MATOC Site Visit Q&A

1. Will sign in sheet be posted to SAM.gov?

a. Posted

2. PPQ should be sent to Contrac�ng?

a. YES

3. State-wide MATOC requirement / preference? Should we expect work to be all over the State?

a. Work can be anywhere in Florida, but primarily majority will be North Florida

4. What would be MIN roof size?

a. This cant accurately be answered.

5. Will clearances be required for certain areas or bases?

a. Not for general construc�on or Repairs, only on a case by case basis, Like for SCIF.

6. If MIN bonding Capacity is $3 million, but the total project amount could be $5 million, how would a contractor bid that?

a. Min Bonding capacity for entry to MATOC is 3Mil, if project exceeds your Bonding Capacity and you can’t bid, we will consider that unable to par�cipate and is not held against you.

7. Is there a teaming/ joint ventures requirement? Is Teaming allowed?

a. Teaming is allowable In Accordance with FAR Part 9.6 procedures and must be legally effec�ve prior to closing.

8. Roofing requirements, how would contractor prove $100K requirement?

a. Due diligence to provide enough informa�on to sa�sfy the government is the contractors responsibility.

9. Will you consider a project that is over 50% complete but not fully complete?

a. NO

10. If all requirements are met except roof, with that disqualify the contractor?

a. All technical factors must be met to be responsive to solicita�on

11. Do you allow subcontractors past performance? Would that be considered teaming?

a. Yes, under a teaming arrangement or JV.

12. How would the on-boarding/ off-boarding of contractors work over the 5-year contract?

a. This process allows for the Government to: remove non-performing contractors, add new contractors during "open seasons".

13. Would on-board be considered sole-source or compe��ve?

a. Compe��ve during open seasons, but I do not an�cipate that ever happening.

14. Experience/ past performance, what is the Governments posi�on on keeping past performance within the state of Florida?

a. It is the technical requirement to narrow pool.

15. What did you mean by not enough par�cipa�on in the previous MATOC? Why only 8 contractors on the prior MATOC?

a. Last MATOC was price evalua�on, and was limited to 8 pool vendors, as men�on in mee�ng 3 of them have not received Task Orders.

16. Is there a requirement on where the company is based out of? Home base can be outside of state, but they have offices in Florida as well.

a. That is acceptable

17. Clarifica�on on $2K minimum? (referring to the MIN project price)

a. In accordance with Construc�on Wage Rate, anything over $2,000 require WD to be included, and is the floor for the MATOC.

18. What is the Governments defini�on of a Prime Contractor on the Commercial side?

a. Prime is the immediate hire from the Owner and controls the project, while sub-contract would not directly work for the Owner or take direc�on from.

19. What is the maximum of the contracts total value?

a. MATOC will have a SHARED capacity of 45Mil

20. Does the project’s loca�on have to be in Florida for the solicita�on rules?

a. Follow the technical requirements in sec 00110 and 00120.

21. Can you provide a list of the upcoming future projects & loca�ons?

a. We will try and accommodate this.

22. Will the construc�on projects needed be general in nature? (Not only roofing projects)

a. Yes, can range from simple to complex

23. Will the NAICS code be for only General Construc�on for the MATOC?

a. Base award will be

24. If the Subcontractor is under the $45M, would that s�ll be small business?

a. Refer to the Small Business Size standard for the NACIS in ques�on.

25. A�er pool is chosen, will it be public/ posted?

a. Yes to SAM.gov

26. Will you list the successful contractors in the unsuccessful leters that are sent out?

a. NO, it will be posted to SAM.

27. Will there be a lot of solicita�ons as soon as the new MATOC contract is awarded?

a. We expect to use new MATOC immediately, how many is undetermined.

28. When do you expect the MATOC contract to be awarded?

a. 90-120 days a�er closing.

29. Are the task orders going to be 1442? Will the Government nego�ate them?

a. Can be DD 1155 or SF 1442s.

b. Typically not nego�ate, but that can be done if needed.

30. Will there be Economic pool/set-aside?

a. Yes, if there are mul�ple companies that are as the same social economic category of 2 or more.

31. Will the MATOC include design-build or design, bid, build?

a. We cannot do Design/Build nor LPTA with-in the MATOC

32. What will be the requirement on as-builts?

a. MATOC contractor should provide red line drawings that will then go back to an AE firm to create as-builts.

33. Could there possibly be any Electric vehicle projects in the future?

a. Not an�cipated

34. Do we an�cipate the solicita�on due date to be pushed back based on ques�ons asked?

a. Not an�cipated.

35. Will you allow PPP to be submited a�er the due date because it is harder for the contractors to get them?

a. NO, they must arrive before the Closing.

36. With the requirements outlined in paragraph 3.1.1.2, would the government consider a project relevant if the offeror managed the majority of the subcontractors, interfaced with the client, managed the overall project schedule, and was responsible for the majority of the budget?

a. 3.1.1.2 explains the Process if a JV or as a Teaming arrangement.

37. SBA recently issued new guidance on past performance, sec�on 865 of the 2024 NDAA that an RFP may allow an offeror to rely on affiliates, subsidiaries, key personnel, etc. to meet the RFP requirements (FAR 15.305). In light of this, would the government consider accep�ng past performance where the prime contractor was a sister subsidiary of the offeror, and the offeror played a substan�al role in execu�ng the project (i.e., subcontractor management, safety management, quality control management, and self-performance)?

a. See above response.

38. Can you provide a list of future projects (acquisi�on forecast) including the loca�on of the work (Jacksonville, Tampa, Cape, etc), that you an�cipate being solicited under this MATOC?

a. We will atempt to get that out as soon as we can
