PROJECT NAME: Guam Army National Guard - Grounds Maintenance Services

SOLICITATION NUMBER: W911YU-17-R-0002

QUESTION AND ANSWERS

Q1: How are these services currently being performed? Under contract? In-house?

A1: This is a new requirement for the Guam Army National Guard Purchasing and Contracting Office.

Q2: If these requirements are currently being performed under a contract: Who is the Contractor? What is the contract number? When does the contract expire? What is the current contract value?

A2: This is a new requirement for the Guam Army National Guard Purchasing and Contracting Office.

Q3. What is the perimeter outside the fence line?

A3: The total outside perimeter of ARC and FJM is 14,200ft, this includes all chain-link fence and concrete fence. Vegetation should be maintained between 5-10 ft from the outside of the perimeter fencing.

Q4: As per map it shows herbicide application, leaning branches and fence line maintenance but on the estimated workload data it is not showing the scope of work. Do we need to give the unit price for these items?

A4: Provide prices (Pricing Sheet Items #6) and their expert opinion of applications per month.

For herbicide (Pricing Sheet Item #11), provide pricing for one time application, which will be used as basis for additional application as needed.

Q5: In Solicitation appendix A-1 and A-2 the item no 7, 8, 9 what are the specific scope of work?

A5: Section 5.1.1 through 5.1.5 delineates that there is removal of vegetation in cracks of sidewalks, driveways and curbs. This includes Appendix A-1 and A-2, numbers 7, 8 and 9.

Q6: In Solicitation 6.3.1 says, require contractors project manager or a designated alternate to meet with Mr. Norberto Castro, contacting officer representative and other IPT personnel, but in

1.4.6 say Contract Manager(CM). Our question is which position we can input in our proposal?

Or contractor need separate Project Manager (PM) and Contract Manager (CM) or you allow same person can hold both titles? Clarification is highly appreciated.

A6: Yes, the CM and PM can be the same person.

Q7: In 4.2 customer feedback it says about quality assurance monitoring form –customer complaint investigation, identified in attachment 3. Can you please provide this attachment 3 for our information?

A7: Attachment 3 will not be provided. All complaints will be sent to COR with the minimum information: contract number, date, location, name, contact email, contact phone number and detailed nature of compliant.

Q8: Provide definition of Pest Control.

A8: Pest Control is the practice of putting controls in place to prevent the grounds from becoming a breeding ground for vegetation pests (weeds), and insect and animal pests such as rodents, snakes, vegetation killing insects. Also the prevention of standing water which breeds mosquito larvae.
