In accordance with Section 00 73 00 SPECIAL CONTRACT REQUIREMENTS, DFARS 252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS, the Contractor shall check all drawings immediately upon receipt, and verify the figures, dimensions, and representation of the work. The Contractor shall compare all drawings and verify the figures before laying out the work. Dimensions marked on drawings shall, in general, be followed. Use of scaled measurements shall not be allowed. The Contractor shall promptly notify the Contracting Officer or their designated representative of any discrepancies, and shall be responsible for any errors which might have been avoided by complying with this paragraph. Any omissions from the contract drawings, specifications, or incorrect description of details of the work which are manifestly necessary to carry out the intent of the contract drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or incorrectly described details of work, but shall be performed as if fully and correctly set forth and described in the contract drawings and specifications. Unless otherwise noted, dimensions and elevations, and other features shown on contract drawings are generally based on site surveys and measurements, and As-Built drawings. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the contract drawings which are based on the reference drawings, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government.
1.5.2 Reference Drawings
The reference drawings included in the folio of contract drawings show original construction conditions of the original construction and the
SECTION 01 35 00.00 08 Page 5 existing facilities and structures shown on the drawings. To the best knowledge of the Government, the reference drawings reflect the original work incorporated into this project, and do not reflect changes or new work since the date of the drawing. Unless otherwise noted, dimensions and elevations, and other features shown on reference drawings are generally based on As-Built conditions. Where known variations in actual construction occur between that shown on the reference drawings and that existing, it will be noted on the drawings or within the specifications, as practical. The Government cannot guarantee the accuracy of the dimensions, elevations, and features shown on the reference drawings, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government. The Contracting Officer or their designated representative shall be notified of any discrepancies prior to commencing work. It is noted that some of the As-Built conditions reflected by the reference drawings have since been modified. Such modifications to the As-Built conditions are described within the sections of these specifications where applicable.
1.5.3 Reference Datum
Note that the reference drawings are based on Legacy vertical datum, and that the contract drawings are based on NAVG88 vertical datum which is approximately 0.45 feet less than that shown on the reference drawings.
1.5.4 Existing Condition Photographs
The existing condition photographs attached to this specification depict features of the site as of July 2016. Photographs are solely for the Contractor's reference and do not indicate any work to be performed under this contract.
1.6 ACCESS
1.6.1 Access to Dam from Water
It is noted that the work required in this contract may require the use of floating plant to access the dam. A staging area with servicing dock has been constructed at the Bush Recreation Area, approximately two miles upstream of the dam. This launching area provides year-round access to the lake. The Contractor may be permitted to moor floating plant to the dam while the pool is below Elevation 940.0 feet (NAVD88). The floating plant shall be temporarily moored at the identified mooring area near the Bush Recreation Area staging facility while the pool is at or above Elevation 940.0 feet. The Contractor may not permanently moor the floating plant at the Bush Recreation Area staging facility. Use of the staging area and service dock facility shall be only during daylight hours, Monday thrrough Friday. The Contractor will not be permitted to use the staging area facility on Saturdays or Sundays or on Federal Holidays.
1.6.2 Launching of Floating Plant
The Contractor shall use the Bush Recreation Area staging facility for launching and assembly of floating plant, ferry barge, and equipment. The staging facility is surrounded by a fence with lockable gates. The gates shall be locked at all times
SECTION 01 35 00.00 08 Page 6
1.6.3 Loading of Construction Materials and Employees
The Contractor will be permitted to use the staging facility for loading of construction materials and employees. Once the floating plant is moored to the dam, the Contractor will be permitted to dock a small watercraft at the floating boat docks along the left bank upstream of the dam to transport employees to the floating plant from the main parking and laydown areas at the dam site. Due to the elevation of the boat dock anchorages, the small watercraft must be removed from the boat dock by the time the pool reaches Elevation 935.0 feet (NAVD88) or higher. The Contractor shall either temporarily moor the watercraft within the mooring area at the Bush Recreation Area staging facility or remove the watercraft from the pool while the pool is at or above Elevation 935.0 feet.
Launching of small watercraft can be completed by using the gravel road near the parking area at the dam site, as shown on the drawings. Note that the launch area is upstream of the floating trash boom, so the small watercraft must pass through the floating trash boom.
1.6.4 Access to Employee Loading Area
The Contractor shall be responsible for providing a safe means of access to the floating boat dock upstream of the dam.
1.6.5 Trash Boom
Access to the dam with marine-based equipment will require disassembly of a portion of the dam trash boom. The Contractor shall be responsible for developing a trash boom disassembly plan for approval. Prior to each disassembly, the Contractor shall remove all debris from against the trash boom for the length of the proposed opening plus a distance of 25 feet from either side of the proposed opening. The plan shall address method of assembly and disassembly. The trash boom shall remain fully-assembled and operational at all times except to permit passage to and from the dam by the Contractor. The trash boom shall be reassembled immediately after each passage. The Contractor shall repair all damage to the floating trash boom resulting from work related to this contract at no additional cost to the Government. The existing trash boom consists of polyethylene encased polystyrene floating segments with steel channel ballast attached to the bottom of the units. Connections between segments utilize stainless steel cotter pins and are designed to be disconnected and moved easily. The floating segments are approximately 10 feet long. The trash boom is "Tuffboom" manufactured by Worthington Products, Canton, OH. The trash boom extends from the left abutment to the right abutment upstream of the dam.
