The solicitation advertisement lists a requirement for Limitations on Subcontracting which seems like a high percentage of self-performance by the Prime Contractor due to the specialized construction on this project. However, Section 010000, Paragraph 36. states that one of the key personnel is a Quality Control Manager. In Section 00100 it requires that a resume be submitted for the Quality Control Manager.
Regarding the above, is a full-time on-site Quality Control Manager required? Also, can the superintendent serve a dual role also serving as the Quality Control Manager?
A20. See also answers to Q2 and Q3. There is a requirement for a QC Manager, however there is no written stipulation the QC Manager be on site full time.
