QUESTIONS AND ANSWERS

Q1: Under 1.3 - SUBMISSION FORMAT AND NUMBER OF SUBMITTALS, it states “TAB sheets will not be counted in the page count of the volumes”. Do the cover page, title page, and TOC count in the page count?

A1: If a cover page, title page, and TOC are included they will not be counted as pages.

Q2: In reference to the Drawings for the Initial Task Order, Section A/M-1010:

a. The detail calls for 1” PE (polyethylene) gas line from the propane tank to the generator.

b. NFPA 58 does not seem to allow PE pipe to a generator.

c. Should we still price the polyethylene pipe?

A2: The PE pipe is only used for the underground pipe. The pipe transitions from PE pipe to an anode-less riser and then to black steel pipe to connect to the generator. A regulator at the discharge from the tank steps the pressure down to 10 PSI and the PE pipe is rated for 1250 PSI@ 73deg F.

Q3: There are 10 large landscaping rocks in the vegetation to be removed. Is the intent to remove and store these in an adjacent area for future use or remove and dispose?

A3: The intent is to remove them and store them in an area for Government use.

Q4: There are several items stored adjacent to the work areas around the existing main service disconnect, existing path for the conduits feeding panel PP and the location of the new transfer switch. Will the contractor be responsible for moving the material?

A4: The Government will remove these items prior to the Contractor beginning work.

Q5: Will load bank testing satisfy the requirements for Specification 26 32 13.16 08 Para 3.4? If so are there minimum times required at each step load?

A5: Yes, load banking testing will be acceptable at the following step loads for the minimum operating times:

0% - 5 min, 25% (10 KW) – 10 min, 50% (20KW) – 10 min, 75% (30KW) – 60 min, 100% (38KW) – 60 min.

Q6: Is there a requirement to perform the testing required in Specification 26 32 13.16 08 Para 3. each day while performing the systems inspections required in Specification 26 20 13.00 08 Paragraph 3.10.3.

A6: No, It’s not each day. The Specification 26 32 13.16 08 Para. 3.4 is required for onsite inspection and test on Generator Set while the Specification 26 20 13.00 08 Para. 3.10.3 is for inspection and testing on the power system (cables).

Q7: There is a gravel driveway on adjacent to the restroom facility. Will we be authorized to use it to access the lower area of the hill to excavate for the conduit runs?

A7: Yes. With approval of the Contracting Officer, this path may be used, but will be required to be restored when the work is completed.

Q8: In reference to the Drawings for the Initial Task Order, Drawings CD1010 and CD1011:

a. The drawings call for the removal and relocation of a sign.

b. Both of the posts are deteriorated and one appears to be rotting.

c. Should the posts be replaced instead of being relocated?

A8: Sign shall be removed and turned over to the Government for reuse.

Q9: In reference to Attachment 2, Task Order Specifications, Paragraphs 3.10.1 and 3.10.3:

a. Regarding the electrical cable and equipment tests, does the Original Equipment Manufacturer (OEM) have to be present for the testing of the Government-Furnished Equipment?

b. If an OEM must be present, then who would arrange and pay for his coming to the site – the

Government or the Contractor?

A9: a. Generator Original Equipment Manufacturer (OEM) representative is required to be present for testing

Generator set.

b. The contractor shall arrange for OEM representative to be on site for testing Generator set as required per contract, and any cost associated shall be included in the contractor’s price.

Q10: It is our understanding that no letter showing proof of bonding capability is required for the proposal. Is that correct?

A10: There is no requirement for a Bid Bond on this Solicitation, however, there is a requirement for Payment and Performance Bonds to be provided after Notice of Award has been received.

Q11: For Volume II, Tab A1 – Factor 1: Experience; if there is a single contract at four different locations, in two different states, simultaneously and the project was not an IDIQ nor was it a MATOC and the work at all four locations was similar, may we describe the work at all four locations as the one project or do we have to describe the work for only one of them?

A11: For the purposes of this solicitation, a contract is deemed to be the same as a project. Therefore, it is acceptable for an offeror to provide multiple projects under one contract, separately, as evidence of meeting the Experience factor.

Q12: Is there any test boring information available for the work area?

A12: Borings are available for the original construction of the dam. The closest borings are on the centerline of the dam and shown on drawing O37a-U1-10/21.1, which are provided with Amendment 0002. No new borings were made for this contract.

Q13: Please advise if representations and certifications are to be included in our bid package? If so, in which volume?

A13: FAR 52.204-8 Annual Representations and Certifications beginning on Page 21 of the solicitation addresses representations and certifications. FAR 52.204-8(d) applies to this Solicitation and states that representations and certifications must be completed in SAM and any change must be noted as part of the Solicitation. So if you do not have any changes in your representations and certifications then your SAM registration is enough.

Q14: Being as there is no sub surface information, are we to bid this as if we encounter rock, or bid as if we do not encounter rock and the contract be modified and an extension granted later.

A14: Per Section 31 00 00, Paragraph 1.4.2, of the Base Specifications, all excavation will be designated as unclassified excavation.

Q15: Can we use existing toilet facilities or should we include a Porta-John in our price.

A15: Per Specification Section 01 35 00.00 08, paragraph 1.7.6 Utilities of the Base Specifications and 01 11 00, paragraph 2.8.9 Utilities of the Task Order Specifications, no utility services will be provided by the Government. As toilet facilities are consider utilities the toilet facilities are not available for contractor use.

The cost of Porta-John should be included in proposals.

Q16: It is the policy of many USACE districts and other government agencies to not issue PPQs if a CPARS has been completed for the project. For these projects is it acceptable to provide the completed CPARS in place of the PPQ to demonstrate past performance?

A16: A PPQ must be submitted in accordance with section 00 21 00-6 LOWEST PRICE TECHNICALLY

ACCEPTABLE PROCUREMENT, PART 2. PROPOSAL INFORMATION, FACTOR 2 – PAST

PERFORMANCE.

Q17: What is the period of performance for the base contract?

A17: As specified in Block 10 of Form 1442 of the solicitation, the Contract Ordering Period will be for a base period of one (1) year from date of award and two (2) one (1) year option periods.

Q18: When does Government anticipate to award this contract?

A18: The Government anticipates award of this contract as soon as possible after completion of the source selection evaluation.

Q19: Can I bid only on the base contract?

A19: Please see the Government's response to Question 17 of this Amendment 0002. The Government's requirement is for a base period of one (1) year from date of award. Two (2) one (1) year option periods are included in this requirement. In accordance with Clause 52.217-9 beginning on Page 33 of the solicitation, the Government may extend the term of this contract by written notice to the Contractor anytime with the year prior to the expiration date of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires.

Q20: Do I need a bid bond?

A20: Please see the response to Question 10 of this Amendment 0002.
