The solicitation advertisement lists a requirement for Limitations on Subcontracting which seems like a high percentage of self-performance by the Prime Contractor due to the specialized construction on this project. Please confirm that the Prime Contractor will be required to perform at least 15% of the cost of the contract excluding materials.

A17. Confirmed. Clause 52.219-14—Limitations on Subcontracting, is prescribed at FAR Subpart 19.508(e) for construction if any portion of the requirement is to be set aside or reserved for small businesses and the contract amount is expected to exceed $150,000. However, Section 010000, Paragraph 36. states that one of the key personnel is a Quality Control Manager. In Section 00100 it requires that a resume be submitted for the Quality Control Manager.

Regarding the above, is a full-time on-site Quality Control Manager required? Also, can the superintendent serve a dual role also serving as the Quality Control Manager?

A20. See also answers to Q2 and Q3. There is a requirement for a QC Manager, however there is no written stipulation the QC Manager be on site full time. It is up to the offeror to provide the required information in Volume 2 Part 1 Subfactor 1 to address Experience and Capability of the key construction personnel who meet the minimum qualifications stated, as well as sufficiently address Subfactor 2, Quality Control, providing a narrative that demonstrates that the QC staff, with lines of authority, is adequate to meet the contract’s requirements, etc. If QC Manager and Superintendent are proposed to be the same individual, the proposal needs to address and must clearly demonstrate the individual will be able to satisfactorily perform all duties and Quality Control will be adequate in order to be rated technically acceptable by the government.
