Pre-Bid Site Visit Secant Wall, Montgomery Locks and Dam, Beaver County, PA

April 13, 2021, 10:00 AM ET

Contracting Discussion Introduction

Good morning, my name is Jane Roney, I’m a Contract Specialist. The Contract Specialist on this solicitation is Emma Coble. I want to welcome everyone to the pre-bid site visit for the Montgomery Locks and Dam, Secant Wall, Upper Ohio Navigation Project.

The Contracting Officer is Josh Westgate.

After contract award, the Contracting Officer will be appointing –

Administrative Contracting Officer (ACO)

Contracting Officer Representative (COR)

To begin, I’ll let the Government attendees introduce themselves starting with the Project Manager, Chris Dening. After the introductions, Chis will provide a brief discussion on the significance of the project. If Chris not available, Cory Morgan, LRD Lead Engineer for the Upper Ohio Navigation Project, will provide the brief discussion.

My Discussion (Contracting), the Agenda, the Sign-In Sheet, and the Engineer Drawing Sheet (page 2 of Attachment 2 - Contract Drawings to the Solicitation) Discussion will be posted to beta.SAM.gov later today.

Reason for this Pre-Bid Conference

The reason for this pre-bid conference is that we hope to improve your understanding of the Government’s requirement for this project.

Everyone was given (or will be given) a couple of note cards. These cards are to be used by you with questions that you may have. Emma and I will collect these at the end of the Site Visit. The questions and concerns brought up today will be addressed by an Amendment to the Solicitation which will be posted to the beta.SAM.gov under Contract Opportunities.

We will consider any constructive comments or recommendations that you make.

The Sign-In Sheet and my discussion here will be posted to the beta.SAM.gov website as an Attachment to the Solicitation posting.

You are cautioned that any remarks made at this site visit conference shall not qualify the terms of the solicitation unless the solicitation is amended in writing.

The one thing we will not do at this conference is to make any comment or opinion regarding your particular bid or approach that you may take for this requirement – this is up to you.

1. The Solicitation Number is W911WN21B8000 which was issued on 05 April 2021 on Standard Form (SF) 1442 as a Sealed Bid (Invitation For Bid (IFB).

2. SUBMISSION OF BIDS. All bids must be submitted electronically through the Army’s Electronic File Sharing Service website, DOD SAFE. You MUST request a drop off link by sending an email to the individuals identified in the solicitation no sooner than 7 calendar days prior to the bid due date and time, but no later than 1 calendar day prior to the bid due date and time. (see pages 8&9, para 00 21 00-02 Submission of Bids)

3. BID OPENING, Wednesday, May 5, 2021, at 11:00 A.M. ET. The bid Opening will be conducted virtually by teleconference only. All Bids including Acknowledgement of Amendment(s) (if applicable) must be in the Government possession by 11:00 AM ET.

Revisions to bids received by EMAIL or FAX will NOT be considered. (see pages 9&10, para 00 21 00-3 Bid Openings)

4. NAICS Code 237990 (Other Heavy and Civil Engineering Construction) - Small Business Size Standard $36,500,000.

5. Estimated Magnitude of Construction is between $5,000,000 and $10,000,000.

6. Full and Open Procurement.

7. System for Award Management (SAM). You must have an ACTIVE registration, AND IT MUST BE ACTIVE PRIOR to Bid submission. If awarded this contract, your SAM Status including your Representations and Certifications (Reps & Certs) must remain CURRENT throughout the contract period. If you are not already registered in SAM or your registration requires renewal, be sure to do it right after the site visit because it can take a few days to process. Registration is FREE. Internet Site: http://www.sam.gov .

SAM now requires a Notarized Letter for new activations and for renewals. This process can take 1 week to 30 days to be “fully” activated by GSA in SAM.

8. This is a Firm Fixed Price Contract.

9. Term of the contract will be 535 calendar days after Notice to Proceed (NTP). The time stated for completion shall include final cleanup at the project site.

10. Documents to submit with your Sealed Bid Package include,

a. Submission of a Bid Bond. Bid guarantee is REQUIRED. The current version of the Standard Form 24 must be used. 11. Award (see pages 11&12, para 00 21 00-10). Award will be made as a whole to one responsive/responsible bidder submitting the lowest price; that bidder must be determined by the Contracting Officer (KO) to be RESPONSIBLE per FAR 9.104. Very shortly after bid opening the apparent low bidder will be sent an email asking for specific information to help the KO make the responsibility determination (see pages 12&13, Para 00 21 00-16 Pre- Award Survey).

12. Provisions and Clauses – Provisions are conditions used in solicitations and apply before contract award. Clauses are conditions in both solicitations and contracts and apply before and after contract award. The VAST majority of provisions and clauses in this solicitation are included by reference only; that means, we’ve only given you the Number, the Title and the Date. It is up to you to go online to the website provided – www.acquisition.gov/ – and look up each one whether FAR and DFARS.

13. Questions are due by Friday, April 16, 2021 12:00 PM ET. Email:

14. Liquidated Damage are applicable to this contract, see clause 52.211-12. Liquidated Damages on this project is $1,930.00 for each calendar day of delay until the work is completed or accepted.

15. WAGE Determination, PA20210002, Heavy and Highway Construction Projects, dated 03/26/21 is applicable to this project. If it is updated prior to receipt of bids, an amendment will be issued and posted to beta.SAM.gov.

16. Small Business Subcontracting Plan. If the awardee is a Large Business, a Small Business Subcontracting Plan will be requested. This plan must be approved by the Contracting Officer prior to award.
