RFI Deadline Section 11. Offerors Questions and

Comments

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

There is conflicting instructions regarding the RFI deadline for this solicitation. The RFP states that, "All questions and/or comments from the preproposal conference should reach the above referenced Contracting Office no later than 10 calendar days after the pre-proposal conference" and then later says in 1.5.1.2 "The Bidder Inquiry System will be unavailable for new inquires 10 days prior to proposal submission in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation, if necessary."

Is the deadline 10 days after the site visit? (making the deadline 12/14) or is it 10 days before the proposal submission? (making the deadline 12/2)...

Please note that the 12/2 due date would make RFIs due before the scehduled site visit. We recommend making the RFI closing date at least 3 days after the site visit.

1-1 Government Response. RFI deadline for ProjNet inquiries is 10 days prior to bid opening (i.e. COB on

12/2). If there are additional questions that come about at the site visit, we will re-open ProNet for those questions to be addressed. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019

8291016 Contracting RFI Date

Please extend RFI deadline to at least Friday, December 6th due to the site visit date on Wednesday, Dec 4th. The site visit will generate several RFIs and these RFIs will need these answers to bid the project accordingly.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In 8-10 locations within the specifications it discusses the re-use of excavated soils. Additionally, Drawing BB001 provides some classification information. However, spec section 1.4.1 states "No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation. This would likely greatly increase cost. Please confirm references to unclassified excavations found in sections 1.4.1, 1.4.1.1 and parts of

3.2.6 applies only to soils above the sub-grade.

1-1 Government Response. In Section 1.4.1, "No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation" will be removed and replaced with "Finish the specified excavation on a classified basis, in accordance with the designations and classifications contained in this specification." Section 1.4.1 (as revised above) refers to all excavation. The discussion of unclassified soils in Section 3.2.6 refers to soils above the subgrade. Section 1.4.1.1 will be removed from this Specification. By:

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification 3.2.6 states "undercutting to remove very soft/loose soils should be anticipated and The project's budget should include an allowance for sub-grade improvements as described above." Section 3.3.1 states "Remove and replace unsatisfactory material with satisfactory materials as directed by the contracting officer, in surfaces to receive fill or in excavated areas. The specifications/Contracting officer does not quantify the amount of soil to be removed.

This information can not be gained from the contract documents nor during the site visit. Please specify an amount of soil to be removed and replaced for bid purposes.

1-1 Government Response. For bid purposes, assume 925 cubic yards of unsatisfactory material to be removed and disposed of as undercut and replaced with satisfactory material. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019

8296634 General Soil Removal

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

When pricing the 25cyd of contaminated soil removal in Option 1, what type / classification of contaminated soil are we to price? Where is this contaminated soil located on the site? Is this an in-house estimate option only to cover future MODs to the contract?

1-1 Government Response. Per Specification 01 11 00, the site is defined as "a current or former industrial site or other hazard producing activity site which is perceived to be a clean location; however, due to former industrial or other activities within or near the site, it has the potential for contamination". There are no known locations of contaminated soil on the site. Option 1 was added as contingency based on historical use of the property. According to USACE (from Section 1.4 Project Narrative of the AESOW), " The berm does not contain hazardous material". Excavations for drainage, stormwater management structures, and other utilities could encounter contaminated soil. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019

8300255 Civil CD101, C201

CD101 appears to require only the lateral storm pipes running perpendicular to the main storm line and building itself to be removed. C201 requires the storm pipe to be of specific size and grades. Please confirm the intent of the drawings is to remove and replace all storm pipe including the main line running parallel with the building and connecting to the new MTD as part of this work while the area is under construction and equipment is onsite.

1-1 Government Response. Sheet CD-101 identifies the pipes that are to be removed. The "main line running parallel with the building" is to remain, with existing structures removed and replaced as shown on C-

101. The intent is to maintain the existing "main line" and tie it into new junction box (101-5) as shown on Sheet C-101. C-201 shows the new storm line to be constructed parallel to the existing "main line", shown on C- 101 (from structure 101-8 to the MTD, then to 101-5). The overall intent is to convey stormwater runoff from the new pavement through the MTD, while maintaining the existing "main line" and its roof drain connections. 8300264 Construction Management G004

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Sheet G004 general notes 12 and 20 appear to indicate the contractor must allow access to the building thru the job site to include emergency vehicles and tractor trailers. A majority of the work to include extremely deep trenching, occurs within 60 feet of the loading dock along the entire length of the building. Contractor has the liability for both safety and schedule and must restrict access to accomplish these task. Please confirm, that the contractor must keep roads open but can completely restrict access within the limits of construction.

1-1 Government Response. General Note 21 on Sheet G-004 provides a procedure for coordinating a complete road closure with DSCR. The intent is to keep roads open and restrict general access within the limits of construction. Fire Department access to fire hydrants must be provided. Contaminated soil is a general term which can be interpreted in various ways. It could be contaminated with construction debris, special waste such as petroleum, or hazardous waste (not likely since the general public could currently come in contact with it). Pricing for the handling, special equipment and disposal of contaminated soil could vary from $50.00/yd to over $3000.00/yd. Please identify the type of contamination in the soil so bidders can price the contract line item.

1-1 Government Response. Per Specification 01 11 00, the site is defined as "a current or former industrial site or other hazard producing activity site which is perceived to be a clean location; however, due to former industrial or other activities within or near the site, it has the potential for contamination". Bolt down Pole foundation shows the top of the concrete foundation pole to be 4" above grade on one side of the detail and 12" on the other side of the detail. On the same page the Concrete Base detail requires the top of the pole base to be 18" above finished grade. Please confirm the top of pole base should be 18" above finished grade.

There are two different beta.SAM.gov links for this opportunity. The original link from 10/4/19 that the pre-solicitation was released and when the actual solicitation was released on 11/13/19 a new link was created and used for the solicitation and Amendment 01. Amendment 02 was then released on the previously used original pre-sol link that most of the bidders were "watching". Given the confusion with the new system We would like to respectfully request an extension of the due date as well as a second site visit for those bidders who were not aware of the solicitation release in time.

1-1 Government Response. Please refer to Amendments 1-3 posted on Beta.Sam. By: Synease

Paragraph 3.4 states "Dispose unsatisfactory materials removed from excavations into designated waste disposal OFFSITE." However it goes on to state "Dispose of Satisfactory material, authorized to be wasted, in designated areas approved for surplus material storage or designated waste areas as directed. Federal and State requirements would require this area to meet the same SWPPP requirements as the job site. Unless DSCR already has an area designated in their current SWPPP this would include silt fence, seeding, storm water calculations, DEQ approvals etc. Does DSCR already have a state approved designated area or should bidders plan to dispose of all excess material offsite.

1-1 Government Response. The contractor must assume all unsatisfactory material and satisfactory material not used on the site is to be disposed of offsite and that SWPPP coverage for this action is the contractor's responsibility. Thermoplastic striping is approximately three times as expensive as paint and usually not used in this geographic area with the exception of roads where the specific properties are required. Removal by snow plow is not an adhesion issue and outside of warranty. Adjacent parking areas at DSCR have painted striping. Can Type A, Class 1 (paint) be used.

1-1 Government Response. DSCR directed WSP to use thermoplastic on recent road and parking lot projects adjacent to Lotts Center. Assume thermoplastic striping is required. By: Synease
