SECTION 00 21 00 - INSTRUCTIONS
The following have been added by full text:
QUESTIONS AND ANSWERS
Question: There are a number of Government Furnished Material and Equipment. Can you provide a cost for these items as Michigan State Use Tax will be applicable to them?
Answer: Government Furnished Material is estimated to be $215,000
Question: Is there a required contract completion date or days? I have not been able to find this in the specifications or the solicitation. It states “See 52.211-10ALT1” in box 11, but I do not find that section in the solicitation or the specifications.
Answer: This is a clause in Section 00 70 00 of the solicitation
Question: The wage determination information references the State of Illinois. Given this project is in Traverse
City, should the determination reflect the State of Michigan?
Answer: Both Wage Determinations are in the solicitation
Question: FAR 52.236-27 states to contact Mr. Chris Schropp to arrange for a site visit. Are contractors allowed to visit the site on their own without contacting Mr. Schropp?
Answer: The site is open to the public and contractors are allowed to visit the site on their own without contacting
Mr. Schropp
Question: I need clarification on the thickness of calcium silicate on generator exhaust piping and muffler table 7 is unclear to me
Answer: 4" of calcium silicate is required on the generator exhaust piping http://www.sam.gov/
Question: Can you provide guidance on what work the specification Section 02 32 00 (Subsurface Drilling, Sampling, And Testing) applies to? It states “Geotechnical borings have been completed to inform the design of this project. Geotechnical borings and geotechnical report are provided as an attachment to this section. Provide the data to determine the type, nature, and characteristics of subsurface materials and the extent and conditions of the various materials as they exist to the depths and at the locations specified. This is to be accomplished by means of auger borings, drive sample borings, undisturbed sample borings, or test pits as necessary for construction of the project.”
I do not see any locations specified within the plan set.
Answer: This specification is provided in the event that further subsurface exploration is required or authorized by the project. At this time, no further geotechnical borings are anticipated to be required, unless desired by the contractor to further identify conditions the help with installation or equipment selection.
Question: FAR 52.211-10 references a date of 1 December 2022 for “Construction Substantially Complete, Pending
Final Establishment”. Can you please identify what scopes of the work fall under the definition of “Construction
Substantially Complete”?
Answer: Substantial Completion shall include: Labyrinth and Low Flow Weir installed, Temporary sheet piling removed, Naturalized channel with riprap bank protections, riffles, large wood and control weir in place, Headworks and research channel completed, Gates installed, tested and any manufacturer startup complete, safety devices and lockouts complete and in place, Stoplogs for divider and channel/structure closure provided and test installation of all stoplog components completed and accepted, Research building fully constructed and certificate of occupancy granted, Park open to the public and connectivity of sidewalks/boardwalks and pedestrian bridge complete, Watermain and utilties complete and accepted by CoTC, Asphalt paving complete, Open to river traffic (portage complete).
Question: Page 14 refers to drawing S-111 for the control weir. Drawing S-111 calls out detail 2/S-111 for the detail. On Detail 2/S-111 it show that the bottom elevation is 576.00. If 576 is the correct elevation the end of the footing closest to the fish passage will be on 4 feet of fill. Is it the USACE’s intention to install this on fill?
Answer: This area will require some fill to achieve final design grades. Generally excavation and backfill are covered by Specification 31 23 00.00, with specific references to 3.10.2 for 'Structures, Spread Footings and
Concrete Slabs'. This area also subject to temporary and final channel construction details (see Sheet C101 and
C104)
Question: Will the City of Traverse City waive watermain and city permit fees?
Answer: Yes, per Frank Dituri, watermain tap fees will be waived. Per John McWethy, City will also waive permit fees.
Question: Sheet C100: How are we to protect trees when sheet piling and storm sewer construction are interfering with these areas? Saving the trees is also cutting off critical access in an already constrained site. How will these areas be dealt with and will consideration be given to clearing these areas?
Answer: The owner acknowledges the site is tight for space. The owner and engineer will provide an update on the clearing limits and the apparent conflict with the storm sewer, but we do not anticipate large scale revisions of the clearing limits at this location or any others at this time. If further information is required it will be provided in a future amendment.
Question: Sheet S120: Can you provide more detail on what these are or provide guidance on where to find the detail.
Answer: This is a utility trench for the post-project installation (by others) of the PIT antenna system. It is further described on sheet E102 with additional detail on E501 (detail 4). Locations and details for the PIT channel are also located on sheets S110 and S111. This is intended to be a plastic utility trench for the owner's use to install an antenna monitoring system after the project is completed.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.
