QUESTIONS AND ANSWERS (1-8):
A total of 8 questions were received on this project. Listed below are the questions and answers:
Q1: Reference Specification Section 31 63 41.00 14, Paragraph 1.7. Does the prime contractor need to meet the 5-years experience in secant pile installation, or can a subcontractor meet those requirements?
A1: The 5-year experience requirement can be fulfilled by a subcontractor on behalf of the prime contractor, or the prime contractor themselves, whichever single firm is most directly constructing the secant pile wall. A review of qualifications will occur post contract award to ensure overall compliance with the contract requirements, also stated in Specification section 31 63 41.00 14, paragraph 1.7 and 1.7.1.
Q2: The project documents call for jet grouting to be utilized to fill voids on either side of the secant pile wall.
Can the void filling be performed with other methods?
A2: The Secant Pile Wall contract requires various grouting methods throughout the project. The “Under Apron Pre/Post Grouting” is meant to fill the void space directly underneath the concrete apron and the top of soil and are separate bid items from Jet Grouting. The Jet Grouting intent is to mix the soil into a permanent soilcrete, vertically along the height of the secant piles from top of rock to bottom of apron, at either end of the Secant Pile Wall. This soilcrete shall have enough strength to form a composite barrier, in conjunction with the Secant Pile Wall and void grouting, that will prevent the escape of under-apron soil during future excavation and demolition landward of the barrier. If all requirements and intentions of Jet Grouting are met, alternative methods may be acceptable. Means and methods of alternative methods must be submitted in a “Work Plan” submittal described in specification section 03 37 06.00 08, paragraph 1.4.1 and will require Government approval.
Q3: Montgomery Dam Road leading into the site is very bad shape and is severely cracked with numerous potholes. Multiple contractors will be using the access roadway for delivery of materials such as concrete, large structural steel section, etc. This truck traffic may result is further damage to this roadway. Will the contractor under the Secant Wall contract be responsible for maintenance and repairs during construction and repaving of the access roadway upon completion of the secant pile contract?
A3: Assuming typical truck traffic and delivery of materials, a complete re-pavement of the road is not anticipated for this Secant Pile Wall contract and is not required be included in Contractor bids. If necessary, upon completion of the project, roadways shall be restored to their preconstruction condition. Refer to specification section 01 35
00.00 08, paragraph 1.6.2 and 1.6.2.1 for further detail on damages to existing roadways.
Q4: Once the Bulkhead System (flashboards) are installed to the top of the fixed crest dam, there may be debris flowing down the river that will build up against the bulkhead. Is the secant pile contractor responsible to remove or manage the debris that builds up upstream of the bulkhead?
A4: The Contractor will be responsible to manage debris so as not to impact any river traffic, river/Government operations, or impact secant pile wall construction during the length of the contract.
Q5: Are there existing mooring points on the Dam or pier? If not can mooring points be anchored into the dam?
A5: There are currently existing mooring points located on the Piers and new Contractor installed mooring points may be acceptable per Government approval. All temporary mooring actions shall be clearly detailed in applicable submittals as described in, but not limited to, specification section 01 35 00.00 08, paragraph 1.9, and preconstruction submittals, “Temporary Mooring Facilities”, “Plan of Action, Withdrawal of Equipment and Floating Plant”, and/or “Temporary Works Plan”.
Q6: The Concrete Field Demonstration Specification Section 3.2.4 for Demonstration Results indicates that the report shall be approved before further construction is permitted. Are 28 day concrete strength results and 90 day strength results required for this submittal? How long of a review period is the government anticipating taking to review the submittal before construction of the main Secant pile wall can begin?
A6: Refer to Specification 03 30 00.20 08 Section 3.2.1 for general requirements for sampling and testing of demonstration concrete. Evaluation of strength is to occur at 7 and 28 days unless the Contracting Officer or designated representative determines that additional testing at other strength intervals is required. The government review period for any field demonstration submittals would be equivalent to the allotted review period of any other submittal on the project.
Q7: Note 1 on plan sheet 40-SD101 requires the contractor to Restore the Apron that is demolished in order to install the secant pile wall. Please confirm that the Baffles do not need to be restored.
A7: Per this contract, the Contractor will not be required to replace baffles that have been demolished in order to construct the Secant Pile Wall.
Q8: Specification Section 03 30 00.20 requires the underwater concrete field demonstration placement for the cap beam, if the construction of a cap beam will be required. What is the beam along the secant pile wall? Is one required and if so, what are the details for the cap beam?
A8: The field demonstration secant pile wall shall use the same methods as approved for the final secant pile wall.
The Contractor shall restore the apron to the existing elevation regardless of the demolition / construction method chosen. The Contractor shall be required to design for and demonstrate underwater concrete placement to restore the profile of the existing apron prior to construction of the final secant pile wall.
