The amendment mentions that " Contractors are strongly urged to ensure their offered prices are balanced". What does this refer to? Please explain
A quote is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the quote will result in the lowest overall cost to the Government even though it may be the low evaluated quote, or if it is so unbalanced as to be tantamount to allowing an advance payment

For line item 36 and 37 (delivery and pickup), the quantity is 1. Is this quantity for 1 round trip or 1 total cost for entire Task order?

For line item 36 and 37 (delivery and pickup), number of total round trips cannot be anticipated precisely in advance. Do you still need total cost for line item 36 and 37?

Overall price schedule-
Item 12- the difference in the weekly rate and the monthly rate is the actual rental costs of the equipment once it is set up and functioning, the actual rental rate needs to be its own line under item 12 beyond the set up and tear down anther line. The set up and tear down is the same if it’s a week or a month.
Delivery and Pick-up will be priced out per delivery order. Delivery and Pick-up costs should be omitted from lines 28 and 29 of the “OVERALL PRICE SCHEDULE” and left BLANK. As a result, if delivery and pick-up prices are included in the “OVERALL PRICE SCHEDULE” they will be disregarded and not evaluated. Delivery and pick-up costs for ALL items in the “Seed Delivery Order Price Breakout Schedule” should be included in lines 36 and 37 of the “Seed Delivery Order Price Breakout Schedule”.

Overall price schedule- Items 28 & 29 – Are these items the same as 36&37 and they are supposed to represent the total cumulative cost for all the items above based on 36&37 from amendment 3? Having a per truckload delivery and removal price would be more beneficial for the government in case things can be grouped together when ordered. Otherwise the contractor is forced to assume that each delivery will only have one item on it and a lump sum one-time payment for everything to be delivered. Item 11- Telescopic crawler crane needs to have its own delivery, setup, teardown, and return line item along with the weekly and monthly rental rates.

Seed Delivery Order Price Breakout Schedule-
Items that have a quantity of more than one- does the contractor put in the pricing for a single unit per week and month or do we put in the weekly and monthly rate in total for the quantity listed? The monthly rate is based on 28 days and 3 weeks usually are very close in price to a month. The contractor is going to expect payment for 3.5 months would be 3 months and 2 weeks rental rates based on the price sheet which would be higher than what I assume is the thought process of 4 months minus 2 weeks. Does the total column need to be per piece or quantity x each piece-example- 2 cranes are listed in item 1- $1.00 / week and $3.00 / month- 3.5 months total is $ 11.00 for each piece and $22.00 for both pieces. Does the weekly rate need to be $1.00 or because the quantity is 2 then $2.00 for the weekly and $3.00 each month or $6.00 for the two pieces. No clear way to get the intended math for the total and each rate breakdown.
The pricing for weekly/monthly/totals should equal the price for the quantities listed in the specific line item of the “Seed Delivery Order Price Breakout Schedule”. For example, two (2) cranes are listed in item 1. If the price of one (1) crane is $1.00/week and $3.00/month, the weekly rate should state $2.00 and the monthly rate should state $6.00 to reflect the quantity requested in the line item.

Items 36&37 based on amendment 3 are one lump sum total. Base bid and options. We know the quantity of base bid and options, but not sure how many of the options will be awarded. The contractor is forced to ensure that delivery and pickup are covered and have to assume that each optional item may be the only thing ordered and have to be delivered as its own trip. If this was lump sum for the total trips to deliver all the base bid items and per truckload for optional items, at least the potential needed trips could be expressed by the load and not an assumption of how many loads to fulfill the optional items. Same as items 28&29 in above comments apply here also.
The Government’s intent is to award ALL options within 60 days of contract award. Pricing for delivery and pick-up (lines 36 & 37 of the “Seed Delivery Order Price Breakout Schedule”) should reflect delivery and pick-up of all items in the price schedule based on the period of performance dates listed on the price breakout schedule.
