GOVERNMENT-FURNISHED PROPERTY

PART 1 GENERAL

1.1 SUMMARY

The Government is in the process of procuring two lift gates and associated components and two sets of hoist chains, which are to be installed in the new construction. The Contractor shall be responsible for accepting delivery of these items as specified in paragraph

GOVERNMENT-FURNISHED PROPERTY.

1.2 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-01 Preconstruction Submittals

Offloading And Storage Work Plan; G, RO

A plan describing in detail the proposed methods of offloading of the products, and discussed at a pre-delivery meeting between the Contractor and the Contracting Officer or their designated representative.

Lifting Plan; G, RO

A plan describing in detail the proposed methods of lifting of the lift gates as specified in paragraph LIFTING PLAN.

Condition Report; G, RO

1.4 GOVERNMENT-FURNISHED PROPERTY

The following materials and fabricated items will be furnished by the Government at the specified location. All available documents are provided within the Government-Furnished Material Drawings folio. These documents include as-built contract drawings and as-fabricated drawings for the lift gates.

1.4.1 Lift Gates

Two new lift gates, along with hoisting chains and pedestals for raising the operating machinery will be furnished to the Contractor on barges unless otherwise specified.

A contract for fabrication and delivery of two gates and associated pedestals was awarded in August 2018. The two gates, four lifting chains, and four machinery pedestals to be fabricated under the fabrication contract will be furnished for installation under this contract.

The gates will not have the end trucks, walkways, grease lines, handrails, ladders, seal plates, and rubber seals attached. The hoisting chains will be furnished assembled as shown on the Government-Furnished Property drawings. The Contractor shall be responsible for storing the gates and associated items from the time of delivery to installation. The Contractor shall be responsible for means of lifting the gate for installation.

Off-loading of the lift gates and associated items from the delivery barges shall be in accordance with paragraph DELIVERY AND OFF-LOADING OF VERTICAL LIFT GATES. All work shall be performed within the Contractor's work limits as shown on the drawings or at the Pittsburgh Engineer Warehouse and Repair Shops. No other work areas will be made available.

The Contractor shall coordinate delivery dates and times with the Contracting Officer or their designated representative as specified in paragraph DELIVERY AND OFF-LOADING OF VERTICAL LIFT GATES.

1.4.2 Miscellaneous

Gate rubber seals, handrails and grating associated with the lift gate, and grease lines are supplied by the Government and may be shipped separately.

1.4.3 Delivery

The lift gates will be delivered by the fabrication contractors as specified in paragraph Lift Gates. The first fabricated gate is finished and is currently stored at the fabricators facility until needed. The second fabricated gate is currently being fabricated and will then be stored until needed. The fabricator requires 60 days advance notice for delivery. The Government anticipates delivery of the gates in accordance with the following schedule:

Lift Gate No. 9 - Delivered by December 3, 2019

Lift Gate No. 10 - Delivered by December 2, 2020

1.4.4 Laptop Computer for PLC Support

Two (2) laptop computers meeting the following minimum specifications:

1.5 INSPECTION OF GOVERNMENT-FURNISHED PROPERTY

The lift gates will be delivered to the Contractor by the fabrication contractors. The Contractor shall perform a detailed inspection of the Government-furnished property prior to off-loading from the storage or delivery barges. The Contractor shall prepare a Condition Report that identifies each item, the current condition, repairs required prior to installation, and any missing or unusable items. The Contractor shall measure and verify the as-built dimensions of the Government-furnished property and itemize any discrepancies. The Contracting Officer or their designated representative shall be notified to resolve any discrepancies.

1.6 OFFLOADING AND STORAGE WORK PLAN

The gates shall be offloaded from the delivery barges within 30 calendar days of delivery to the site. A plan describing in detail the proposed methods of offloading and storing of the Government-furnished items shall be submitted. The plan shall address equipment, machinery and site limitations identified in the specifications and discussed at a pre-delivery meeting between the Contractor and the Contracting Officer or their designated representative. The plan shall be submitted at least 60 calendar days prior to proposed delivery of any items. The plan shall include, but not be limited to the type and size of transportation equipment to be used for delivery, and the blocking and protection plan for product handling. The Government reserves the right to revise and/or alter the Contractor's delivery and positioning plan.

1.6.1 Rubber Seals

The rubber seals and stainless steel seal plates will be shipped separate from the gates. Store rubber seals in a place which permits free circulation of air, maintains a temperature of 70 degrees F or less, and prevents the rubber from being exposed to the direct sun exposure. Keep rubber seals free of oils, grease, and other materials which would deteriorate the rubber. Rubber seals shall not be distorted during handling.

1.7 LIFTING PLAN

Diagrams showing arrangement of items as they are shipped will be made available prior to delivery of the items. This information will be provided by the fabrication contractor and may be utilized to design rigging and develop the necessary lift plans. The Government cannot guarantee the accuracy of this information. The Contractor shall measure and verify the dimensions of the items as furnished. A plan for lifting of lift gates from the delivery barge to the Contractor's barge shall be submitted. The plan shall address equipment, lifting devices, and rigging proposed for lifting and offloading the items from the delivery barge and for installation. The plan shall be submitted at least 60 calendar days prior to proposed lifting of the items. The Government reserves the right to revise and/or alter the Contractor's lifting plan.

PART 3 EXECUTION

3.1 GENERAL

All operations for loading and transporting the various items of Government-furnished materials and equipment shall be performed in accordance with the requirements of EM 385-1-1 . Unless otherwise specified, the Contractor shall be responsible for furnishing all labor, equipment, and supplies required for loading, transporting, and unloading the equipment.

3.1.1 Pre-Delivery Coordination

The Contractor shall meet with the Government representative at the storage location at least 30 calendar days prior to loading of Government-furnished items.

3.2 DELIVERY AND OFF-LOADING OF VERTICAL LIFT GATES

3.2.1 General

The Contracting Officer or their designated representative will coordinate delivery of the lift gates and associated items from the fabrication contractor. It is anticipated that transportation of the gate(s) and associated components from the fabrication contractor could take up to 30 calendar days. Formal notification of the request for delivery of the gate(s) must be provided a minimum of 60 calendar days in advance of anticipated date the gate will be required by the Contractor.

A Delivery Work Plan showing final weight and center of gravity computations for each item, as delivered will be furnished by the Government. This information shall be utilized to design rigging and develop the necessary lift plans as specified in paragraph LIFTING PLAN.

The Government will load the hoist chains onto the Contractor's barges or trucks at PEWARS. The Contractor shall notify the Contracting Officer or their designated representative at least 30 calendar days prior to the date of delivery. The Contractor shall notify the Contracting Officer or their designated representative at least 48 hours prior to the approximate time of delivery of the barge(s) or truck(s) for loading. For delivery by barge, the Contractor will be notified that the barge(s) is available for pick up, and the Contractor will be required to remove the barge within 7 calendar days of notification by the Government. The Government will maintain the barges and adjust lines as necessary while the barges are at the PEWARS dock. Transportation of the Government-furnished lift gates will be the responsibility of the fabrication contractors. Any delays that may be encountered during the transport of the gate(s) and associated components from the fabrication contractor are not the responsibility of the Government or fabrication contractors, and the Contractor should consider the possibility of delays in his construction schedule.

3.2.2 Delivery of Lift Gates and Associated Items

The Contractor shall remove the lift gates and associated items from the delivery barges and place them in his barges for installation or storage.

The Contractor shall provide blocking as required to support the gates during storage.

3.2.3 Offloading From Barges

3.2.3.1 Off-Loading from Barge

The barges shall be moored at the designated delivery location until such time as the lift gates and associated items are removed by the Contractor. The Contractor shall be responsible for removing the lift gates and associated items from the storage barges and cleaning debris from the barges before release of the barges. The lift gates and associated items shall be removed from the storage barges within seven calendar days after arrival at the delivery site.

3.2.4 Storage

The Contractor shall be responsible for storage of each set of lift gate and associated items from the time they are delivered to the Contractor until they are installed.
