Section 033000 Concrete seems to be a "boiler plate" specification listing items that do not seem to apply to this project. Are we to assume if an item listed in the specification manual does not appear on the drawings it does not apply to this project?

The intent of this question is unclear. Please provide examples of items which “do not seem to apply” for review and comment.

10
A-110
CMU
Sheet A-110 calls for a Trenwyth block which comes from out of state. Are other local manufacturers such as Lehi Block or Buehner acceptable?

Other cmu manufacturers are acceptable provided they can provide a masonry unit which is similar to the Trenwyth block in color, texture and physical properties.

11

15
Sections 074113.16, 074113.23, 074216
Metal Roof and Wall Panels
The drawings seem to indicate all the metal roofing and wall panels are to be the same from building to building as Butler is listed as the basis of design in the drawings on sheet A-110 for both metal wall panels and roofing. Since Butler is primarily a metal building manufacturer it is a little odd to purchase metal panels and roofing from Butler without purchasing the rest of the building. Are other metal panel/roofing manufactures such as those listed, or not listed, in section 074113.16 acceptable as long as the product is an "or equal" to Butler? (P.S. Butler is not listed in section 074113.16 or section 074216)

Butler is the “Basis of Design” for non-insulated wall and roof panels but other manufactures providing a “or equal” product are acceptable.

The roof and wall panel of the Control Tower are to be insulated metal sandwich panels having a R value of R-28 for the roof panels and R-14 for the wall panels. These panels will not necessarily match the profile of the non-insulated panels but should match the color.

16
Sheets A-502, A-125
Window Glazing
Sheet A-125 in the Remarks note box states all glazing to be 1/4" polycarbonate. Detail 7 on A-502 call for "single pane polycarbonate" however either 1" is shown or a double pane is to be used. What is wanted, double pane using 1/4" polycarbonate or single pane using 1" polycarbonate?

The window schedules in the drawings refer to note #1 in the Remarks Column.

Note #1 calls for 1/4" polycarbonate glazing. Provide sealed double pane units consisting of ¼” polycarbonate tinted outer-pane, ½” dead air space and ¼” polycarbonate clear inner-pane.

19
S-001
Sub grade Prep.
Note 2 under the Foundation Notes on S-001 indicates foundation may be placed on native soils. Note 5, in the same list, indicates foundations must be placed on 12" of structural imported fill. Which is correct?

Final determination of acceptable soil bearing strata shall be provided by an Utah Professional Engineer or his designated representative per Foundation Note 4. If the geotechnical engineer determines that native soils at the base of the excavation are acceptable, then foundations may be placed on the native soils. If the geotechnical engineer determines that natives soils at the base of the excavation are not acceptable, provide structural fill as noted. The Contractor will have to determine the level of risk they want to assume in their assumptions regarding the fill. If fill is required, the cost will be the responsibility of the Contractor.

20
S-001
Steel Roof Deck
Note 8 under the Steel Framing Notes details the requirements for steel roof deck. None of the buildings in the structural drawings seem to indicate a requirement for steel roof deck. Is steel roof deck need on any of the buildings?

Steel roof deck may be omitted.

C-050
Existing Control Tower & Firing Positions
Sheet C-050 requires salvage of existing control tower and elevated firing positions then moving these structures to another location on UTARNG. Will re-assembly in the new location be required? If re-assembly is required what foundation work is required?

The components will be stockpiled at a location designated by UTARNG. They will not be re-assembled by the contractor. Location of stockpile will be on site of the MPMG Range. West of the current M-31 range tower. Contractor to coordinate with Camp Williams Range Control.

23
A-125, S-102
Galvanized Steel Grating
Sheets A-125 & S-102 call for 2" galvanized steel grating, However the specifications do not specify the hole size/spacing or other design criteria . Please provide specification for the steel grating on the control tower.

Design floor gratings in accordance with NAAMM MBG 531 to support a live load of 250 pounds per square foot for the spans indicated, with maximum deflection of L/240, or ¼”, whichever is greater. Slip resistance requirements must exceed both wet and dry coefficient of friction of 0.5 as tested in accordance with ASTM F 1679.

24
Note 4/C502
Disturbed Earth areas
Note 4 on sheet C-502 calls for revegetation or resurfacing of disturb areas consistent with natural surroundings. In viewing photos from the site it appears the site is primarily dominated by native grasses and other native vegetation. These types grasses and other vegetation are not commonly collected in seed form to use in landscaping as they are consider less desirable in landscape areas. Would it be acceptable to final grade the disturbed areas and allow the natural vegetation to spread onto these areas?

Please refer to notes on Sheet C-701 regarding seeding of Disturbed Areas with “seed species appropriate to the season as provided by the Utah Army National Guard”. The Contractor will be responsible for “stabilizing” all disturbed areas in accordance with the Construction Sequence, and all of the Erosion and Sediment Control Notes (General and SWPP) shown on Sheet C-701. Please refer to General Note 3 on C-701 for requirements for permanent stabilization. Allowing “the natural vegetation to spread onto these areas” would not be acceptable stabilization. UTARNG to confirm.

Letting these areas naturally colonize or seeding in turf grass, without an irrigation system, will result in cheatgrass and other fire-prone or weedy vegetation and will worsen the wildfire situation.

The INRMP requires native species for revegetation. Species that are native to that area will establish best. So, they ought to use a mix of native, fire-resistant species for any reseeding or disturbed areas. It would take some time to research and develop that mix.

25
C-002
Water
Please confirm water will be available all winter free of charge at the Tickville Maintenance Building.

The water point at the Tickville Maintenance building will not be available. However, water is available at no charge to the contractor at the Camp Williams Beef Hollow water tank. The UTARNG will not be held responsible for any temporary or emergency interruptions to this source. If there is a temporary or emergency interruption with Camp Williams water, the contractor will still be responsible to provide construction water to the project.

31
C-515
Target Booth
The detail shown on sheet C-515 (Target Boot) is part of the Alternate AB1-1 shown on sheet C-118. Detail #26 looks as though the might be a series of these four (4) foot sections that are butted together between the Firing Line but I can't determine what is supposed to happen. Could you please clarify this for me?
Target Boots are placed at the center of each Zero Lane at 25M and at the center of each even numbered Zero Lane at 10M. Please refer to Sheet C-173 for 25M Zero Target Boot location coordinates.
32
A-125
Butler Building
Sheet A-125 specifies Butler Building (a Pre-engineered Metal Building [PMB] supplier) roofing and siding panels. May we use a PMB for the Range Tower?
Yes, provided the supplied building meets the configuration and requirements shown on in the construction documents. Note requirements for use of insulated roof and wall sandwich panels having a R value of R-28 for the roof panels and R-14 for the wall panels. These panels will not necessarily match the profile of the non-insulated panels but should match the color.
What will the Government be furnishing for this project?
Targetry will be provided and installed by the Government. Existing power is available at no charge and the contractor will be allowed to draw construction water from the Beef Hollow water tank at no charge. The UTNG is not responsible for temporay and emergency interruption to power or water.
What is to be done with demo materials? ( power poles, structure, stairs, elevated firing positions, and control towers)
Those materials that are salvaged will be moved to an area on Camp Willliams which the contractor will coordinate with Camp Williams Range Control (stockpiled west of existing M-31 Range).
Is the contractor responsible for purchase of water?
The contractor may at no charge draw water from the Beef Hollow water tank. However, the UTARNG will not be held responsible for any temporary or emergency interruptions. If the Camp Williams source is temporarly unavailable, the contractor will still be expected to provide water from an alternate source at the contractors expense.
What is the spec. of the seed wanted to establish vegetative cover on disturbed areas?
Letting these areas naturally colonize or seeding in turf grass, without an irrigation system, will result in cheatgrass and other fire-prone or weedy vegetation and will worsen the wildfire situation.

The INRMP requires native species for revegetation. Species that are native to that area will establish best. So, they ought to use a mix of native, fire-resistant species for any reseeding or disturbed areas. It would take some time to research and develop that mix. The proper mix will be coordinated with the Envirnmental Office at Camp Williams.

Is there a borrow source on site?
There is a borrow/disposal area identified on sheet number C-722.
Does excess material need to be hauled off site or will base want it for future use?
There is a borrow/disposal area identified on sheet number C-722.
Is there an anticipated winter shut down? If so how long is the shut down and when is it anticipated?
There is no mandatory winter shut down.
Are adverse weather days built into the 365 day period of performance?
Adverse weather days are built into the 365 day period.
What is the tentative start date of the project?
Actual start date will be negotiated with the contractor. Due to the extreme wildland fire conditions this summer, the UXO contractor has been unable to destroy the UXOs that have been located. Some wet weather will be needed before the clearance operaton can be completed. Work on the south end (support facilities, firing line and 25 meter area) can begin in early October.
Sheet C-050 shows two towers to be removed. The note on the drawing seems to indicate only one is to be salvaged. Please clarify which tower is to be salvaged.
The existing MPMG Tower is to be salvaged. This is the tower in region C-4 of the drawing. UTARNG needs to confirm if they want both towers salvaged or just the one on the existing MPMG. Range Control is asking that both towers and components from the firing line be salvaged. Materials will be moved to an area within the foot print of the MPMG Range which the contractor will coordinate with Camp Williams Range Control (stockpiled west of existing M-31 Range).

Sheet C-050 Note 2 states the tower is to be "moved" by the contractor to an undetermined area on base. The questions are 1) does the term "moved" mean reassembled? And 2) can you give an approximate distance the tower is to be moved to from the site?

Salvaging involves disassembling the existing tower(s) into small enough pieces for transport to a storage yard to be determined by UTARNG. The contractor is not required to reassemble the tower(s). UTARNG will designate the location where the tower(s) will be stockpiled. . Range Control is asking that both towers and components from the firing line be salvaged. Materials will be moved to an area within the foot print of the MPMG Range which the contractor will coordinate with Camp Williams Range Control (stockpiled west of existing M-31 Range).

Sheet C-050 Note 2 states to remove fence where needed, however the existing fence is not completely located on the drawing. Please issue a sketch indicating the location of the fence so the amount of removal can be determined.
Note 1 refers to removal of "Downrange" existing fences that fall within the limits of grading for downrange target emplacements and maintenance trails. These fences generally run along existing trails and are generally shown on Sheets C-125 thru C-128. There may be other minor existing fencing that does not show up on the topographic survey that the Contractor will need to remove if they fall within the limits of grading and/or construction for other items.

Sheet C-050 Indicates a structure to be removed completely, however, there are no details indicating what kind of structure it is, size, or foundation material.

The building in question is a metal shed on a concrete slab. It was anticipated the contractor would review this building at the site visit. A photograph is attached.

Sheet C-050 indicates four structures to be salvaged and concrete foundations to be removed. The question is the same as immediately above.
These 4 structures are metal firing platforms. It was anticipated the contractor would review these structures at the site visit. A photograph is attached.
The specification 088853 Security Glazing is calling for ¼” security glazing but it isn’t providing information on what kind of security glazing is desired. We can provide a ¼” laminated glass or a ¼” Lexan glass, or is there another type of security glazing that is preferred?
The window schedules in the drawings refer to note #1 in the Remarks Column.

Note #1 calls for 1/4" polycarbonate glazing. Provide sealed double pane units consisting of ¼” polycarbonate tinted outer-pane, ½” dead air space and ¼” polycarbonate clear inner-pane.

Any chance of processing aggregate materials on base via base borrow site?
UTARNG will not provide sources for processing aggregate.
Can we plan on access to job through the back (Tickville) gate?
Sheet C-002 indicates the haul route is from the Tickville gate to the site. The Tickville gate is the preferred access.
Construction Water – It is assumed that we will use the fill station at the Tickville area by the water storage tanks. Please clarify.
The fill station at Tickville area will not be used for construction water. However, construction water will be available at the Beef Hollow water tank at no charge except for temporary or emergency interruptions.

On page S-002 under reinforcement masonry Item 9. No control joints are required but the architectural show a control joint every 20 feet. Which one are we going with? A-501 5/a-501 shows 1# 4 bar every 24 inches on center but S-002 shows a typical space as 1 # 5 bar at every 48 inches?

CMU walls should be constructed and reinforced per the notes and details on sheet S-002.

Regarding the Outer Limit Markers, are these signs, or the specialized paint for the signs, Government Furnished? A specification regarding paint for the exterior signage is not noted. Please provide information.

The Outer Limit Markers and the paint are to be supplied by the Contractor. The paint for the Outer Limit Markers is the same as for the rest of the range markers except for the color. The paint for the markers is not a specialized paint. The paint must be an exterior paint which will hold up to the outside changing weather conditions. The color for the markers is as shown on sheet C-530.

Is printed vinyl acceptable in lieu of paint on exterior signage?

This would be a user decision. The Contractor would have to certify that the Vinyl would be as good or better than the paint. UTARNG go provide input. The UTARNG would need to see the proposal from the contractor to make a decision.

Detail drawings are not available for Stationary Armory Targets 8-V19 and 8-V20. Please confirm that these target locations do not contain any retaining wall tiers.
Targets 8-V19 and 8-V20 do not have any retaining wall tiers.
Please provide Specification for ½” Thick Ballistic Rubber Panel as drawn in detail 1/C-515.
Eliminate the ½-inch Ballistic Rubber Panel and the two layers of ¾-inch Plywood from the front face of the Target Boot Frame as shown in the detail.
Who is providing targets and who will be installing them?
Targets are customer provided and funded out of DA. The counts and amounts have been sent to TCM-Live. Once construction starts there will be two compatibility inspections during the process. Once you have BOD, the targets will be scheduled for delivery. They will be installed by the provider and Range Control folks will be trained in operations and maintenance.

The plans show limits of disturbance and also access roads outside the limits of disturbance. Please clarify what is part of the project outside the areas identified and limit of disturbance.

SAIC reviewed the drawings and could not find any work outside the defined construction limits. Could the contractor provide an exact location and sheet reference where they saw work outside the construction limits?

Snow loads were questioned. Previous projects were designed to 65 LBS per square foot and this range is designed at 45 LBS per square foot. Are we under designed?
The question of the appropriate snow load for Camp Williams came up during design. ASCE 7-05 and the Utah State Amendments to IBC Chapter 16 indicate that Camp Williams is in a "case study" (CS) region. The CS regions require that the local building official determine the ground snow load to be used because local conditions preclude a uniform value for design.

We asked LTC Filoso of UTARNG to define the ground snow load in a 06 /06 / 2011 e-mail. In item 4j of the 95% Review Meeting notes (dated 09 / 12 /2011), UTARNG directed SAIC to use 40 psf for ground snow load.

We are unclear where the 45 psf snow load reference comes from in the question. Sheet S-001 lists a ground snow load of 40 psf and a flat roof snow load of 28 psf. These values are consistent with the design criteria and snow load calculations in the signed and sealed calculations dated 10 / 28/ 2011.

Is the contractor responsible to provide UXO insurance and who is liable?
SAIC believe this is a question which should be properly addressed by the UTARNG contracting and legal staff. We will provide our suggested response:

"The UTARNG has made every attempt remove the UXO from the construction area. After the UXO clearance operations are completed by the UXO contractor, the risk level should be low, but the risk is never completely eliminated. It is incumbent on the Contractor to understand the risk and obtain the appropriate insurance coverage for the project and in accordance with the contract documents. UTARNG does not provide any insurance or liability coverage for the contractor or his personnel. The contractor's personnel will be required to undergo contractor awareness training so everyone working at the site knows the appropriate actions if any suspicious objects are found during the construction."

"The takeoff shows that the 15KVA and 1 of the 50KVA require a meter. The transformers are 1ph pad mount which includes a clamshell type cabinet. The movement of the clamshell would not permit a meter like a 3ph which has swing outdoors. Is the meter required to be included in the transformer? Also there is no detail in the spec regarding what type of meter is required. Can you get clarification?"

The meter may be installed remote from the transformer enclosure. Primary metering is required at these locations for the UTARNG to monitor the consumption at each Range location. The meters need to be standard utility grade for the voltage level servicing the installation.

"The one line shows that the transformers have a 7200V primary, however the drawings nor the spec indicate if that is a 7200 Delta, 12470GY/7200 or 12470Y/7200. Can you find out what the system configuration is?"

Per the UTARNG, the upstream 3-phase voltage is 12470 volts. At the Range location, the voltage is 7200 volts, single-phase. The area is powered off a #2 ACSR conductor with a load of 12 amps.

"Due to the length of the feeder from T-5 to T-6 manholes are required. I have no spec anywhere on manhole dimensions and sizes. I have included 7- 4'x 4' manholes. Will this be acceptable? Will there be any specs provided to size this item?"

No additional specifications will be included. Sizing of handholes and/or manholes furnished by the Contractor shall be done per the National Electrical Code for the voltage level where they are installed. All needed handholes/manholes will be the responsibility of the Contractor.

"The feeder from T-1 to T-7 shows it in base bid #1 along with the xfmr. I have included the feeder from T-7 to MDP1 and the MDP1 panel in the Alt #1 breakout. Is this accurate?"

The entire underground feed from the UG distribution switchgear to transformer T-7, the transformer itself, and the distribution panel for the 25 Meter Zero Range is ABI-1.

"More information is needed on the type of P.A. speaker on the tower. What type and requirements will be needed?"
Basis of design equipment is Bogen Model KFLDS30T.

Is the Control tower and the Class Room Building not needing to be on the sites wide area network? Or are they on a standalone network? If they need to be on the campus wide area network where does and how much fiber and copper is needed.

The service to the Site is being installed under separate contract. The Drawings, specifically sheet E-140, note what is required in the way of communications wiring.

Civil drawings on page C-176 show SAT positions 7-V21 and 8-V21. The electrical drawings don't show these emplacements on the prints or the one line drawings. I am guessing these do not have electrical and teledata. If so please indicate the requirements and locations for these items?

No power or data is required at these locations.

Civil drawing C-122 shows the entire underground feed, XFMR, and Panel MDP1 going on Alt #1. Electrical sheet E-601 shows only the feed from the xfmr and panel MDP1 on Alt#1. I have followed the Civil drawing and included the entire run, xfmr, and panel MDP1 in Alt #1. Is this correct?

E-601 depicts the same information as that shown on the Civil Drawings. The entire underground feed, transformer and panel for the 25 Meter Zero Range is ABI-1.

where is T8 located? I do not see it on the one-line or anywhere else in the plans. In the solicitation under item 0004 it states; . Electrical items shall include the new underground primary electrical feed from transformer T1 to T8, transformer T8, and main distribution panel MDP-1

There is no T-8 designator on the Project. Only transformers T-1 through T-7 are included in the Contract Documents.

Item # 0007 please identify the standards that we are to base appropriately sized and spaced, conduits, inner ducts, and pull strings from. Also what standard are we basing the distances between pull boxes and hand holes?
Utilize the National Electrical Code and applicable Telecommunications Industry Association (TIA) Standards as required under the Project Specifications All handholes and manholes that are deemed necessary for the installation are the responsibility of the installing Contractor.
Do the pull boxes and hand holes have sizing requirements?
Sizing shall be per the National Electrical Code and be for the voltage level where they would be installed by the Contractor.
Are the poles full pressure treated or butt pressure treated?
Reference Specification Section 265600 for wood pole requirements.
Is there a requirement for the type of wood for the class 3 poles?
Reference Specification Section 265600 for wood pole requirements.
ABI-4 is the intent to use the armored cable rated for direct burial even if they are in conduit/ innerduct?
Armored cabling is not to be utilized on the Project. The Drawings note to use type USE cables for downrange power to the emplacements. Conduit would be provided for those conductors if the ABI is accepted.

Could you please provide a resolution to following conflicting specifications: Spec Section 01 40 00 1.1 C states that the Contractor to provide all testing and inspections (see attached). Spec Section 32 20 00 3.19 A states Owner to engage geotechnical engineer to test soils (see attached) Will the contractor be permitted to contract the same geotechnical engineer used by the owner to perform the other inspections required for this project if they are qualified to perform such inspections? Who is the owner contracting for the geotechnical inspections?

All construction testing services including Geotechnical services are the responsibility of the Contractor. The Contractor will pay all costs for the construction testing services. The Contractor may utilize the same geotechnical testing firm who performed the original testing. The government will not be providing any of the testing services.

Are the direct burial power cable to be copper? The specifications call for all copper wire.
All power wiring is to be copper. No aluminum conductors are to be utilized on the Project.

Regarding Sheet C-132, please provide target information, like previous sheets.

We are unclear on this question because Sheet C-132 seems to have all the target information in the Key Notes. We assume you are referring to the missing key notes on sheet C-129. Below are the missing key notes from C-129:

Detail A/C-502 does not adequately detail rebar reinforcement in all walls. Please clarify.

Detail A/C502 calls for #4 rebar @ 1’ – 0” on center each way, centered in the slab and all walls. (4) # 6 x 1’ – 6” @ 1’-0” O.C. Bent Dowel bars are shown for each of the four corners and #6 x 1’-6” Bent Bars @ 1’-0” O.C. where the walls and slab intersect.

Regarding details A/C-503, A/C-504, A/C-505, and A/C-511 rebar reinforcement is not detailed in wing walls. Please clarify.

Per the call outs on Details A/C-503, A/C-504, A/C-505, and A/C-511 the reinforcing for the side wing walls are the same as the front wall. On Detail A/C-503 and A/C-504 the rebar laps must be a minimum of 18”. On Detail A/C-505 and A/C-511 the rebar laps must be a minimum of 12”. The rebar shall be centered in the walls and slab as per the notes. .

Regarding Outer and Interior Lane Markers. Plans do not specify small or large sign on the drawings. Please clarify On sheet C-530, Detail 2/C-530 “Interior Limit Markers”, the small interior limit markers are for the 25M Zero Range and the large markers are for the MPMG Range. Detail 3/C530” Range Lane Markers”, the smaller signs are for the 25M Zero Range and the large signs are for the MPMG Range.

Regarding the permanent seeding of disturbed areas. Please provide a grass mix design, application rate, mulch application rate, and pacifiers or bonding additives, with the design or specification.
To be provided by UTARNG.

On sheet E-101 thru E-112 it calls for 15KV #2 conductor w/133% insulation and jacketed concentric neutral in 4" sched 40 conduit. On Sheet E601 it states "route (1) 15KV #2 conductor with 133% insulation" this is not correct. Please give the correct # of conductor.

The callouts for the wiring are correct on sheets E-101 through E-112. The same nomenclature should be used on sheet E-601.
