SYNOPSIS

W911YU-17-R-0002

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

proposals are being requested and a written solicitation will not be issued.

The Guam Army National Guard is seeking contractor support to provide Grounds Maintenance Services at the Barrigada Army Readiness Complex and Fort Juan Muna. This is being solicited as a competitive Small Business requirement. Period of performance will be one base year and three option years.

**The submission of business handouts, brochures or other company literature is neither required nor desired. **

A. Proposal Format: All submissions shall be in 12 point font in Times New Roman and may be in 10 point font for charts or illustrations. Page Limitation for Technical Proposal including past performance information, should not exceed 10 pages.

The Pricing Sheet will not be included in the page limitation. Include the solicitation number: W911YU-17-R-0002 in all correspondence or on the Subject line of any e-mail.

Site Visit is scheduled for 6 DECEMBER 2016, TUESDAY, 9:30 A.M., GUAM TIME at the Fort Juan Muna Bldg 30.

Please email CW2 Cy Concepcion at cyril.r.concepcion.mil@mail.mil to confirm attendance no later than 5 DECEMBER 2016, MONDAY, 5:00 P.M., GUAM TIME. This is a mandatory requirement. Failure to show up at site visit is subject to your proposal being eliminated for consideration.

All questions and requests for information (RFI) must be received NOT LATER THAN 8 DECEMBER 2016, WEDNESDAY, 5:00 P.M., GUAM TIME. OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT

QUESTIONS EARLY IN THIS PROCESS.

B. Past Performance: The Past Performance evaluation will assess the relative risks associated with an offeror's likelihood of success in performing the solicitation's requirements as indicated by that offeror’s record of past performance. Not more than five (5) projects within the prescribed time period shall be submitted. All data must be accurate, current and complete, to include a point of contact with phone number, e-mail address, contract number and dollar amount.

C. Price Proposal: The offeror shall submit a completed pricing sheet (Attachment provided) for the requirement. Include pricing for the base year and three option years.

D. Technical Proposal: Shall be evaluated to assess the offeror's understanding of the requirement. The Offeror is cautioned that merely re-stating they will meet the technical requirements of this Solicitation is not adequate for a response and may be found unacceptable if such a response is received. The technical proposal should address your approach to the management of the requirement including schedule, quality control and safety plan. The offeror is hereby advised that their proposal is presumed to represent the best and final offer in response to this solicitation. The government intends to evaluate offers and award the contracts without discussions with offerors (except clarifications as described in FAR 15.306(a)).

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.

Do not assume you will have the opportunity to clarify, discuss or revise your proposal. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their proposals. Requests for such information do not constitute discussions.

52.212-1 Instructions to Offerors - Commercial, applies to this acquisition.

As prescribed in FAR 12.301(c), the Contracting Officer inserts an evaluation provision: 52.212-2 EVALUATION--

COMMERCIAL ITEMS (OCT 2014)

(a) Basis of Award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, and the Government intends to use Lowest Priced Technically Acceptable (LPTA) procedures set forth in FAR 15.101-2 in ascertaining the offer that represents the best value to the Government.

This solicitation is set-aside for Small Business with a NAICS code of 561730 and small business size of $7.5 million.

The significant evaluation factors and sub-factors, in descending order of importance (note that the subfactors are also listed in descending order of importance), are as follows:

(i) Price

(ii) Technical

(a) Schedule

(b) Quality Control

(c) Safety Plan

(iii) Past Performance

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

ADDENDUM TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Evaluation Factors.

Price: The government will rank all offers by price in order from least to greatest. The price evaluation will document the fairness and reasonableness of the price. The Government will evaluate price realism.

Technical Capability: Evaluation of the Technical Capability factor submission will examine an offeror’s understanding of the requirements and an offeror’s approach to satisfying the requirement of the PWS. Evaluation will examine further examine schedule, quality control and safety plan in an offeror’s approach to satisfying the requirement of the PWS.

The Government will evaluate the qualitative aspects of each offer’s technical capability, and will assign adjectival ratings as detailed in the following table. The Government will evaluate each sub-factor under the Technical Capability factor and will utilize adjectival rating as specified below. For the schedule evaluation subfactors, the Government specifically examine offerors’ schedule for completing services in accordance with PWS. For the quality control and safety plan, the offeror shall provide detailed and comprehensive narrative describing how their company ensures that the work is completed is quality checked. Describe how your company will meet and / or exceed the PWS requirement. For safety plan, the offeror shall include in their plan an approach clearly outlining how they will comply with all the safety requirements. An unacceptable rating in any one of the three (3) sub-factors will result in an overall technical capability rating of unacceptable, and in order for an offer to be eligible for award, the technical submission for each sub-factor must receive a rating of no less than ”Meets Requirement”.

TECHNICAL EVALUATION

RATING DESCRIPTION

Past Performance: The government will evaluate recent and relevant past performance information on all offerors based on:

i. Past Performance information submitted IAW the Instruction above

ii. any past performance data independently obtained by the Government

Note: failure to provide past performance information will result in an "Unacceptable" rating.

(A) The Government will only consider and evaluate “Recent” past performance information, which includes contracts performed and/or being performed for like services within three (3) years from the closing date of the Solicitation.

(B) Relevant past performance includes contracts being performed and/or being performed for like services, similar in scope, magnitude, and/or effort to the requirements set forth in this solicitation. The government will assess and assign a relevancy rating as follows.

PAST PERFORMANCE ADJECTIVAL RATING

Excellent Essentially no doubt exists that the offeror will successfully perform the required effort based on their performance record.

Risk Level: Very Low

Good Little doubt exists that the offeror will successfully perform the required effort based on their performance record. Risk Level: Low

Adequate Some doubt exists that the offeror will successfully perform the required effort based on their performance record. Risk Level: Moderate

Marginal Significant doubt exists that the offeror will successfully perform the required effort based on their performance record. Risk Level: High

Poor It is extremely doubtful that the offeror will successfully perform the required effort based on their performance record. Risk Level: Very High

Unknown The offeror has little/no relevant past performance upon which to base a meaningful performance risk prediction. Risk Level: Unknown

Note: present/past performance for the same or similar services as set forth in the solicitation and performed on Guam shall be a significant consideration that will affect the Government’s evaluation of Past Performance.
