QUESTIONS AND ANSWERS

RESPONSES TO QUESTIONS RECEIVED (1-14)

Q1: Regarding the Project Specification Governmental Safety Requirements Section 01 35 26.00 08, Page 2 – paragraph 1.13 - Confined Space Entry Requirements:

Will the Sluice Gate Valve Galleries and Low Flow Valve Galleries be considered a confined space in accordance with Section 01-35 26.00 Page 2.13?

The Galleries have a strong odor of hydrogen sulfide. If it is considered a confined space, we will need to include personal triple gas monitors to enter these locations. This is a major question, since a confined space safety monitor program would be required whenever anyone enters the Galleries to perform the work.

A1: The gallery is not classified as permit or non-permit confined space.

Q2a: Will the USACE allow the contractor to install the drop in anchors into the concrete walls and ceilings to allow the installation of eye bolts for the use of rigging a method to lower the new actuators to the gallery level, as well as, to remove the existing actuators?

A2a: Anchors could be used. A plan would need to be coordinated with the Contracting Officer or their designated representative and reviewed by a USACE structural engineer.

Q2b: Does USACE personnel have a method for material handling of replacement actuators that they can share?

A2b: USACE personnel do not have a method for material handling of the replacement actuators to share. Material handling is the responsibility of the Contractor.

Q3: Can the site superintendent be an employee of a subcontractor, or is he required to be a direct employee of the contractor? Can the requirement in paragraph 1.6.1.1.1 of spec section 01 35 be waived so that the combined SSHO and CQC Manager also be combined with the Site Superintendent?

A3: The Site Safety and Health Officer (SSHO) and Contractor Quality Control (CQC) Manager duties cannot be combined with the site superintendent. FAR 52.236-6 requires Superintendence by the prime contractor. The site superintendent must be employed by the prime contractor.

Q4: Will the government allow the contractor to work four (4) - 10 hour shifts? Spec 01 35 00.00 08 states work hours are restricted to 6:30 am to 4:00 pm. Would it be possible to extend the hours by 30 minutes?

A4: Contractor's work hours shall be restricted to 6:30 AM to 4:00 PM, Monday through Friday, or as otherwise approved by the Contracting Officer. A deviation to the work hours will not be approved at this time.

Q5: Question asked at the Site Visit. Does the estimated magnitude of construction, $250,000 to $500,000, include the costs of the Awardable Option?

A5: Yes. The magnitude of construction, $250,000 to $500,000, includes the combined costs of the Base and the Awardable Option. The magnitude of construction stated in the solicitation is based on a working estimate and the ranges identified in FAR 36.204 and DFARS 236.204.

Q6: Reference Section 40 95 00 Page 39, 2.21 Spare Parts.

2.21 SPARE PARTS LIST

Provide the following spare parts. Submit a spreadsheet with descriptions, quantities, manufacturer, and manufacturer's part number.

A. PLC Processor Module of each type with programming loaded, QTY 1 of each type.

B. PLC Power supply of each type, QTY 1 of each type.

C. PLC I/O Module of each type, Qty 2 of each type.

2.2.2 Government Furnished Equipment

The Government will furnish the following control equipment:

1769-L33ER Compact Logix Processor, Qty: 1 ILX69-PBM Profibus DPV1 Master Communications Card, Qty:3 Engineering Workstation Laptop, Qty: 1

In regards to section 2.2.2, do we still supply the Logix Processor and DPV1 Comm Cards spares or will the Government supply these?

A6: Supply of the Spare Logix Processor and DPV1 Comm cards are the responsibility of the Contractor.

Q7: Reference PART 3 EXECUTION, 3.1 FUNCTION AND DESCRIPTION OF OPERATION

GENERAL: The HMI and associated PLC programming must have a graphic display such as overview for each. It must also have gate heater controls, and alarm on cabinet temperature, power fail, gate heater AC current leakage/shutdown, and communication fail to the gate panels. Also, the HMI must show outdoor area lighting status and must have manual and automatic control over the lighting. The PLC/HMI programming must also have an alarm for the holding tank float high level.

It is not apparent that these items are tied into the PLC system. Will the PLC have control of these items above?

A7: The Programmable Logic Controller (PLC) system will not be required to monitor or control outdoor area lighting. Monitoring of holding tank float switches is also not required. Alarms for panel temperature, power loss, and communication failure are required. The specifications have been updated to remove the erroneous requirements.

Q8: Drawings E-5034 and 5035. Do the two drawings depict all of the current HMI screens and the screens required in the new HMI?

A8: The drawings were supplied as a reference and do represent all screens in the current system. The contractor is free to make changes or add additional screens so long as all functionality is maintained.

Q9: Reference 3.5.1 Dam Control Systems

Each dam valve and crest gate shall be operated a minimum of ten complete cycles without the occurrence of problems. The Contractor shall provide equipment and personnel as necessary to operate the valves and gates during testing. The Contracting Officer may, at his option, vary the test procedure to witness intermediate stopping and starting of the gates. This shall be done without additional cost or delays to the Government. Correct operation shall be demonstrated for all of the operating cycles constituting the acceptance testing. Incorrect operation shall be grounds for complete re-testing. Correct operation shall include, but not be limited to:

1) The gates properly starting and stopping.

2) Gate speed changes.

3) Correct operation of all machinery, motors, pumps, and disconnect switches.

In regards to item 3, it appears that the items in this line are not part of the contract for this project. Is the contractor responsible for the operation of these items?

A9: Contractor is responsible for verifying the logic and operation of equipment supplied under this contract.

Existing equipment can be assumed to be functional and not the responsibility of the contractor.

Q10: Reference 3.5.5 Endurance Test

Use the endurance test to demonstrate the overall system reliability of the completed system. The endurance test shall be conducted in phases. The endurance test shall not be started until the Contracting Officer notifies the Contractor in writing that the PVT is satisfactorily completed, training as specified has been completed, outstanding deficiencies have been satisfactorily corrected, and that the Contractor has permission to start the endurance test. Provide an operator to man the system 8 hours per day during daytime operations, including weekends and holidays, during Phase I endurance testing, in addition to any Government personnel that may be made available. The Contracting Officer may terminate testing at any time when the system fails to perform as specified.

Upon termination of testing by the Contracting Officer or by the Contractor, commence an assessment period as described for Phase II. Upon successful completion of the endurance test, deliver test reports and other documentation, as specified, to the Contracting Officer prior to acceptance of the system.

Is there a requirement and specification for an endurance test? Is there a requirement and specification for a Phase II test?

A10: No endurance testing will be required so long as the Performance Verification Test (PVT) is documented and successful. The specifications have been updated to remove the erroneous requirements.

Q11: Reference 3.7 Field Training.

3.7.1 Preliminary Operator Training

3.7.3 Maintenance Training

The requirements for training appear to be extensive for a system on this size and complexity, as it is replacing an existing system with substantially the same form, fit, and function.

A11: The listed training will be revised. The training requirements will be reduced to minimum one (1) session (8 hours) encompassing all topics listed in these three sections. The specifications have been revised.

Q12: Reference 2.14 LAP TOP COMPUTER FOR PLC SUPPORT

One (1) laptop computer will be furnished by the Government. The contractor shall provide all of the PLC licensed software required for maintenance, debugging, and editing the PLC configuration and code.

What is the responsibility of the contractor regarding the laptop computer?

Is it only to load the RsLogix 5000, FactoryTalk Studio and communication software provided by the contractor?

Will the laptop be pre-configured with an operation system, anti-virus and any other software desired by the owner?

A12: The government furnished laptop will be provided with a Windows operating system and auxiliary software.

The contractor is only responsible for purchase and installation of the Programmable Logic Controller (PLC) software.

Q13: To install the two profibus cables in new flexible conduit through the existing vertical 10” riser, a loss of communications will be required between the controls and the actuators. Based on a visual inspection of the amount of cables currently in the riser, the contractor needs to demo the existing flex conduit and devicenet cable and use them to pull in the new profibus cables and flex conduit. This will require the valves to be operated manually for a period of 8 days as the new profibus and actuators are installed.

Would it be possible to allow a period of manual operation of the valves if coordinated well in advance with the Corps’ operations and maintenance personnel, while the cutover is made from the existing devicenet cables?

A13: Manual operation of the valves is permitted after coordination with the Contracting Officer and the Berlin Dam Resource Management Office (RMO). This situation is now addressed with a revision of specification 01 35 00.00 08 section 1.11.3.

Q14: Reference Drawing E-3030 Note 4, Surge Suppression Equipment To Be Replaced With Like Model Number

Attached is an image of the TVSS in question and it appears to include a SQD Power Logic Meter and three pilot light that would indicate status of phase to ground.

The Specification does not provide any details for the internal component requirements for the TVSS Cabinet. Please provide the model number for the equipment to be replaced. Reference drawing 035b-U1- 56/7 shows this box to contain power line monitoring equipment. Where is the surge suppressor equipment?

A14: This equipment was incorrectly referred to as surge suppression equipment. This equipment is in fact only a power line monitor. The Contractor shall supply equipment with the same form and function as the existing power monitor. No model number is available.
