SECTION 01 10 00 – SUMMARY OF WORK
PART 1 GENERAL
1.1 SECTION INCLUDES
A. Site Conditions
B. Site History
C. Subsurface and Environmental Conditions
D. Scope of Work
1.2 SITE CONDITIONS
A. Location of Work
1. The Work under this Contract is to be performed within Lower Rouge River – Old
Channel (LRROC) in Wayne County, Michigan. The Work shall be performed within three primary areas:
a. The Remediation Area
b. Honeywell Site Staging Area
c. Pointe Mouillee Confined Disposal Facility (CDF)
2. The areas are further described herein and together comprise the Limits of Work shown on the Engineering Drawings. The Contractor access to and use of the properties within the Limits of Work shall be in accordance with the Technical Specifications. The Contractor will be strictly monitored by the Government for compliance with these restrictions. No access or activities by the Contractor will be allowed outside the Limits of Work shown on the Engineering Drawings unless pre-approved by the Government.
B. Site Description
1. The LRROC is located in Detroit, Wayne County, Michigan, in a highly industrialized area along the northern and western boundaries of Zug Island. The LRROC is a 1.5-mile-long channel connecting the Detroit River with the Rouge River around Zug Island. Flow in the LRROC is primarily governed by the conditions of the Detroit River, with surface water entering from the Detroit River at the northeast end of Zug Island, then flowing counterclockwise around Zug Island to the confluence with the main branch of the Rouge River.
2. The LRROC is surrounded by industrial developments dating back to the late 1800s.
Discharges, predominantly from former industry, have contributed to the accumulation of polycyclic aromatic hydrocarbons (PAHs) and non-aqueous phase liquid (NAPL) within the sediments of the LRROC.
3. The LRROC contains a federally authorized navigation channel maintained by the U.S. Army Corps of Engineers (USACE). For the majority of the LRROC, the authorized limits of the navigation channel are 100 feet wide with authorized water depths of 17 to 25 feet relative to the low water datum of 571.1 feet International Great Lakes Datum of 1985 (IGLD 85) (571.27 feet North American Vertical Datum of 1988 [NAVD 88]). Due to relatively stable sediment conditions, the LRROC is dredged infrequently for channel maintenance. Areas of the navigation channel with water depths
Rouge River Area of Concern, Detroit, Michigan 01 10 00 - 2 Final Remedial Design Revision: 00 less than the authorized depth are typically limited to edges of the channel leading to steep riverbank slopes.
1.3 SITE HISTORY
A. The LRROC is a part of the Rouge River Area of Concern (AOC), a Great Lakes site recognized by the U.S. Environmental Protection Agency (USEPA) Great Lakes National Program Office (GLNPO) and the Michigan Department of Environmental Quality (MDEQ) as having beneficial use impairments (BUIs).
B. The following reports summarize the investigations, assessments, and design work completed to date for the Remedial Design of the LRROC Site:
1. Final Remedial Investigation Report for Lower Rouge River – Old Channel Site, Detroit, Wayne County, Michigan, Revision 3. Prepared by Weston Solutions. Prepared for the U.S. Environmental Protection Agency. September 10, 2012.
2. Lower Rouge River – Old Channel Final Feasibility Study Report. Prepared by AMEC Environment and Infrastructure, Anchor QEA, LLC, and Environ International Corporation. Prepared for Honeywell International, Inc. August 2013.
3. Basis of Design Report Lower Rouge River – Old Channel. Prepared by Anchor QEA, LLC, EA Engineering, Science, and Technology, (MI) PLC, AMEC Foster Wheeler Environment and Infrastructure, and Ramboll Environ. Prepared for USEPA GLNPO Office and Honeywell International, Inc. July 2016.
C. Remedial Action Levels (RALs) developed for the LRROC are presented in Table 1.

1.4 SUBSURFACE AND ENVIRONMENTAL CONDITIONS
A. Multiple subsurface investigations have been conducted within the LRROC and are presented in the documents described in Paragraph 1.3.B herein.
B. Geotechnical investigations identified four primary strata within the LRROC, including (listed downward from the surface) soft sediment deposits, interbedded alluvial and/silt/clay, lacustrine clay layer, and glacial till. These deposits are similar throughout the LRROC, except in the following three locations where the depth to lacustrine clay is deeper:
1. In front of the former Detroit Coke and Tar Plants.
2. In front of the AK Steel Water Intake Plant.
3. Near the Superior Materials Cement Plant.
Rouge River Area of Concern, Detroit, Michigan 01 10 00 - 3 Final Remedial Design Revision: 00
C. Environmental investigations conducted within the LRROC identified a large range of PAHs and NAPL in sediment, resulting in elevated Interstitial Water Toxicity Units (IWTU) and Equilibrium-partitioning Sediment Benchmark Toxicity Units (ESBTU) values throughout the LRROC. Maps showing the range of exceedances are provided in the Pre-Design Investigation Report prepared for the LRROC Site (EA 2016; Appendix C to the Basis of Design Report).
1.5 SCOPE OF WORK
