SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been added by full text:
CONTRACTOR QUESTIONS
Question #1: After reading the specification I wanted to point out what I believe was an incorrect number transposed from the PL 12,000 material. Under the Compressive Strength ASTM C-109, you state a 28-day strength of 11,500. It should read 10,000 PSI for the material centrifugally cast around the culvert. The 11,500 is a material sometimes used for invert reconstruction.
Answer #1: The compressive strength listed for the Culvert Lining Mortar was indeed listed incorrectly and should be 10,000 psi. Please review Tables 1 and 2 in revised Section 33 01 30.72 08 of the Specifications for the corrected properties of the two mortar materials.
Question #2: In addition but certainly not critical, most specification discuss a coulomb rating. NYS, NJ and other DOT's require a maximum of 50 coulombs. This ensures the density of the material, virtually eliminating the ability of water to penetrate the mix design. Very important when dealing with chlorides from salting or treating the surface of a road.
Answer #2: Please review Tables 1 and 2 in revised Section 33 01 30.72 08 of the Specifications for the corrected properties of the two mortar materials.
Question #3: Drawing C-4012-B along with the referenced section shows CCCP Liner throughout the entire repair section. The total CCCP is 150 ft. Item 0009 is only for 45 ft. Where is this 45 feet located for the repair section under the total base bid?
Answer #3: The quantity for Item 0009 has been be revised to reflect the base option for the CCCP. Please see Sheet C-4012-B for the updated base and option work Stationing in the amendment.
Question #4: Is the 45 feet of Culvert Lining in item 2002 the 45ft from Station 4+20 in the Existing Stone Arch section?
Answer #4: Please see Sheet C-4012-B for the updated base and option work Stationing in the amendment.
Question #5: Where is the Downstream Culvert Extension Lining as requested under item 3002?
Answer #5: Please see Sheet C-4012-B for the updated base and option work Stationing in the amendment.
Question #6: The 36Inch Flume pipe does not allow enough room to install the CCCP given the obstacle in the culvert (i.e. Manhole). From our conversation with the installer of the CCCP we will have to use some other method for by-passing the flow during the installing of the CCCP at a minimum. Is this going to be allowed by the USACE as this is part of the Sequence for the approved E&S Plan?
Answer #6: Refer to section 33 01 30.72 08, paragraph 3.4 Bypassing Existing Channel Flows and Section 01 57 23.00 08, paragraph 3.1.1 Staging of Construction and Installation of Best Management Practices.
Question #7: It is not clear as to the extent of the removal of the existing stone arch culvert. Please provide better definition as to the removal of the stone arch culvert as the basis of the lump sum item for demolition.
Answer #7: The removal of the stone is not intended to be more extensive than needed to accommodate the placement of the culvert replacement structural plate arch and associated appurtenances. Please see Sheet C-5015-B for additional notes and details.
Question #8: How are the transitions between the different types of culvert to be performed (i.e. steel to stone and steel to existing steel)?
Answer #8: Please see detail 7 and Section C on C-5015-B for the transitions at Sta 3+30 and 3+50. The Culvert Replacement portion of the project shall overlap the existing features by a minimum 18". The area that is overlapped shall be filled with non-shrink grout or other approved alternative. A new detail shall be added on C- 5015-B for the transition at Sta 3+00 between existing and new structural plate arch culverts.
Question #9: What exterior signs required by section 10 14 00.10 for the projects?
Answer #9: Revision has been made to section 10 14 00.10
Question #10: It does not appear that the excavation to the limits of the new 20 foot section of steel plate arch culvert can be done without shoring the inside of the existing stone arch culvert. The culvert as we seen during the repair became unstable and started to collapse when the cover was removed. As we know the arch achieves its support from the backfill. Therefore the inside will need to be support in order to remove the material on top to the 3+50 limit. Please verify that supports can be installed inside the culvert and that this will not be denied in the work plan of the contractor for this work.
Answer #10: Please see Sheet C-5015-B for additional notes and details concerning working inside the existing stone arch culvert.
Question #11: The profile on Drawing C-4012 illustrates the 12ft arch plate new culvert is to be connected to the existing 10ft span stone arch culvert. Please provide a detail on how the end of the 12ft is to be sealed to the stone arch, or is it sealed?
Answer #11: Please see detail 7 and Section C on C-5015-B for the transitions at Sta 3+30 and 3+50.
Question #12: It does not appear that detail 7 on drawing C5015 will work for the 10ft span new steel plate arch culvert extension at 3+00 because Detail 1 on Drawing C-5013 illustrates that the existing plate arch is a 10ft span.
Please provide a detail on how this connection is to be made at 3+00.
Answer #12: Please see Sheet C-5015-B for additional details and notes for the transition between at Sta 3+00.
Question #13: Please verify if the 4”-6” invert repair mortar is part of the base bid. If so please provide what item this is incidental to being performed. Please verify that the same 11,500 psi concrete is required for the repair mortar. Please see note 4 on drawing C-5014.
Answer #13: Please see paragraph 1.3.4.1 in Section 01 22 00.00 10 for payment for the invert repair mortar, which is included in Item 0009. In addition, the Physical Properties in Table 1 and 2 in Section 33 01 30.72 08 has been revised via amendment.
Question #14: Please verify what limits the contractor will be paid under item 0008 and 0005. This may be very different given the contractor’s approach to laying back the slopes or if they are installing a support structure for installing the repairs. What are the current limits for the R-4 and excavation limits based upon: are they based on being able to lay the slopes back as indicated on drawing C-3017 in all directions or do we need a support system to achieve the limits as shown on drawing C-4012-B?
Answer #14: The profile along the culvert on drawing sheet C-4012-B previously showed a vertical face above the crown of the existing stone culvert, which reflects steel plate installed as part of the temporary stabilization treatment. The material between this vertically placed steel plate and the original embankment material is anticipated to be the R-4 rip rap that will be removed, stockpiled, and reused per items 0006 and 0007 of the bid schedule. The original embankment geometry/location is unknown. Shoring, sheeting, or benching may be required.
Please see revised profile on sheet C-4012-B for clarifications on placement of materials. Sections A and B on sheet C-3017 show excavations to allow for installation of wing walls. The intent is for minimal excavation of the original embankment soils to provide a uniform surface for placement of geotextile, bedding, and R-4 material. See section 3.4 of Specifications Division 31 00 00 for general shoring, sheeting, and benching requirements.
Question #15: What happens if there is unsuitable materials are encountered below the 4-6” repair mortar area?
There does not seem to be an invert shown on the profile of drawing C-4012-B. Can you please provide the invert elevation for the 4”-6” repair slab?
Answer #15: See revised SYSTEM DESCRIPTION in Specifications Section 33 01 30.72 08.
Question #16: It appears there is a micro-pile 1ft from the connection of the Existing stone arch culvert at 3+50.
This would mean that the existing stone arch culvert either needs to be saw cut or it must be disassembled within this 1 foot. From the pictures it does not appear that the arch can be disassembled in that fashion. Can you please verify that it is the intent to saw cut the existing stone arch culvert? We will research with subcontractors that specialize in this work but we would appreciate if this was the intent of the designer. Another major issue is making the cut and not damaging the sewer line. What is the depth of the sewer line below the bottom of footer. From the profile it appears that is in right in the center.
Answer #16: The configuration of the micropiles has been revised to provide greater clearance from the connection at Sta 3+50. Additional notes have been added to C-5015-B to better clarify the work at the end of the stone arch culvert. The depth of the sewer is unknown.
Question #17: Because the Micro-piles are battered this will require a larger excavation. Has the USACE considered this in the development of the quantities for the project?
Answer #17: The 30 degree batter required is not anticipated to require an excavation larger than required to place the pile cap concrete. Excavation quantities do not include additional excavation for micropile installation.
Question #18: Can you add a shoring bid item? Currently, the 1,000 CY will be priced with shoring.
Answer #18: Shoring is considered incidental to the project and will not be included as a separate line item on the bid sheet. Please refer to revised drawing sheet C-4012-B to assess shoring needs and also to SHORING in Specifications Section 31 00 00 for a description of general requirements.
Question #19: Can you clarify the invert mortar repairs? The spec for the liner said it includes the invert. The material listed for the invert mortar is the exact same as the liner. However, the drawings show mortar repairs and liner as separate units. Do we have to remove up to 4-6" of material to install a new invert?
Answer #19: Please see revised Specifications Section 33 01 30.72 08, including 2.1 SYSTEM DESCRIPTION and Tables 1 and 2.
Question #20: For the micropiles, will a load test be required? If yes, should it be in tension or compression?
Answer #20: No, load tests of the micropiles are not required.
Question #21: Please confirm that the permanent 7” DIA API-N80 micropile casing does not need to continue into the rock beyond 1 foot as shown in detail B/C-5015 on Sheet C-5016-A.
Answer #21: Please see sheet C‐5016‐B, Details 10, 11, and 12. Micropile casing shall extend a minimum of 1 foot into bedrock.
Question #22: Please provide the minimum embedment of the micropile casing into the concrete footer, if any.
Answer #22: Please see revised Drawing C‐5016‐B, details 10, 11, and 12.
Question #23: Please provide the minimum embedment of the #10 bars into the concrete footer.
Answer #23: Please see Detail 12 on C‐5016‐B for embedment length ofTension Micropile. Vertical and Battered Compression Micropiles show embedment to the top reinforcement on Sheet C‐5016‐B Detail 10 and Detail 11 respectively.
