Re: Lower Rouge River – Old Channel: Water Quality Monitoring Approach

This memorandum presents an overview of the anticipated water quality control measures and monitoring protocols to be implemented as part of the sediment remediation of the Lower Rouge River – Old Channel (LRROC). Remedial activities include the installation of a permanent sheet pile wall along the shoreline of the northern bank of the LRROC, dredging and capping of contaminated sediments, and other temporary shoring installations and backfill to support sediment removal along submerged slopes.

Construction methodology and approach will be the first means of minimizing water quality impacts during remediation. By implementing best management practices (BMPs) as outlined within the Basis of Design Report (e.g., use of a sealed bucket, spill plate, watertight barges, etc.), combined with careful equipment operation, and contractor vigilance, the resuspension of fine particles can be minimized. Control measures, such as floating booms and turbidity curtains will also be used to control turbidity during construction.

To evaluate the performance of construction practices and control measures and to determine compliance with State and Federal laws and permits, water quality will be monitored during active construction. Turbidity will be the principal metric for water quality monitoring. Turbidity measurements will serve as a surrogate for total suspended solids (TSS). As opposed to TSS, turbidity can be measured in real-time and can provide an immediate indication of water quality conditions. Turbidity will be measured in nephelometric turbidity units (NTU) at points downstream of the construction operations.

Turbidity measurements will be compared to ambient water quality conditions measured at a designated background monitoring point (the background monitoring location may be

Water Quality November 23, 2016 adjusted during construction based on site conditions). The background monitoring point will be located beyond the direct influence (typically upstream) of construction related activities. A control limit of 50 NTU or 1.5 times background measurements, whichever is greater is anticipated based on feedback from the Michigan Department of Environmental Quality (MDEQ).

CONSTRUCTION EVENTS

Given the complex nature and duration of this remediation project, protective measures and water quality monitoring will be tailored to each specific construction activity. It is anticipated that the permanent sheet pile wall installation and associated activities will occur in 2017. Dredging, capping, and backfill operations are anticipated to start in 2018. The following sections present specific control and monitoring methods to be utilized based upon the specific construction activity or event. Generally, due to the nature of the activities anticipated in 2017 (i.e., planned activities are not expected to generate significant turbidity), a manual water quality monitoring approach is proposed. An automated continuous monitoring system is proposed during full scale dredging, capping, and backfill activities planned for 2018 due to the greater potential for these activities to generate ongoing turbidity.

Permanent Sheet Pile Wall Installation (2017) Prior to dredging, a permanent sheet pile wall will be installed along the northern bank of the LRROC. The proposed wall alignment runs parallel to the shoreline approximately from STA 8+90 to STA 33+60 as shown in the design drawings (note: final sheet pile wall alignment may be refined based on ongoing design analyses). Oversized debris that would obstruct the sheeting installation will need to be removed prior to construction. It is anticipated that debris will be removed in a narrow band along the shoreline within the “template” for sheet pile wall. This debris removal and installation is anticipated to be completed during the 2017 construction season. The following protective measures and water quality measures are proposed during debris removal and installation of the permanent sheet pile wall:

• A turbidity curtain will be installed parallel to shore outboard of the debris removal area along the length of the wall alignment that is subject to active construction. The curtain will be connected to shore at the upstream and downstream ends. The attached drawings (Drawings C-109, C-110, and C-111) illustrate the anticipated alignment of the turbidity curtain; it should be noted that the actual alignment will be selected by the contractor and may be divided into small discrete sections enclosing the area of active work as opposed to the entire shoreline.

• Floating oil booms will be deployed, if necessary, adjacent to the turbidity curtain to help absorb surface oils and films, if visually observed during construction.

• Manual (handheld) turbidity monitoring will be performed 3 times per day or when an obvious (large) turbidity event is visually apparent outside of the turbidity curtain during debris removal and sheet pile wall installation. If necessary, additional handheld turbidity readings will be taken if significant turbidity generating activities are performed that don’t align with the planned readings 3 times per day

− Turbidity measurements will be collected at mid depth of the water column.

− Turbidity measurements will be collected at three locations:

1. “Background” monitoring location, located upstream of work area,

2. “Near-field” early warning location approximately 300 feet downstream of the construction

3. “Far-field” compliance monitoring location approximately 600 feet downstream of the construction.

− A control limit of 50 NTUs or 1.5 times background measurements, whichever is greater, will be utilized for assessing compliance at each of the three monitoring locations, three times per day.

− If monitoring data indicate no exceedance and minimal impact to water quality during sheet pile wall installation over an extended period of monitoring (e.g., 10 consecutive days), the Engineer will propose to reduce or suspend daily monitoring unless operations change or a visual turbidity plume is observed.

− If handheld turbidity monitoring is deemed insufficient due to the frequency/duration of turbidity generating activities, real-time automated turbidity monitoring will be performed as described in the next section.

Dredging, Capping, and Backfilling (2018) Contaminated sediments are targeted for removal from the LRROC, as shown on the design drawings. Only material from within the remedial boundary as indicated on the design drawings will be removed. Dredged sediment and incidental debris will be collected and transferred to an offsite location for final disposal. No in-water disposal or side casting of dredged material will be allowed. The following protective measures and water quality monitoring are proposed during dredging, capping, and backfilling operations.

• Dredging and small debris (i.e. not requiring special equipment) removal will be conducted within a fully-enclosing turbidity curtain (moon-pool configuration). Spill aprons or other control devices will be utilized when loading and unloading debris and dredged material into transport scows/barges.

• Floating oil booms will be deployed, if necessary, within the work area (moon pool) to help absorb surface oils and films, if visually observed during construction.

• The Contractor will be required to have a work vessel and crew dedicated to addressing sheens, if any, observed outside of the moon-pool configuration. The crew will use oil booms and pads to address sheens to the extent practical.

• During dredging, turbidity measurements will be collected in real-time at three stations using automated monitoring buoys.

1. The background station will be located upstream of the work area, beyond the influence of construction related activities.

2. The near-field (i.e., early warning) station will be located approximately 300 feet downstream of the work area.

3. The far-field (i.e., compliance) station will be located 600 feet downstream of the work area.

• Turbidity measurements will be collected at mid depth of the water column at 10 minute intervals at each station. A rolling average of six consecutive readings (1 hour) for each location will be used as the basis of comparison against the control limits.

• A control limit of 50 NTUs or 1.5 times background measurements, whichever is greater will be utilized at the far-field compliance station.

• Sustained turbidity above the control limit for 1 hour, or the calculated 1-hour average above the control limit, at the compliance station, will constitute an exceedance of the control limit and trigger response actions including enhanced

BMPs (e.g., reduced dredging rate), additional turbidity controls, and even stop work if the additional measures are not successful in reducing turbidity to within acceptable limits.

• If an obvious outlier (determined through statistical analysis of monitoring data) appears in the monitoring data, it will be eliminated from the rolling average.

• The near field station will serve only as an early warning to the contractor and engineer of potential turbidity issues to which they can respond accordingly. For example, if the near-field station indicates turbidity readings above 50 NTU or 1.5 times background, it will trigger enhanced BMPs as noted above, but will not require a stop work.

Structure Removal (2017 and 2018)

A select number of existing in water and nearshore structures will be removed as part of the remediation. Structures to be removed primarily include pile supported docks, fender piles, and dolphins along the former Detroit Tar and former Detroit Coke property. In some cases, these structures will be replaced following dredging activities. Pilings will likely be removed and replaced, where required, by vibration which is anticipated to generate limited turbidity, if any, therefore the use of turbidity curtains is not recommended for this activity. It is anticipated that structure removal will occur during 2017 in conjunction with sheet pile wall installation (within a narrow corridor along the alignment of the wall) and during the 2018 construction season in conjunction with dredging operations, depending on the nature and location of the structure. Water quality during structure removal will be monitored either manually or by automated measurements.

• Manual (handheld) turbidity monitoring will be performed 3 times per day or when an obvious (large) turbidity event is visually apparent during active structure removal in 2017 associated with the sheet pile wall alignment.

− Turbidity measurements will be collected at mid depth of the water column.

− Turbidity measurements will be collected at three locations;

1. Background monitoring location located upstream of work area.

2. “Near-field” early warning location approximately 300 feet downstream of the construction.

3. Far-field compliance monitoring location, downstream (600 feet) of work the area.

− A control limit of 50 NTUs or 1.5 times background measurements for assessing compliance at each of the three monitoring times per day, whichever is greater, will be utilized.

• During structure removal and replacement in 2018, turbidity measurements will be collected in real-time utilizing the three automated monitoring buoys stations, as described above for dredging, capping, and backfilling operations.

o Approach and control limits will be consistent with that described above for dredging, capping, and backfilling operations.

Over-sized Debris Removal (2017 or 2018)

Oversized debris such as trees, sunken piles, cars, boats, etc. have been tentatively identified within the dredge area as part of the remedial investigations and pre-design studies.

Removal of over-sized debris will occur prior to dredging in localized areas likely using a grapple or other mechanical devices. The Contractor may elect to remove over-sized debris in parallel with sheet pile wall activities or directly preceding dredging activities depending on equipment availability and construction sequencing. The following conditions will apply during removal of oversized debris.

• A modified mobile resuspension system (i.e. working off the back of the dredge barge with stand-alone turbidity curtains attached to the shoreline as on the Drawings) will be used for oversized debris that can be reached and removed with this method. If turbidity curtains and floating booms are not practical, given the variable size of debris and associated safety concerns, turbidity controls will not be used.

• If the Contractor elects to remove oversized debris in 2017 in parallel with the permanent sheet pile wall activities and prior to the commencement of dredging, capping, and backfill activities in 2018, manual (handheld) turbidity monitoring will be conducted in accordance with the plan outlined above for structure removal and briefly summarized below:

− Turbidity measurements will be collected at mid depth of the water column.

− Turbidity measurements will be collected at three locations;

1. Background monitoring location located upstream of work area.

2. “Near-field” early warning location approximately 300 feet downstream of the construction.

3. Far-field compliance monitoring location, downstream (600 feet) of work the area.

• If the Contractor elects to remove oversized debris in 2018 directly proceeding dredging operations, turbidity measurements will be collected in real-time utilizing the three automated monitoring buoys stations as described above for dredging, capping, and backfilling operations. Approach and control limits will be consistent with that described above for dredging, capping, and backfilling, operations.

Response Actions and Limitations

Turbidity measurements will be recorded daily. Water quality exceedances or significant changes in control methods or construction practices due to water quality will also be documented.

Should the control limit at a compliance monitoring station be exceeded, the equipment calibration will be verified and an independent measure of turbidity will be made with a second hand-held turbidity monitor to validate the exceedance and to assist in determining the likely source/cause of the turbidity. If the exceedance cannot be reasonably attributed to the site activities, the work will continue. If the exceedance can be reasonably attributed to site activities, there will be a temporary work stoppage, all turbidity controls will be inspected and additional BMPs will be immediately implemented. This may require a change in work practices or the addition or repair of turbidity/erosion control measures.

Work will resume after the cause of the exceedance is identified and corrected and if after a 30 minute period, no single turbidity measurements at the far-field compliance station exceeds the control limit.

The proposed control methods and monitoring procedures are based upon the anticipated site conditions. Changes in site conditions and observations made during construction may dictate the need to modify or change control measures, construction practices, and or monitoring methods.

This notice must be displayed at the site of work.

Laminating this notice or utilizing sheet protectors is recommended.
