b. With respect to all submission limitations, including but not limited to maximum number of projects, total page limits, and resume page limits, the Government will not consider matters submitted beyond those limits and contractors shall receive no consideration for those matters.
Any written submission using a font type smaller than the specified 11 font type will not be eligible for consideration.
c. Submit complete SF 330 via DoD Secure Access File Exchange (DOD SAFE) (https://safe.apps.mil/) All proposals must be uploaded into DoD SAFE infrastructure not earlier than August 21, 2020, and not later than (NLT) August 24, at 3:00 p.m. Eastern Day Time (EDT). Interested firms will require a unique “request code” to upload proposals into DoD SAFE, which shall be obtained only by email to POC: Mr. Bryan Butler at bryan.j.butler@usace.army.mil, and cc: PPMDContracts@usace.army.mil.
The email request for the “request code” must be emailed to the POC NLT 21 August, at 3:00 p.m. EDT. The A/E IS SOLELY RESPONSIBLE for ensuring that the entire SF330 submission has been received into DoD SAFE with a timestamp NLT 3:00 p.m. EDT on August 24, 2020, utilizing email address bryan.j.butler@usace.army.mil as the POC email address within the DoD SAFE upload.

d. Board will only consider the following information: SF330, as submitted, with any required supplemental information; from Contractor Performance Assessment Report System (CPARS) documented performance evaluations, such as from CPARS DoD Contract award data. The Boards will not assume qualifications which are not clearly stated in a firms’ submission or available from CPARS. The boards will review the entire submission of each firm and not excerpts or summaries. A firm will not be contacted to clarify or supplement its submission.
Boards shall not consider any cost factors.
e. NOTE: In order to maintain total objectivity in the selection process, phone calls and e-mails to discuss this announcement are discouraged unless absolutely necessary. If a question is presented to the Contracting Officer, it will be at the Contracting Officer's discretion to respond.
