This amendment to the solicitation for the Lock Control System Modernization project at Allegheny Lock and Dam #5 provides responses to contractor questions and revises sections of the specifications and drawings. The upgrade involves replacing the existing DeviceNET infrastructure with a new interlocked control system using Ethernet/IP communication. Major requirements include installing new HMIs and PLC components, upgrading gate control VFDs to use Ethernet/IP, replacing limit switches, and integrating the system with existing fiber optic cabling. The contractor must also remove obsolete electrical equipment and dispose of construction waste appropriately. The period of performance is 365 days from notice to proceed. The solicitation is open only to small businesses and has a value between $500,000 to $1 million.

QUESTIONS AND ANSWERS
RESPONSES TO QUESTIONS RECEIVED (1 - 18)
Q1: Regarding the clauses incorporated by reference, is there CUI “Controlled Unclassified Information” in this contract?
A1: Yes, there is CUI in this contract.
Q2: Regarding the clauses incorporated by reference, is the contractor required to implement NIST SP 800-171?
A2: It is recommended that the Contractor implement NIST SP 800-171, but it is not required at this time.
Q3: Reference Specifications Section 01 45 00.00 08, Paragraph 3.4.3 Does the Specialized Personnel - Electrical Engineer QC listed in paragraph 3.4.3 need to be onsite at all times that the CQC Site System Manager is on site and are they allowed to have any other duties besides their CQC role while onsite?
A3: See specifications section 01 45 00.00 08 paragraph 3.4.3 for clarification. The paragraph specifically indicates that the Electrical QC shall not have other duties, be responsible to the CQC system manager and be onsite when their discipline work is occurring.
Q4: Specifications Section 40 60 00, Paragraph 2.18.1 refers to purchasing M&C software license updates. We assume this is an extended license for software already existing at the Lock that needs renewed. We are already purchasing PLC Programming Software (RSLOGIX5000) and HMI programming software (FACTORYTALK ME) for installation on the Government Furnished Laptop. You are obligated to FactoryTalk Plus HMI software because the new HMIs at CS1 and CS2 are called out as PANELVIEW PLUS7 in the BOM. We are uncertain what is meant by M&C software license. From the remaining description in 2.18, it sounds like this additional software is an alarming, reporting, and long term Historical Database package.
a. From the internet, there are several companies that call their software M&C.
b. We are not sure if you are just using the generic term M&C (Monitoring and Control).
c. We do not believe that either of the two software licenses that we intend to provide has ALL of the additional functionality listed in section 2.18.
d. The spec refers to a “central station computer”. (paragraph 2.18.4, a) We are not aware of this computer from the specifications or plans.
Questions (1-3)
1. Please provide the exact software name, manufacturer, and part number that you are requesting.
2. Please indicate where, which computer, this extended software license needs to be installed / is already installed.
3. Please indicate if we are required to modify this software in any way, such as: add new data points to monitor, create new reports, or create a new historical database.
A4:
1. FAR regulations prohibit us to name specific manufacturer’s/part numbers without prior justification and approval. The solicitation documents have been developed using the salient characteristics and requirements. If the contractor chooses the hardware outlined in this question, then the software outlined in this question is acceptable for installation on the Government Furnished laptop. All M&C (HMI) software requirements in specs are not necessarily needed to be implemented under this Contract, rather Contract drawings should serve as the primary functionality guidelines.
2. This software will only need to be installed on the Government Furnished laptop. Currently, the programming laptop has programming software installed, so all software/licensing will be the responsibility of the Contractor. The provisions outlined in paragraph 2.18.1 are to ensure that the programming software installed will be updated with necessary security patches and bug fixes for a period of 5 year at no additional cost to the government. The “Central Station Computer” is not used in this contract and reference to it in the specifications should be ignored.
3. The software will at minimum need to be migrated to the new software. The existing system did not have physical interlocks, so adjustments will need to be made in the software to account for that.
Q5: We are required to replace (4) VFD buckets and (4) Bypass Contactor buckets in the MCC. The existing MCC has 8 doors and 8 sections for this equipment.
a. Drawing E-609, single line power drawing shows the VFD and Bypass Contactor as separate buckets, each with its own Breaker.
b. Drawing E-658 shows a single breaker feeding both the VFD and Bypass Contactor.
Questions (1-3)
1. Please indicate whether 1 breaker or 2 is correct.
2. Please indicate if we should provide a single door that covers both the VFD section and the BYPASS section, or if we should include 2 separate doors as with the current configuration.
3. Please modify the schematic on E-658 if you decide to have 2 Breakers.
A5:
1. The new system will utilize 1 breaker instead of 2. The one line diagram E-609 is updated, see the amendment W911WN21B8005-0001.
2. A single door to cover both sections is acceptable.
3. No change is needed to update E-658, the one line diagram E-609 is updated instead to show a single breaker.
See amendment W911WN21B8005-0001.
Q6: Drawing E-658. The input contactor to the VFD (IC) seems problematic. If you have the selector switch in BYPASS MODE, contactor IC is OFF. Therefore, the VFD is OFF. Therefore, the I/O board on the VFD is OFF. Therefore, the INPUT (BYPASS MODE) on the drive I/O will not correctly indicate to the PLC when the System is in BYPASS, nor the other input signals (BYPASS OPEN) and (BYPASS CLOSE). Our previous experience with USACE has been that Rockwell has removed contactor IC and the VFD is always energized. Some VFD’s have a separate “control power only” source, but this is not indicated on the current schematic.
Questions (1-2)
1. Please provide a corrected control scheme and/or drawing.
2. If the control system of the VFD is to be powered from separate 120VAC or 24VDC, please indicate the source.
A6:
1. The VFD drawings E-655 through E658 are updated to remove the IC contacts and have the VFD powered at all times. See amendment W911WN21B8005-0001.
2. Separate source is not necessary.
Q7: Drawing E-402, note 3 discusses the new limit switches. The current switches are simple proximity sensors. Note 6 describes new guarding for the switches to prevent damage from debris.
Questions (1-2)
1. Should the replacement switches be any type of generic proximity sensors, or are we obligated to provide “GO SWITCHES/TOPWORX brand” as typically required at new USACE locations?
2. Please indicate details of what type of protective guarding you require for these switches. We do not understand how to provide a watertight/weatherproof mounting AND maintain the capability to adjust the switches left and right.
A7:
1. FAR regulations prohibit us to name specific manufacturer’s/part numbers without prior justification and approval. The solicitation documents have been developed using the salient characteristics and requirements.
The parts chosen must match the outlined parameters in the specifications.
2. The protective guarding is to protect the switches from damage from debris in a flood event. The guarding can be made to be removed to adjust the position of the limit switches. Adjustments will not need to be large, so a guard that allows for coverage of the switches plus several inches on either side should be acceptable. The mounting/guarding does not need to be watertight/weatherproof as long as the limit switches are rated IP 68 or higher.
Q8: Specifications Section 25 05 11.00 28
Questions (1-4)
1. Is the sensitive data in this section considered to be CUI (Controlled Unclassified Information)?
2. Does UCIC-MCX consider the control network to be a single individual OT Subsystem as defined in Part 1.4(v)?
3. Will the control network be interconnected to any other OT Subsystem, OT Closed Restricted System, OT Restricted Interconnect System, or OT Connected System as defined in Part 1.4?
4. Is it acceptable for the control network to have a flat architecture without segmentation?
A8:
1. Yes, sensitive data outlined in Specification Section 25 05 11.00 28 is considered to be CUI along with all control layout drawings.
2. The system is an OT Closed Restricted System as defined in paragraph 1.4.
3. The system should not interconnect with any other systems under this contract.
4. Segmentation is required.
Q9: Regarding the replacement of the valve heads on the Auma Actuators, would the contractor be required to provide any additional AUMA parts, besides the Government Furnished Equipment, to complete this installation?
A9: The contractor should consult with AUMA to ensure that no additional parts are necessary, but to our knowledge everything necessary should be included in the GFE.
Q10: Cross Passageway Pumping. Although the USACE is going to perform the initial pumping and cleaning of the Cross Passageway, the Contractor will have to pump the Cross Passageway on a couple of occasions, since demolition will have to take place after the cable upgrades are complete.
Questions (1-2)
1. Can the water in the Cross Passageway be pumped directly into the Lock Chamber?
2. Can the Contractor request the date for the initial pumping and cleaning from the USACE? If cleaned by the USACE prior to the Contractor requiring access, a high water event could deposit debris and silt that will have to be removed from the Cross Passageway prior to the required access by the Electricians.
A10:
1. Pumping water from the crossover into the lock chamber is acceptable.
2. The USACE pumping/cleaning schedule is subject to availability and is anticipated this will be performed prior to the Contractor arriving on site. Should a high water event occur after the USACE cleanout and prior to Contractor access, USACE will address the need for additional debris clearing at that time.
Q11: Specifications Section 01 45 00.00 08, Paragraph 3.4.2 and 3.4.3
Questions (1-2)
1. Please confirm that the CQC Site System Manager can also have the role of SSHO (Site Safety and Health Officer).
2. Does the Specialized Personnel - Electrical Engineer QC listed in paragraph 3.4.3 need to be onsite at all times that the CQC Site System Manager is on site?
A11:
1. Per 01 35 26.00 08 paragraph 1.6.1.1.1 and section 01 45 00.00 08 paragraph 3.4.2 the role of SSHO and CQC manager can be filled by the same person. If one person is filling both roles they must meet the qualifications for both.
2. Per section 01 45 00.00 08 paragraph 3.4.3 the Electrical Engineer QC is required to “be on site be physically present at the construction site during work on the specialized personnel's areas of responsibility”
Q12: Is there a designated lay-down area for the contractor’s trailers and materials and if so, can the location and size of the area be identified?
A12: The contractor laydown/parking/storage area is outlined on drawing E-401. The area is approximately 19’ x 170’.
Q13: Can temporary power from the existing facility electrical service be made available for use by the Contractor or will a temporary electrical service be required?
A13: Contractor is responsible for all utilities. See Specifications SECTION 01 35 00.00 08 paragraph 1.6.5
Q14: In regard to the crossover pumping, can the Government provide an estimate on how many gallons a minute we will need to pump, and if this will be a sustained pumping throughout our entire onsite work or just at times?
A14: An initial pump out is underway to functionally dewater the crossover. Once complete, specification SECTION 01 35 00.00 08 paragraph 1.15 will be updated with the specifications of pumps used (current pump specs from previous attempts are listed). Crossover will only need to be dewatered while work is necessary in the crossover. The specifications has been revised to provide a more current status of the crossover conditions. See amendment W911WN21B8005-0001.
Q15: - In regard to the crossover pumping, if we utilized electric pumps, are we able to use the Government electricity or do we have to provide our own?
A15: Contractor is responsible for all utilities. See Specifications SECTION 01 35 00.00 08 paragraph 1.6.5.
Q16: I’m looking for clarification on the Interlock Cabinet. I don’t recall seeing this cabinet. Is this the new cabinet, that was briefly mentioned, that the vendor is to provide?
A16: That is correct, the Interlock Control Panel is a new enclosure to be provided by the Contractor.
Q17: If the answer to question 16 is yes. Is this cabinet to be located in the Power House?
A17: That is correct. See DWG# E-404 for proposed location on the second floor of the Power House. Note that existing air lines/equipment may need to be relocated.
Q18: We believe the scale is incorrect on some of the drawings. Below are the drawings and what we think the correct scales are.
- E-402 & E-403 (Scale on Drawings is 1/8”=1’, should be 1/16”=1’)
- E-404 (Scale on Drawing is ¼”=1’, should be 1/8”=1’)
A18: Scales have been updated. See Amendment W911WN21B8005-0001

00 73 00 - 06 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
a. This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with FAR clause 52.249-10 entitled "Default (Fixed-Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied.
(1) The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.
(2) The unusually severe weather must actually cause a delay to the completion of the project. This delay must be beyond the control and without the fault or negligence of the Contractor.
b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.
MONTHLY ANTICIPATED ADVERSE WEATHER DELAY
WORK DAYS BASED ON (5) DAY WORK WEEK
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
14 13 9 9 9 8 8 7 7 6 9 13
c. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the Contractor will record on the daily CQC report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more on the Contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph b. above, the Contracting Officer will convert any qualifying delays to work days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with FAR clause 52.249-10 entitled, "Default (Fixed-Price Construction)".
d. The anticipated adverse weather work days listed above are based on days with precipitation greater than 0.1 inch and/or maximum temperature below 32 degrees F. The numbers shown represent the number of work days (not calendar days) normally expected to have these particular weather conditions based on historical data. The actual number of days will vary. This information is furnished for computation of possible time extensions due to weather delays and is not intended to imply that no work can be done on these days. The Contractor shall make his own determination of the effect of these conditions on his operations under this contract, and schedule his work accordingly.
