Pre-Bid Site Visit Remote Control Upgrades

Berlin Dam 25 July 2019, 10:00 am

Contracting Discussion

Introduction

Good morning, my name is Jane Roney, I’m the Contract Specialist for this solicitation. I want to welcome everyone to the pre-bid site visit for the Berlin Dam Remote Control Upgrades project.

The Contracting Officer is Carole Householder.

The Administrative Contracting Officer will be Kevin Cannon.

To begin, I’ll let the Government attendees introduce themselves.

Reason for this Pre-Bid Conference

The reason for this pre-bid conference is that we hope to improve your understanding of the Government’s requirement for this project.

Everyone was given (or will be given) a couple of note cards. These cards are to be used by you with questions that you may have. I will collect these at the end of the Site Visit. The questions and concerns brought up today will be addressed by an Amendment which will be posted to the Federal Business Opportunities (FBO) website (https://www.fbo.gov).

We will consider any constructive comments or recommendations that you make.

The Sign-In Sheet and my discussion today will be posted to the Federal Business Opportunities (FBO) website.

You are cautioned that any remarks made at this site visit conference shall not qualify the terms of the solicitation unless the solicitation is amended in writing.

The one thing we will not do at this conference is to make any comment or opinion regarding your particular bid or approach that you may take for this requirement – this is up to you.

1. The Solicitation Number is W911WN19B8004 which was issued on 16 July 2019 on Standard Form (SF) 1442.

2. BID OPENING, THURSDAY, 15 August 2019, at 11:00 A.M. ET in the Federal Building in Pittsburgh, PA (see block 7); signs will be posted in the lobby with identification of the room. Revisions to bids received by EMAIL or FAX will NOT be considered. All Bids including Acknowledgement of Amendments (if applicable) must be in the Government possession by 11:00 AM ET.

3. NAICS Code 541511 (Custom Computer Programming Services) with a Small Business Size Standard of $27.5M.

4. Estimated Magnitude of Construction is between $250,000 and $500,000.

5. Restricted Procurement: 100% Small Business Set-Aside

6. System for Award Management (SAM) – must have an ACTIVE registration, AND IT MUST BE ACTIVE PRIOR to Bid submission. If awarded this contract, your SAM Status including your Representations and Certifications (Reps & Certs) must remain CURRENT throughout the contract period. If you are not already registered in SAM or your registration requires renewal, be sure to do it right after the site visit because it can take a few days to process. Registration is FREE. Internet Site: http://www.sam.gov .

SAM now requires a Notarized Letter for new activations and for renewals. This process can take 2 weeks to 30 days to be “fully” activated by GSA in SAM.

7. This is a Firm Fixed Price Contract.

8. Term of the contract will be 270 calendar days after Notice to Proceed (NTP). The time stated for completion shall include final cleanup at the project site. The contract does have an Awardable Option which may be awarded at the same time based on the Contractor’s bid and based upon availability and receipt of funds.

9. Documents to submit with your Sealed Bid Package (Original and Copy) include,

a. Submission of a Bid Bond. Bid guarantee is REQUIRED (see page 10, para 00 21 00 - 6, Bid Bond Requirements.) The current version of the Standard Form 24 must be used. The internet site to assure that you have the current version is https://www.gsa.gov/reference/forms#SF.

b. Entire Solicitation or Applicable Pages requiring a Response.

c. Bid Schedule (on FBO Posting). Identification of a Unit Price and Total Price for each item on Bid Schedule. The Total of Items 0001 - 0003 on the Bid Schedule would reflect the total amount for the Job, Item No. 0001 on the Solicitation. The Total of Items 1001 and 1002 on the Bid Schedule would reflect the total Job, Item No. 1001 on the Solicitation.

10. Page 11, Para. 00 21 00 - 08 Award. Award will be made as a whole to one bidder that is determined to be responsive/responsible submitting the lowest priced bid. The lowest price bidder must be determined by the Contracting Officer (KO) to be RESPONSIBLE per FAR

9.104. Very shortly after bid opening the apparent low bidder will be sent an email asking for specific information to help the KO make the responsibility determination. See Pgs 11 & 12, Para. 00 21 00 - 13 Pre-Award Survey.

11. Provisions and Clauses – Provisions are conditions used in solicitations and apply before contract award. Clauses are conditions in both solicitations and contracts and apply before and after contract award. The VAST majority of provisions and clauses in this solicitation are included by reference only; that means, we’ve only given you the Number, the Title and the Date. It is up to you to go online to the website provided (https://www.acquisition.gov/) to look up each one whether FAR and DFARS.

12. Questions are due by Monday, 29 July 2019, 11:00 AM ET. Email:

LRP.CONTRACTING@USACE.ARMY.MIL with Subject identified as “W911WN19B8004 Questions”.

13. Liquidated Damage are applicable to this contract, see clause 52.211-12. Liquidated Damages on this project is $450.00 for each calendar day of delay until the work is completed or accepted.

14. WAGE Determination, OH20190001, Heavy and Highway Construction Projects, dated 06/28/2019 is applicable to this project. If it is updated prior to receipt of bids, an amendment will be issued and posted to https://www.fbo.gov/ .

That is the Contracting portion of the meeting.

At this time, I’ll turn it over to Mr. Garrett Kotch, Project Engineer and Technical Point of Contact on this Project, who will now provide an overview of the project’s technical requirements. After that, the tour of the work will take place.
