SUMMARY OF CHANGES

Bid Inquiries and Responses

Q1. Please provide the name of the incumbent contractor and the last option year price.

R1. The incumbent contractor is Universal Services Provider, LLC. The contract was awarded for $3,500,000.00.

Q2. Bid schedule tab B-3 states NOTES: 1) Wage rates proposed must be more than Service Contract Act (SCA) and Davis-Bacon wage rates for respective counties. 1) Wage rates proposed are for the first 12 months and will be escalated by 3% per year on the anniversary of award, or to reflect increased SCA or D-B wage rates, which ever is higher. 3) Any wage rate proposed that is not higher than the Service Contract Act (SCA) and Davis-Bacon wage rates will be constituted a deficiency, and considered un-awardable.

R2. Offerors are to propose rates equal to or greater than the current Service Contract Act (SCA) and Davis-Bacon wage rates for respective counties. The successful Offeror's rates will included in the contract and apply to demand maintenance task orders for the first 12 months of the contract's execution. On the 12 month anniversary after award these rates will automatically be increased by 3% to account for inflation or to accommodate new SCA or Davis-Bacon rates, whichever is higher.

Q3. What does the Weighting Factor on the bid schedule represent?

R3. The weighting factor will produce an appropriate level of significance for the labor rates that will be used with the indefinite demand maintenance capacity as compared to the definite preventative maintenance requirement, for an overall lowest price evaluation.

Q4. Please provide the equipment list for each facility.

R4. A list of equipment and work order history of the previous contract will provided by amendment as attachments for INFORMATIONAL PURPOSES ONLY. While the equipment list serves to provide offerors a common understanding beyond the facilities information contained in Section J-1 of the Solicitation, the Government does not guarantee the accuracy of the equipment list. Offerors are also cautioned that the previous work order history may not be representative of the level of effort expected during this contract's period of performance.

Q5. Under "demand Maintenance" are we to understand that the contractor is responsible for any repair costing $20,000 or less?

R5. Correct, please reference the PWS Section C-1.9 for an explanation of the limit of liability and how work is accomplished above and below this threshold.

Q6. For repair cost of $20,000 or more would the contractor be responsible for the first $20,000?

R6. Please reference PWS Section C-1.9.1.4 which states "The Government will be responsible for all costs associated with repair or replacement work orders greater than the Limit of Liability."

Q7. Please provide the historical workload.

R7) A list of equipment and work order history of the previous contract will provided by amendment as attachments for INFORMATIONAL PURPOSES ONLY.

Q8. Please provide a history of Davis-Bacon projects for the past contract.

W91236-17-R-0012

Q9. Please provide the hours of operation for the contractor.

R9. Please clarifiy this inquiry as there are several aspects of when the Contractor is able to work depending on the situation. Please reference the PWS Sections C-1.2, C-1.7.1, and C-1.8 for restrictions concerning preventative maintenance, CMMS, and Work Order Priorities respectively. Please note that these are not the only sections that contain work hour restrictions.

Q10. Does this mean the contractor is responsible for all software upgrades and all hardware system maintenance? If so, please provide the equipment list for the Schooldude system.

7.1.1 CMMS Program to be Utilized states:

DDESS utilizes a CMMS program called SchoolDude. The Contractor will be fully responsible for the management and maintenance of the SchoolDude program. Licensing of this program will be provided by the Government.

R10. SchoolDude is a cloud based program which will be run on the Contractor's computer hardware. Updates to SchoolDude are provided under the license provide by the Government, however the Contractor is responsible for maintaining appropriate hardware to run this program.
