This document is an amendment to a solicitation for a federal contract opportunity to repair a parking lot. A large berm will be removed as part of the project. The response due date is extended to December 19, 2019 at 10:00 AM EST by this amendment. The amendment incorporates questions and answers from a pre-proposal conference and a site visit sign-in sheet. The selected contractor must meet all specifications and drawings dated in the amendment.

A pre-award survey maybe performed in determining the offerors responsibility in accordance with FAR 9.104 and 9.106. The offeror will be required to show that he has the necessary capital, experience, and owns or can procure the necessary plant or other resources to commence the work at the time prescribed in the specifications and thereafter to prosecute and complete the work safely and satisfactorily within the time specified. If the offeror is unable to comply with the request for preaward survey, the offeror will no longer be considered for award.

2. EVIDENCE OF AUTHORITY TO SIGN OFFERS

Evidence of the authority of individuals signing offers to submit firm offers on behalf of the offeror is required except where the offer is signed, and shows that it is so signed, by: the President, Vice-President, or Secretary of an incorporated offeror; a partner in the case of a partnership; or the owner in the case of a sole proprietorship. Failure to submit with the offer satisfactory evidence of the authority of all other persons may be cause for rejection of the offer as invalid or nonresponsive.

3. PREAWARD SAFETY CONFERENCE

a. Where an apparent low bidder, in performance of contracts during the previous three-year period, incurred one or more accidents, or where, in the opinion of the Contracting Officer, there is any question regarding this compliance with any safety or accident prevention requirement, such bidder, on request of the Contracting Officer prior to any award under this solicitation, shall attend a conference with representatives of the Contracting Officer to discuss any such accidents or non-compliance, the reason for their occurrence, and measures which will be taken to preclude any recurrence thereof.

b. Information elicited at this conference will be used by the Contracting Officer, in conjunction with other information obtained in a preaward survey, in determining the bidder's responsibility.

c. The items discussed, the preventive measures considered, and any conclusions reached in this conference shall be recorded in minutes of the meeting, which shall be authenticated by the signatures of representatives of the bidder and the Contracting Officer, and any procedures noted therein as agreed upon shall become an obligation of the bidder, along with all other safety and accident prevention requirements of the contract, if award is made to him.

Prior to making an award, a pre-award survey will be made and the low bidder will be required to show that he has the necessary capital, experience, and owns or can procure the necessary plant to commence the work at the time prescribed in the specifications and thereafter to prosecute and complete the work safely and satisfactorily within the time specified.

8288229 General RFI Deadline Section 11. Offerors Questions and Comments

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

There is conflicting instructions regarding the RFI deadline for this solicitation. The RFP states that, "All questions and/or comments from the preproposal conference should reach the above referenced Contracting Office no later than 10 calendar days after the pre-proposal conference" and then later says in 1.5.1.2 "The Bidder Inquiry System will be unavailable for new inquires 10 days prior to proposal submission in order to ensure adequate time is allotted to form an appropriate response and amend the solicitation, if necessary."

Is the deadline 10 days after the site visit? (making the deadline 12/14) or is it 10 days before the proposal submission? (making the deadline 12/2)...

Please note that the 12/2 due date would make RFIs due before the scehduled site visit. We recommend making the RFI closing date at least 3 days after the site visit.

1-1 Government Response. RFI deadline for ProjNet inquiries is 10 days prior to bid opening (i.e. COB on 12/2). If there are additional questions that come about at the site visit, we will re-open ProNet for those questions to be addressed. 1-1 Government Response. Contaminated soil locations are not known and CLIN 002 was added as a contingency in the event contaminated soil is encountered. 8292226 Civil BB001 31 00 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In 8-10 locations within the specifications it discusses the re-use of excavated soils. Additionally, Drawing BB001 provides some classification information. However, spec section 1.4.1 states "No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation. This would likely greatly increase cost. Please confirm references to unclassified excavations found in sections 1.4.1, 1.4.1.1 and parts of

3.2.6 applies only to soils above the sub-grade.

1-1 Government Response. In Section 1.4.1, "No consideration will be given to the nature of the materials, and all excavation will be designated as unclassified excavation" will be removed and replaced with "Finish the specified excavation on a classified basis, in accordance with the designations and classifications contained in this specification." Section 1.4.1 (as revised above) refers to all excavation. The discussion of unclassified soils in Section 3.2.6 refers to soils above the subgrade. Does any of the berm shown to be removed contain unsatisfactory materials such as "backfills from previous construction" (1.3.2) which would prevent it from being re-used or increase the cost of disposal over 100% soil.

1-1 Government Response. According to USACE (from Section 1.4 Project Narrative of the AESOW), "the berm is comprised of concrete and brick rubble (estimated at 50% by volume), with fill and topsoil. The berm does not contain hazardous material". By: Synease McArthur; CENAO-CT Contracting Office; (757- 201-7062) On:

8292250 Civil 31 00 00 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO) Specification 3.2.6 states "undercutting to remove very soft/loose soils should be anticipated and The project's budget should include an allowance for sub-grade improvements as described above." Section 3.3.1 states "Remove and replace unsatisfactory material with satisfactory materials as directed by the contracting officer, in surfaces to receive fill or in excavated areas. The specifications/Contracting officer does not quantify the amount of soil to be removed.

This information can not be gained from the contract documents nor during the site visit. Please specify an amount of soil to be removed and replaced for bid purposes.

1-1 Government Response. For bid purposes, assume 925 cubic yards of unsatisfactory material to be removed and disposed of as undercut and replaced with satisfactory material. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019

8296634 General Soil Removal

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

When pricing the 25cyd of contaminated soil removal in Option 1, what type / classification of contaminated soil are we to price? Where is this contaminated soil located on the site? Is this an in-house estimate option only to cover future MODs to the contract?

1-1 Government Response. Per Specification 01 11 00, the site is defined as "a current or former industrial site or other hazard producing activity site which is perceived to be a clean location; however, due to former industrial or other activities within or near the site, it has the potential for contamination". There are no known locations of contaminated soil on the site. Option 1 was added as contingency based on historical use of the property. According to USACE (from Section 1.4 Project Narrative of the AESOW), " The berm does not contain hazardous material". Excavations for drainage, stormwater management structures, and other utilities could encounter contaminated soil. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019

8296641 General Asphalt

The civil drawings indicate there is no fabric liner under asphalt in areas identified for demolition. Please confirm there is no fabric liner present in the existing asphalt profile. Recycling centers will not take asphalt with fabric liners, which can affect our pricing.

1-1 Government Response. Design drawings of the adjacent Operations Center do not show fabric liner on pavement section details. Presence of a liner was not noted in test holes or borings performed in the Lotts Center Parking Lot project area. By: Synease McArthur; CENAO-CT Contracting Office; (757-201-7062) On: Dec 10 2019
