SECTION 00 21 00 - INSTRUCTIONS
The following have been added by full text:
QUESTIONS AND ANSWERS AMD 0002
Question: Will this project be under Davis-Bacon with certified payroll? Please advise
Answer: Yes, Davis-Bacon payroll certifications will be required.
Question: Will the pump station M502 be in the civil scope of work as it is located beyond 5 feet of the building?
Please advise
Answer: We would typically assume that the pump station would be included at the time of other civil infrastructure in the area, with coordination for pump installation and electrical connections as needed by other disciplines.
Appropriate inspections by electrical and mechanical inspectors will be the responsibility of the contractor.
Question: Electric Water Heater detail shows an inline recirculation pump. Please provide the make and model number of the pump.
Answer: Hot water circulation pump is not required for this application.
Question: Please provide the size of the generator exhaust pipe, it's not shown on the details
Answer: Generator exhaust is indicated to be 4" on sheet M101.
Question: In the Price Breakout Schedule bid proposal, Division 8-Item 2 list Fabricated Slide Gates as an option.
In Section 01 22 00.00 10 Price & Payment Procedures, they aren't mentioned as being included in any item. Are they to be included as an option only or in the base bid also? They are obviously necessary to the construction of the
Headworks.
Answer: The headworks gates are to be priced as an option, in which case the stoplogs would be provided for initial channel installation until such a time that the gate option is utilized.
Question: Sheet S111 has Detail 1 showing the section thru pit channel. That is the only detail so I'm not sure what it is or what it is for. There is a fair amount of it in the Fish Channel so I don't feel comfortable guessing
Answer: The PIT channel is a molded channel (similar to a trench storm drain) that is custom fabricated to be full dimension through the corners to facilitate post-construction installation of an antenna system (by others). The PIT channel will be cast-in-place at the time of channel construction and will be connected via conduit to the utility trench and handhole system indicated on S120 (detail A), E102 and E501 (detail 4). See amended specification 26
05 00.00 40
Question: Can any of the Riprap be Limestone? There is a large amount of riprap that is Temporary and to be removed. Can this be limestone? It's availability is greater and better pricing. The round, natural field stone could be difficult to obtain
Answer: Rip-rap for exclusively temporary use and outside the permanent channel footprint can include limestone.
Any temporary rip-rap that is indicated to be incorporated into final grading or channel construction is to be natural round river stone, no limestone shall be accepted as a final condition.
Question: Does the qualification for the testing lab need to be in place prior to bids or can it be in process at bid time? Is a Michigan DOT certification (ACI OR NRMCA for concrete) for testing acceptable in lieu the USACE requirements?
Answer: The requirements for certification for lab testing facilities will stand as described in the bidding documents.
Per the Source Selection criteria, the contractor must identify the USACE Materials Testing Center (MTC)
Validated Laboratory anticipated to be used to satisfy contractual testing requirements. Any additional lab that may be in the process of obtaining required certifications may still be listed on a offeror's proposal, but any required certifications will need to be procured and in place prior to performing any work on the project.
Question: We are seeing reference to a specific SESC plan according to notes on the landscape print but no such plan seems to exist. Can a plan be distributed?
Answer: SESC information is shown on the sequencing sheets (C101 - C103). The contractor will be responsible for any additional SESC that may not be noted on the plans in order to maintain permit compliance with the county and other permitting agencies.
Question: Can the engineer clarify the type of permanent erosion control blanket to be used in conjunction with the river edge and upland meadow seed mixes?
Answer: Erosion control blanket is specified in 01 57 19, section 2.2
Question: Can the engineer clarify the cover for the rain gardens? Sheet L100 specifies a seed mix, but the detail on sheet L202 shows hardwood mulch.
Answer: Please provide hardwood mulch per the detail on L202 around perennials and shrubs and use the seed mix identified elsewhere. Utilize the appropriate soil erosion fabric for the slope per 01 57 19, section 2.2
Question: We are in need of a specification for the Utility Trench & Pit Channels shown on the attached drawing, Amendment 001 did not include a specification for the Utility Trench or Pit Channels?
Answer: See amended specification 26 05 00 00.40 for utility trench specification, Section 2.1.1.8.
Question: We are having trouble locating the control spec for the duplex station. Can you please provide the location for this?
Answer: See amended specification 22 13 29 for control information and updated pump operating points.
Question: Specification section 05 52 00 Metal Railings calls for Tuttle Railing’s “Sea Rail System” for the
Pedestrian Guardrail. Is the Tuttle Railing “Sea Rail System” required or would an approved equal be acceptable?
Answer: An engineer approved alternate would be acceptable. Lighting must be taken into consideration with light specified and design to meet lighting level requirements by the City. As per plans and specs, shop drawings stamped must be submitted. Shop drawings shall be stamped and sealed by registered professional engineer licensed in Michigan having at least 5 years of experience in guardrail design.
Question: Hardware Set #1. Is lever 06L or 03A required?
Answer: 06L
Question: Hardware Set #3. What is the lever design?
Answer: 06L
Question: Hardware Set #4. L9010 is a passage. BDC is nomenclature for Best SFIC. Passage function doesn’t have a cylinder.
a. Should this be a lock function?
b. The lever design is 01N. Is this the correct lever design?
Answer: A. Delete Cylinder, B: lever design 06L
Question: Hardware Set #5. Is lever design 01N correct?
Answer: Use lever design 06L
Question: Hardware Set #6. Is lever design 01N correct?
Answer: Use lever design 06L
Question: The lighted aluminum guardrail is listed within the specs to be Tuttle Railing's "Sea Rail" as the basis of design. We would like to know if local, custom metal fabricators can offer an alternate to provide the aluminum guardrail design shown in the drawings and within the specs? Other local, custom metal fabricators will not be able to receive pricing from Tuttle as they are a competitor and that does not allow for local fabricator consideration.
Please confirm that other fabricators can quote a custom welded guardrail system.
Question: Can you please verify that the generator can be quoted WITHOUT an enclosure? Drawings show the generator inside, and it would be our recommendation to have an open genset application without a metal/protective enclosure.
Answer: Yes, the generator is inside a building and does not require an enclosure.
Question: Is bypass isolation required for the automatic transfer switch, or can the ATS be service entrance rated with open/programmed transition? It is hard to tell whether the spec is referring to the manual transfer switch or the
ATS-1 for bypass capabilities.
Answer: No bypass isolation is required for ATS. ATS is service rated with open/programmed transition.
Question: Please confirm the height of the piles under the existing bridge (L -223). Is it 15’ below new board walk deck or river bottom at this location? Please note that the plans shows river side piling 4’ above the finish deck.
Answer: Detail 3 on L223 indicate that piles are to be driven 15' below grade (river bottom).
