MODIFICATION OF DAM PIER MACHINERY HOUSES

PART 1 GENERAL

1.1 SUMMARY

This section addresses the requirements for the modification existing dam pier machinery houses as indicated on the contract drawings. Modification of machinery houses on dam piers 9, 10 and 11 will be performed under this contract. Replacement of machinery hou r s roofs will be in accordance with Section 13 41 13.00 08 REPLACEMENT OF MACHINERY HOUSE ROOFING PANELS.

1.3 GENERAL

1.3.1 Modification of Machinery Houses on Piers 9, 10 and 11

All work to remove, modify and reinstall existing machinery houses shall be done with care to avoid causing damage to adjacent structures, equipment, machinery, and concrete not to be disturbed otherwise under the scope of this contract. The Contractor shall prevent damage to features of work to remain in-place. Any damage caused by the Contractor's failure to provide satisfactory protection and/or support shall be repaired or replaced at no expense to the Government. Miscellaneous items not indicated to be removed, which are encountered in the performance of the work under this contract shall not be removed without authorization of the Contracting Officer or their designated representative. Existing lighting shall remain in operation throughout the contract period except for such minor interruption to permit removal and subsequent reinstallation of dam pier flood lights. Safety manual EM 385-1-1 shall be consulted and applicable sections complied with by the Contractor while performing the work specified in this section. Safe access shall be continuously provided for Government personnel. Access shall be provided and maintained during every phase of the work. An access plan shall be coordinated with the Lockmaster, and shall be provided to the Contracting Officer or their designated representative for approval. The contract drawings indicate that all machinery houses are to be removed for modification. At the Contractor's option, and subject to approval by the Contracting Officer or their designated representative, previously modified machinery house (Pier 4) may be modified without removing from the piers. If the Contractor proposes to modify the previously modified machinery houses in place, the Contractor shall prepare and submit for approval complete procedures, including sequence of work, equipment to be used, and applicable detail drawings to clearly describe modification of the machinery houses, repair and modification of lift gate equipment, and

SECTION 13 34 19.50 Page 2 installation of lift gates and hoist chains with the machinery houses in place.

1.3.2 Replacement of Machinery House Roof

All work to remove and dispose of the existing machinery house roofs shall be done with care to avoid causing damage to adjacent structures, equipment, and machinery not to be disturbed otherwise under the scope of this contract.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation; all other submittals are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.5 LEAD PAINT

The Contractor is alerted to the presence of lead containing paint materials on the structural framing of the machinery houses and the machinery support beams. See Section 09 97 02 PAINTING: HYDRAULIC STRUCTURES, paragraph SYSTEM REQUIREMENTS, subparagraph Existing Features.

1.6 WORK PLANS

1.6.1 Work Plan - Modifications to Dam Pier Machinery Houses

The plan shall address the methods to be used to remove the existing machinery houses, removal and storage of components attached to the structure, modification of the structure, and reinstallation of the structures. The plan shall clearly identify the means by which all construction debris and waste materials will be disposed of in accordance with the requirements specified herein. The plan shall ensure that all materials are handled, transported and placed and/or disposed of properly. The procedures shall provide for safe conduct of the work, careful removal and disposition of materials, protection of property, equipment and machinery which is to remain undisturbed, protection of existing features, coordination with other work in progress, and coordination with facility operating requirements. No work, including demolition, on the machinery buildings shall commence until the Contractor has received the Contracting Officer or their designated representative's approval in writing.

1.6.2 Access Plan

The Contractor shall shall maintain access to all dam piers and operating machinery at all times. This access shall be addressed in the Access Plan specified in Section 01 35 00.00 08 SPECIAL PROCEDURES.

1.7 DISPOSITION OF MATERIAL

1.7.1 General

Disposition of materials shall conform to the requirements described in Section 02 41 00 DEMOLITION.

1.7.2 Items for Removal and Reinstallation

1.7.2.1 General

Components attached to the machinery houses shall be removed, stored, modified (as noted) and later reinstalled, as indicated on the drawings or as specified. The Contractor shall cover/wrap (as necessary) components to be reused and place them into storage until such time that they are reinstalled. Transport of all components to and from their original positions shall be the Contractor's responsibility, and the Contractor shall be responsible for any damaged caused to these components during their removal, storage, transport, and reinstallation. Deenergize power systems to all electrical fixtures and devices and perform all necessary lockout and tagout procedures prior to removal. Retract all wire and cable that is to be reused to a location out of the way and coil. Provide protective cover over coiled wire/cable until it is pulled for reinstallation of fixtures and equipment.

1.7.2.2 Items to be Removed and Reinstalled

Items to be removed and reinstalled shall be generally as follows:

a. Pier Machinery Houses. Completely remove for modifications as shown on contract drawings. Temporary covers shall be provided as necessary to protect existing machinery that is to remain in operation from adverse weather.

b. Existing Steel Door and Frame. Existing steel door and frame shall be removed and reinstalled.

c. Existing Security System Equipment. The existing security system equipment, including breakout box, panel board, exterior light, bi-metallic door sensor, motion sensor, conduit, junction boxes, wiring and fiber optic cable, as indicated on contract drawings are located in control pier 6. The existing security system may be deactivated and disassembled without effecting operation of security systems in adjacent control piers. A fiber optic cable runs between the breakout boxes located in each control pier.

d. Existing Floodlights. Three existing exterior floodlights shall be removed and reinstalled. Floodlight pushbutton control shall be removed and reinstalled.

e. Existing Hoist Remote Control Station. Existing remote control station in operating pier shall be removed and reinstalled. Conduit and wiring from motor control center shall be removed and discarded and replaced with new rerouted conduit and wiring.

f. Existing Communication Equipment. Existing communication box, speakers, cable and conduit shall be removed and reinstalled.

g. Existing Electrical Devices, Equipment, Conduit and Wiring.

1.7.2.3 Items for Removal and Disposal

The following items and equipment shall be removed and disposed from Dam Piers Nos. 19, 210 and 311 only:

a. Existing Metal Siding. All existing metal siding on the machinery houses shall be removed and discarded.

b. Existing Casement Windows. All three existing steel casement windows shall be removed and discarded.

c. Existing Lighting System. Existing fixtures, lamps, switch, box, conduit (rigid and flex), junction boxes, wiring and plug, as indicated on the contract drawings, shall be removed and discarded.

The following items and equipment shall be removed and disposed at each location where the machinery bases are being modified:

1.8 PROTECTION OF EXISTING UTILITIES

Responsibility for coordination, protection, and avoidance of existing utilities in conjunction with the work shall be in accordance with Section

01 50 00.10 UTILITY COORDINATIONS.

1.9 TEMPORARY RELOCATIONS

The Contractor, only with the written approval of the Contracting Officer or their designated representative, may remove any fences, signs, posts, equipment, fixtures, piping, or other miscellaneous items which would interfere with his operations, and reinstall these items after all interfering construction is complete. The Contractor shall disassemble such items and store them for reinstallation at a later time. The items shall be stored in a safe location, and in a manner to prevent damage.

Any damage to such items, as a result of the Contractor's neglect during disassembly, storage, and/or reinstallation shall be repaired to the satisfaction of the Contracting Officer or their designated representative at the Contractor's expense.

PART 2 PRODUCTS

2.1 MATERIALS

Materials for modification of the machinery houses shall conform to the applicable provisions of Sections 05 50 14.00 08 METALWORK FABRICATION, MACHINE WORK, MISCELLANEOUS PROVISIONS, 07 42 13 METAL WALL PANELS, and

08 51 23 STEEL WINDOWS .

PART 3 EXECUTION

3.1 REMOVAL, MODIFICATION AND REINSTALLATION OF MACHINERY HOUSES

Existing dam pier machinery houses, as indicated, shall be completely removed for the repair and rehabilitation of existing lift gate operating machinery and installation of new machinery supports.

Each machinery house is composed of a simple steel frame structure covered with corrugated siding and roofing as shown on the Reference Drawings.

The existing machinery houses are designed to be lifted in one piece from the dam pier. Lifting brackets are provided as shown on the Reference Drawings. Lifting of the machinery houses to and from their original positions shall be the Contractor's responsibility, and the Contractor shall be responsible for any damaged caused to the houses or other items in the course of removal, storage, transport, and reinstallation. The Contractor shall take caution when removing the existing frames so as not to damage the existing lifting machinery.

Temporary covers shall be provided as necessary to protect lift gate machinery and electrical components that are to remain in operation. All existing anchor bolts and fasteners shall be removed and replaced with new materials where necessary to accommodate the new construction. Prepare a Temporary Protection Plan for approval by the Contracting Officer or their designated representative for existing equipment.

Existing lights and electrical devices that are affixed to the houses shall be removed, stored and reinstalled after the modified machinery houses have been reinstalled. The Contractor shall cover/wrap (as necessary) fixtures, equipment and other electrical items securely and place the items into storage until they are reinstalled. The Contractor shall retract all wire and cable to a location out of the way and coil the wire/cable, and shall provide protective covers over coiled wire/cable until it is pulled for reinstallation of fixtures and equipment.

The Contractor shall field verify all dimensions before making final modifications to the machinery houses. The structural framing of the machinery houses shall be modified as shown on the contract drawings, and in accordance with the applicable requirements of Section 05 50 14.00 08 METALWORK FABRICATION, MACHINE WORK, MISCELLANEOUS PROVISIONS. The Contractor shall furnish new metal framing members, new siding, new flashing and caulking and all other materials to make the necessary modifications as shown. New metal siding shall conform to Section 07 42 13 METAL WALL PANELS. Existing steel casement windows shall be removed and replaced with new steel windows conforming to Section 08 51 23 STEEL WINDOWS. Existing steel entry door and door frame shall be removed and reused. The modified machinery house framing, including all roof framing shall be painted in accordance with Section 09 97 02 PAINTING: HYDRAULIC STRUCTURES. New electrical lighting and electrical devices shall be provided in accordance with Section 26 05 00.00 10 ELECTRICAL WORK.

The Contractor shall provide a view port in the 1/4" steel plate in the vicinity of the chain rack as approved by the Contracting Officer or their designated representative. The view port shall be approximately three feet wide and two feet high with stainless steel hinges nad latch. The view port shall be provided in the new plates on non-operating piers (Piers 1 and 3).

3.2 DISPOSAL OF MATERIALS

Construction debris and wastes generated under this feature of work shall be managed and disposed of in in accordance with paragraph DISPOSAL OF MATERIALS of Section 02 41 00 DEMOLITION.

3.3 REINSTALLATION OF ITEMS

3.3.1 Reinstallation of Machinery Houses

The modified dam pier machinery houses shall be reinstalled as shown. New wall partitions shall be installed between existing electrical panel boards and the gate recess as shown on the contract drawings. Anchor bolts and fasteners will be used where shown or as necessary to secure the structure and wall partitions in place. All new anchor bolts and fasteners shall be stainless steel. Existing lights and other electrical devices shall be replaced in accordance with Section 26 05 00.00 10

ELECTRICAL WORK.

3.4 CONTRACTOR QUALITY CONTROL

The Contractor shall establish and maintain a quality control system for all demolition operations. The Contractors QC system shall be in accordance with the applicable provision of Section 01 45 00.00 08 QUALITY

CONTROL.
