The drawings reflect the work to be performed under this contract. The Contractor shall check all drawings immediately upon receipt, and verify the figures, dimensions, and representation of the work. The Contractor shall compare all drawings and verify the figures before laying out the work. Dimensions marked on drawings shall, in general, be followed in preference to scale measurements. The Contractor shall promptly notify the Contracting Officer of any discrepancies, and shall be responsible for an errors which might have been avoided by complying with this paragraph. Any omissions from the drawings and specifications or incorrect description of details of the work which are manifestly necessary to carry out the intent of the drawings and specifications, or which are customarily performed, shall not relieve the Contractor from performing such omitted or incorrectly described details of work, but shall be performed as if fully and correctly set forth and described in the drawings and specifications.

Unless otherwise noted, dimensions and elevations, and other features shown on drawings are generally based on site surveys and measurements, and as-built drawings. The Government cannot guarantee the accuracy of the

Section 01 35 00 Page 2 dimensions, elevations, and features shown on the drawings which are based on the reference drawings, and it shall be the responsibility of the Contractor to verify all elevations and the dimensions shown by measurements in the field, at no additional cost to the Government.

1.5 WORK UNDER OTHER CONTRACTS

Attention is directed to the fact that other Contractors may be employed by the Government at or in the vicinity of the work covered by these specifications. It is noted that the information provided is for the Contractor's information, and no attempt has been made to list all the work activities required under those contracts. Unless specified otherwise, all Contractors shall have equal rights to the use of access roads and other areas which are not identified on the drawings as work areas or laydown areas for specific contractors, so far as practicable, and the Contractor employed under this contract shall cooperate with other Contractors so that the work may be performed with maximum efficiency. Should a disagreement occur between Contractors as to the use of facilities or in other matters, the decision of the Contracting Officer shall govern. See also Section 00700 CONTRACT CLAUSES, FAR 52.236-8 OTHER CONTRACTS. See also paragraph Protection of Existing Roads and Property.

1.6 ACCESS AND WORK AREAS

1.6.1 General Access to Project Site

The only area permitted to be used for access to the river and for on-loading and off-loading operations shall be at the Victory Hollow Site, as shown on the drawings. Any other areas proposed by the Contractor for access to the river and for on-loading and off-loading operations shall be existing permitted commercial marine facilities.

1.6.2 Access Plan

The Contractor shall prepare a plan to address maintaining access to existing facilities and temporary access as required for construction of the various features of work. The plan shall address all requirements or conditions given in paragraphs WORK UNDER OTHER CONTRACTS, ACCESS AND WORK AREAS, CONTRACTOR'S FLOATING PLANT, CONDITIONS OF WORK, and POOL LEVELS, herein.

1.6.3 General Work Area Restrictions

As required by Section 00700 CONTRACT CLAUSES, FAR 236-10 OPERATIONS AND STORAGE AREAS, all operations of the Contractor shall be confined to areas shown on the drawings and as authorized and approved by the Contracting Officer. The limits of the Contractor's work areas are shown on the drawings. In accordance with Section 00700 CONTRACT CLAUSES, FAR 52.236-17 LAYOUT OF WORK, the Contractor shall maintain and preserve all existing survey control points established by the Government.

1.6.4 Protection of Existing Roads and Property

1.6.4.1 General

The Contractor's traffic on roads selected for hauling material to and from the site shall interfere as little as possible with public traffic. The Contractor shall investigate the adequacy of existing roads and the allowable load limit on these roads. The Contractor shall be responsible

Section 01 35 00 Page 3 for all damage to existing roads and property occasioned by any of his operations. When intending to transport any heavy loads on roadways, the Contractor shall investigate all weight limits for the roads he intends to use and shall secure any required bond(s) from the respective owner(s).

The Contractor shall document the existing condition of the roadways that he will be using, with the owners thereof. In the past, video recordings of the original roadway conditions have provided satisfactory documentation. Prior to beginning any construction, the Contractor shall videorecord on DVD format all existing structures including, but not limited to, local roads, public and private property, and any other areas as directed by the Contracting Officer. The owners of such roadways and other property should be present at the time of the documentation. An unedited copy of all video recordings shall be given to the owners and the Contracting officer with 5 days after documented. All damage to transportation facilities, public or private property, or utilities caused by the Contractor's operations shall be repaired to the satisfaction of the owner and the Contracting Officer, at no additional cost to the Government. Any damage to the roadways, caused by the Contractor's operations, shall be repaired in kind by the Contractor. Roads shall be kept clear of all debris generated by the Contractor's operations. Roads shall be cleaned of any spillage. Upon completion of all work requiring use of the local roads, the roadways shall be restored to their preconstruction condition by cleaning and or reconstruction of damaged drainage facilities, base courses, and pavements as necessary. Repairs shall be made in the same manner as the original construction.

The Contractor will be permitted to use only public roads and highways for access to the project area. The Contractor will not be permitted to make arrangements with private landowners for access.

1.6.4.2 Hauling Permits

The Contractor shall be responsible for acquiring all necessary oversized hauling permits and general hauling permits for equipment or debris transported via roadways, as required. No heavy hauling on public roads will be permitted until all permits and bonds have been obtained as required. All costs associated with securing these permits shall be borne by the Contractor.

1.6.5 Utilities

The Contractor shall be responsible for the coordination of all existing utilities with the work and for providing utilities for construction purposes.

a. For marking underground utility lines, call for free markouts a minimum of 3 work days before you dig at 811 or 1-800-242-1776.

b. Coordinate the construction of the new navigation channel with the locations of many privately owned submerged utility crossings, consisting of natural gas, propane gas transmission lines, and a telephone line.

These crossings are permitted by Pittsburgh District and the PA Department of Environmental Protection. The utility crossings will be required to meet their permitted submergence criteria when Pool 3 is lowered, which is

708.1 NAVD88 to the top of the line. This has resulted in the owners having identified lines that will require relocation and lines that will not require relocation. All required relocations are anticipated to be completed prior to award of this contract. All required relocations are to

Section 01 35 00 Page 4 be completed prior to any dredging activities taking place near those lines. The owners have been required to provide verified, "as-built" drawings and other information, which show the alignment of the lines both horizontally and vertically.

c. The existing utility locations shown on the drawings and listed below are approximate and may not be complete. The Government does not insure the accuracy of the utility locations shown. The Contractor is responsible to confirm all utility data, including, but not limited to, horizontal and vertical coordinates, type and number of lines, points of contact, datum, etc., prior to any dredging taking place in this contract. Contact all of the utility companies to verify this information and to obtain "as-built" drawings of all utilities crossing the Monongahela River. Submit all correspondence between the Contractor and the utility companies to the Contracting Officer. A list of utility contact information is included as Appendix H, however, this list may not be complete. For those Utilities that are not yet known, unclaimed, unmarked, or unidentified, the Contractor shall employ reasonable due diligence, exercise best professional judgment, and use best management practices customary to the industry prior to and during dredging operations. In the event that the Contractor encounters Utilities that were previously unknown, unclaimed, unmarked, or unidentified, notify the Contracting Officer immediately.

d. Prior to dredging in any area where a utility line, known, not yet known, unclaimed, unmarked, or unidentified, crosses the Monongahela River, the Contractor shall make sure a representative of the utility company is on-site to verify the utility line location.

e. If it is determined that a utility line needs to be relocated because it does not meet the submergence criteria for dredging to take place, the Contractor shall dredge to within 50 feet on each side of the utility line. Once the utility line is relocated at a later date, the Contractor shall be required to return to the location and dredge the remaining area.

This will be handled as a modification to the contract.

f. The following utilities are known to cross the Monongahela River at approximately the below locations:

1.8 LAYOUT OF WORK

The Contractor shall lay out its work from Government-provided channel coordinates and survey control points, furnished as part of each work assignment. The Contractor shall furnish, at its own expense, such stakes, templates, platforms, equipment, range markers and labor as may be required in laying out any part of the work, from the channel coordinates and surveying benchmarks furnished by the Government and shall be responsible for all measurements in connection therewith. If any Government control is found disturbed or destroyed, this must be communicated to the Pittsburgh District Surveys Branch through the Contractor Officer's Representative (COR) before any control is re-established. The Contractor shall be responsible for executing the work to such lines and grades as may be

Section 01 35 00 Page 7 established or indicated by the Contracting Officer. The Contractor shall have real time differential GPS positioning in accordance with the Corps surveying manual, EM 1110-2-1003, for class 1 survey requirements for dredge positioning. The Contractor shall provide real time positioning on a computer screen during dredging, and have the capability of playback in 15 minute intervals. The position must be recorded on disk every 15 minutes and submitted to the Contracting Officer on a daily basis.

1.9 MAINTENANCE AND PROTECTION OF VEHICULAR TRAFFIC

During construction the Contractor shall maintain and protect traffic on all affected roads during the construction period except as otherwise specifically directed by the Contracting Officer. Measures for the protection and diversion of traffic, including the provision of watchmen and flaggers, erection of barricades, placing of lights around and in front of equipment and the work, and the erection and maintenance of adequate warning, danger, and direction signs, shall be as required by any permits or whenever the Contractor's operations interfere with the movement or safety of traffic along the public roads. Such measures shall be in accordance with the applicable provisions of PDT 408, Section 900, and local authorities having jurisdiction. The traveling public shall be protected from damage to person and property. The Contractor shall submit his proposed traffic control plan for approval and shall include documentation that his proposed plan has been coordinated and approved by the local authority having jurisdiction. Where such measures are on Government property, the Contractor shall coordinate such measures with the Contracting Officer.

1.10 MAINTENANCE AND PROTECTION OF RAILROAD TRAFFIC

The safety and continuity of operation of the traffic of the railroad at the Victory Hollow Site is a high concern and the contract has been developed accordingly; the safe operation of the railroad which passes under the bridge shall be protected at all times.

The following items have been incorporated into the contract to assure the safe operation of the railroad:

1. The existing railroad crossing from State Route 837 at the entrance to the Off-loading Facility may be used for mobilizing and demobilizing equipment at the Off-loading Facility, and for passage of light vehicles such as pickup trucks and automobiles. No materials can be taken over the crossing without prior approval from the Government.

2. Mobilization and demobilization of equipment over the existing railroad crossing shall be performed during daylight hours. Railroad flaggers will be required when heavy equipment is being mobilized to or demobilized from the site using the existing railroad crossing.

No separate payment will be made for flagger services or other protective measures required, and all costs of providing such services or protective measures shall be borne by the Contractor. The Contractor shall give the Chief Engineer of the railroad five working days written notice before any work is started that requires flagger services. All flaggers shall be provided by the railroad company. The Contractor shall inform himself of the base rates of pay, including all overheads required to be added to those base rates, for protective services on the basis of a minimum eight hour day with premium time beyond eight hours, as well as premium time for

Section 01 35 00 Page 8 work on Saturdays, Sundays and legal holidays. The Contractor shall also inform himself of the railroad's policies concerning travel time to-and from headquarters and point of work.

The Contractor shall prepare his work plans as required to comply with these requirements. The Contractor shall contact representatives from the Norfolk Southern Corporation to arrange for railroad flaggers.

All costs related to coordination with the railroad, including the cost of flaggers, work delays, etc… shall be borne by the Contractor and will not be subject to reimbursement by the Government.

1.11 PROJECT SITE CONDITIONS

1.11.1 Interpretation of Geologic Information, Data and Samples

Logs of borings and laboratory test data are made available in Appendix A -Geotechnical Data For Channel Sediments for the Contractor's information and for his interpretation. Logs and test data are not represented as a complete description of the site soil, rock, and water information, but only display what was found in borings at the indicated locations on the date holes were drilled. The soil and groundwater conditions may be different from those interpreted by the subsurface investigation. It is the Contractor's responsibility to obtain additional information, if necessary in his judgment.

1.11.2 Previous Remediation Work

Past environmental characterization investigations identified HTRW-impacted sediments in the proposed Pool 3 navigation channel. These HTRW-impacted materials were removed under a previous dredging contract that excavated management units MV-3, MV-59, and MV-102 as identified in the locations plans included in Appendix A. No sediments containing HTRW in excess of permissible limits are anticipated to be encountered under this contract.
