PERFORMANCE WORK STATEMENT
SECTION 1. GRASS MOWING
1.1 SCOPE OF WORK. The work performed under this section consists of furnishing labor, equipment, fuel, transportation, tools and supplies necessary for mowing and trimming grass and vegetation in strict accordance with these specifications for the areas listed in Exhibit A.
1.2 LOCATION AND SCHEDULE OF WORK. The location and description of the work areas are shown on Exhibit A as well as the schedule of the work to be performed.
1.3 WORK TO BE PERFORMED
1.3.1 General. For the purpose of this contract, mowing is defined as the cutting of grass, weeds, vines, or other vegetation. Trimming is defined as the cutting of grass, weeds, vines, or other vegetation around items such as buildings, sidewalks, guardrails, posts, instruments, telephone poles, drinking fountains, grills, campsites, fire rings, picnic tables, trees, shrubbery, curbing, stone slope protection areas, bumper blocks in camping and parking areas, and other such obstacles.
1.3.1.1 Ordering Mowings. When a Task Order is issued to mow a designated area, mowing shall be completed in the order and within the period of performance specified by the COR (either by weekly work order or the approved Contractor's schedule). This excludes variances, i.e. weekends, holidays, or other variances allowed or required by the COR. All variances allowed or required by the COR will be submitted to the Contractor in writing. The COR may cancel a mowing and/or trimming operation under special circumstances, e.g., wet ground or safety hazards.
An amount shall be deducted from the task order equal to the cost of mowing/trimming the area where a service was cancelled. (The deduction will be the amount equal to the percentage of the acreage of the corresponding Contract Line Item that was not mowed and/or trimmed.)
1.3.1.2 Grass Height. Mowing and trimming in each area must be done in such a manner as to provide uniform grass height. The heights of cuts are broken into two different types: Type I Cut—the required cut height is three inches and normally mowed when the grass height is less than six inches. Type II Cut—the required cut height is five inches and is intended for meadows and fields with high grass.
1.3.1.3 Mowing Hours. Work to be performed in secured areas shall be accomplished during normal project work hours (see Section 12.3). Mowing in camping areas shall be performed Monday through Thursday, between 9:00 a.m. and 6:00 p.m. Mowing and trimming operations shall not be conducted on Saturdays, Sundays, or federal holidays unless approved in writing, in advance, by the COR. Work approved for weekends or holidays shall be at no additional expense to the Government.
1.3.2 Mowing Operations. All mowing operations shall be conducted to protect the grass, sod, equipment, trees and shrubs in the areas, and to ensure the safety of all persons in the vicinity of the mowing operations.
1.3.2.1 It shall be the responsibility of the Contractor to locate each geotechnical instrument within the mowing limits prior to each mowing and ensure that the instruments are visible to the employees working in the area.
The Contractor shall be responsible for any damage to such geotechnical instruments during mowing. The Contractor shall also be held responsible for damage/breakage to water shutoff valves, risers, caps, and other Government property.
1.3.2.2 The Contractor shall be liable for replacement of trees and shrubs damaged by mowing equipment.
The Contractor will be required to replace any damaged tree or shrub; the replacement item shall be approved by the COR before installation. If a replacement tree or shrub dies within a year, the Contractor shall replace it. If Contractor chooses not to replace a damaged tree or shrub, the cost of the labor and materials necessary to replace the damaged tree or shrub will be deducted from the Contractor's next payment.
1.3.2.3 Prior to Mowing. Prior to mowing an area, the area shall be inspected for all visible trash, garbage, debris, drift, dead leaves and limbs, and such material shall be disposed of in accordance with Section 11, ENVIRONMENTAL PROTECTION. Should such material be struck by a mower and scattered, the scattered pieces shall be picked up and disposed of before leaving the area. Fallen trees shall be placed at a convenient location for future pickup by the Contractor. It shall be the Contractor's responsibility to remove grass clippings, litter, etc., that are cut up by the mower blades, from the road, sidewalks, areas under picnic tables, parking lots, camping pulloffs, benches, etc.
1.3.2.4 Soft and Damp Areas. All soft and damp areas shall be mowed assuring no damage or ruts to the landscape.
1.3.3 Trimming. All trimming of an area shall be performed in conjunction with the mowing of the area and shall be completed within 24 hours of completion of the mowing. Trimming shall ensure that all vegetation adjacent to woody plants and structures, including, but not limited to, buildings, fences, signs, and surface areas be uniform in height as designated for each area in Exhibit A.
1.3.3.1 Alternative Herbicide Application. The Contractor may elect, at no additional cost to the Government, to apply herbicide in accordance with herbicide application guidance contained in Section 2, MAINTENANCE OF LANDSCAPED AREAS in order to reduce or eliminate mechanical trimming.
1.3.4 Removal of Grass Clippings. The Contractor shall gather clippings from mowed areas only when requested by the COR. All clippings shall then be removed by the Contractor, and disposed of as specified in Section 11, ENVIRONMENTAL PROTECTION. This applies only to areas which are mowed on a regular basis; it does not apply to areas which are mowed less than twice a month during the mowing season.
1.4 SAFETY. In addition to the Occupational Safety and Health Act (OSHA) Safety Standards and Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 (http://www.usace.army.mil/publications/eng-manuals/em385-1-1/toc.htm), the Contractor shall comply with the following:
1.4.1 On steep and uneven terrain, use of flails or similar mowing apparatus shall not be permitted.
1.4.2 Safety glasses with side shields, long pants, hard hats, and safety shoes shall be the minimum safety apparel worn by people operating any mowing or trimming equipment.
1.4.3 All riding equipment, used on slopes of 3 horizontal to 1 vertical or steeper, shall have rollover protection in addition to seat belts.
1.4.4 A standard "Mowing Ahead" sign in accordance with the Manual of Uniform Traffic Control Devices (http://mutcd.fhwa.dot.gov/ ) shall be erected on each end of mowing operations at every area when mowing is in progress within five feet of a roadway.
SECTION 2. MAINTENANCE OF LANDSCAPED AREAS
2.1 SCOPE OF WORK. The work performed under this section consists of furnishing labor, equipment, fuel, transportation, tools and supplies necessary for the performance of the services.
2.2 LOCATION OF WORK. The location and description of the work areas are shown on Exhibit B.
2.3 WORK TO BE PERFORMED
2.3.1 through 2.3.4 – not applicable to this location
2.3.5 Pesticide Application. For the purposes of this contract, “Pesticide Application” includes the use of herbicides, insecticides, fungicides, larvicides and rodenticides. The Contractor shall provide ground application services for pesticides at the locations indicated in the Task Order and as shown in Exhibit B. A kill rate of 95% of the target pests shall be considered the standard for pesticide application on the project.
2.3.5.1 Use of Pesticides. The use of pesticides by the Contractor shall be in accordance with the project’s approved Annual Pest Control Plan. All pesticide applications planned by the Contractor shall be included in this plan.
The Contractor shall submit pesticide application plans for each calendar year to the COR by 1 December of the preceding year.
2.3.5.2 Application shall be done in accordance with all local, state, and federal laws; a minimum of one state-certified applicator shall be supervising during all work. Proof of certification shall be submitted to the COR prior to starting herbicide application.
2.3.5.3 All safety standards shall be followed including manufacturer's recommendations. The pesticides shall be mixed and applied in accordance with the manufacturer's specified application rate. All proper precautions shall be employed to prevent the pesticides from contaminating surrounding areas. The Contractor shall furnish and use a spray pattern indicator such as Blazon (Monsanto Corp.) which is inert and biodegradable in all spraying operations.
When requested by the COR, the Contractor shall provide barricades and/or proper signs to protect the public from exposure to the pesticides. The Government reserves the right to inspect the equipment to be used at any time and to require its removal from the worksite if it is found to be unsafe. The Contractor must provide adequate safety equipment and ensure its use during applications.
2.3.5.4 All pesticides must be approved by the COR prior to their use on Government property and shall conform to the requirements of paragraph 2.4.5. The Contractor shall mix and store all pesticides off the project.
2.3.5.5 Following each application of pesticides, a "Pesticide Application Record", ORD Form 1031 (Exhibit B), shall be completed by the Contractor and submitted to the COR within seven days after the application.
2.3.6 – 2.3.8 not applicable to this location
2.3.9 Leaf Removal. Leaves shall be removed from the areas indicated in Exhibit B. Leaf removal shall occur in the Fall, normally between 15 October and 15 November and in the Spring normally between 15 March and 30 April. All leaves shall be removed and disposed of as specified in Section 11, ENVIRONMENTAL PROTECTION.
2.3.10 – 2.3.13 not applicable to this location
2.4 MATERIALS. Materials meeting the following requirements shall be furnished by the Contractor as required for performance of the work under this contract.
2.4.1 – 2.4.4 not applicable to this location
2.4.5 Pesticides. The Government allows the use of only general-use (non-restricted) pesticides. COR approval is required before application of any pesticide.
2.4.6 – 2.4.8 not applicable to this location.
SECTION 3. CLEANING SERVICES
3.1 SCOPE OF WORK. The work performed under this section consists of furnishing labor, equipment, fuel, transportation, tools and supplies necessary for the performance of the services described herein for the areas, facilities and equipment listed in Exhibit C.
3.2 SCHEDULE AND LOCATION OF WORK. The schedule and location for each service are shown in Exhibit C.
3.3 WORK TO BE PERFORMED.
3.3.1 General.
3.3.1.1 All trash and debris, drift, ashes and garbage shall be removed as required and deposited in a designated solid waste container.
3.3.1.2 All cleaning services within work areas, offices, buildings, picnic areas and campgrounds shall be performed so as not to interfere with the users.
3.3.1.3 The restrooms shall be closed during cleaning.
3.3.1.4 Nuisance Insects. If nuisance insects (including but not limited to wasps, hornets, and yellow jackets) are observed to be swarming or to have a nest within the limits of any area maintained under this contract, the Contractor shall take the necessary steps to exterminate and remove the insects and nest. This item will be considered incidental to the cleaning and policing of buildings and grounds. No separate payment will be made for removal of insects.
3.3.2 Restroom, Locker Room, and Washhouse.
3.3.2.1 All interior floors, walls, windows, doors, louvers, sills, light covers, fixtures, mirrors, shower curtains and stalls, benches, partitions (exterior and interior), wash basins, and interior trash receptacles, shall be cleaned during each service.
3.3.2.2 Cleaning shall also include the removal of all dust from window sills and screens and the removal of insects and insect nests.
3.3.2.3 RESERVED
3.3.2.4 All shower stalls, toilets, inside of vault toilet seats, urinals, sinks, and floors shall be sanitized during each cleaning. All toilet tissue fixtures shall be checked and filled during each cleaning. An equivalent of one full roll of any toilet paper shall be maintained per fixture.
3.3.2.5 All drawings, writings, or graffiti that can be removed with commercially available cleansers or solvents shall be removed.
3.3.2.6 Exterior drinking fountains attached to restroom buildings will be considered part of the restroom and will be cleaned as part of a restroom service.
3.3.2.7 All surfaces shall be thoroughly rinsed and excess water removed. There shall be no soap film or residue left after any cleaning operations.
3.3.2.8 Minor Maintenance. During each cleaning the Contractor shall perform minor maintenance to insure continued operation of subject facilities. Such maintenance shall include, but not be limited to, tightening loose fittings, screws or bolts, checking and turning off water faucets, cleaning drains with a plunger and/or snake, and replacing all burned-out light bulbs and damaged or worn out shower curtains.
3.3.2.9 Reporting Maintenance Requirement. On each day work is performed, the Contractor shall report the following to the COR:
3.3.2.9.1 Malfunctioning or damaged fixtures. The Contractor shall turn off water to that fixture.
3.3.2.9.2 Damaged toilet paper holders, broken windows, screens, or mirrors or any damage which could cause injury. If injury could result from the use of a damaged item, the Contractor shall remove the item from service and report such action immediately to the COR.
3.3.2.9.3 Leaks in plumbing which cannot be stopped by the tightening of a fitting.
3.3.2.9.4 Damaged door latches which cannot be repaired by the tightening of a screw or bolt.
3.3.2.9.5 Floor, sink and shower drains and toilets which cannot be unplugged by a plunger and/or snake.
3.3.2.10 Power Outages. When "No Power" complaints are received for restrooms or washhouses, the Contractor shall check the ground fault circuit interrupter for that service and reset the circuit interrupter or breaker or replace fuses, as necessary. If power is still off, the condition shall be reported to the COR for repair, and the affected restroom or washhouse shall be locked up as requested by the COR. A sign (provided by Contractor) informing the public that the restroom is out of order shall be installed.
3.3.2.11 Pest and Odor Control. The Contractor shall place devices approved by the COR in the restrooms or washhouses for the control of pests. The Contractor shall add odor control material to vault toilets the first cleaning each week. The material shall cover the entire contents of the vault.
3.3.2.12 Water Problems. If a restroom or washhouse does not have water, the Contractor shall inspect it to determine the cause. If the cause is a closed valve, the valve shall be opened if possible; if not, the affected building shall be locked up, a sign (provided by the Contractor) shall be placed on the facility to notify the public, and the COR shall be notified.
3.3.2.13 Pressure Wash. The interior and exterior of the building shall be cleaned when ordered using a pressure sprayer.
3.3.3 Emergency Cleaning for Restrooms and Washhouses. At times emergency cleanings may be necessary due to heavy use or vandalism. These cleanings will be ordered by the COR, usually by telephone. The Contractor shall begin the service within 12 hours of the order.
3.3.4 Project Offices/Visitor Centers. All items listed in 3.3.4.1 through 3.3.4.18 are to be cleaned each service.
3.3.4.1 Floors. When completing the floor work listed below, furniture should be moved, as necessary, to assure that all areas are cleaned. Furniture shall be replaced as work is completed.
3.3.4.2 Uncarpeted Floors. All uncarpeted floors shall be swept and wet mopped or vacuumed during each cleaning service. A disinfectant cleaner shall be used for all mopping work. All floors shall look clean and all scuff marks shall be removed by the Contractor.
3.3.4.3 Carpeted Floors. All carpeted floors shall be vacuumed each cleaning service, including corners and floor molding. Throw rugs and rubber mats shall be thoroughly vacuumed or shaken outside.
3.3.4.4 Windows. All windows, interior and exterior, including windows in doors shall be kept clean.
Windows shall be washed with an approved cleaner. Sills and venetian blinds shall be dusted each cleaning.
3.3.4.5 Doors. All doors, interior and exterior, shall be dusted and cleaned; all smudge or dirt marks shall be removed.
3.3.4.6 Furniture (Desks, Tables, Chairs, Stools, Bookcases, Map Cabinets, etc.) Dust and wipe all vertical and horizontal surfaces.
3.3.4.7 Drinking Fountains. Drinking fountains shall be cleaned and disinfected.
3.3.4.8 Pictures and Displays. All picture frames and exhibits shall be dusted.
3.3.4.9 Baseboards. All baseboards shall be dusted and cleaned of any scuff marks or soiled areas.
3.3.4.10 Lights. Light fixtures and covers shall be cleaned. Burned-out light bulbs shall be replaced on the inside and outside of buildings under this cleaning service.
3.3.4.11 Heating - Cooling Return and Grills. Grills shall be cleaned to remove dust and foreign matter.
3.3.4.12 Walls and Ceiling (Interior), i.e., dust, wipe and spot clean walls as needed and remove cobwebs, etc., from corners of walls and ceiling each service.
3.3.4.13 Lunch Areas. Clean horizontal and vertical surfaces, e.g., cabinets and tables, stove/Microwave (outside), refrigerator (outside), sink, counter top and drainboard.
3.3.4.14 Trash receptacles - empty contents. Replace liners if soiled or torn.
3.3.4.15 Furnace Room.
3.3.4.15.1 Dust equipment, ducts and walls.
3.3.4.15.2 Sweep or vacuum floor.
3.3.4.16 Walls and Ceilings (Exterior). All cobwebs, spider webs, insect nests, bug and animal waste, dirt, etc., shall be removed from walls in corners, roof overhang and air conditioner units. All insect nests shall be sprayed with a pesticide approved by COR and all traces of the nest removed from bottom side of gutters, overhang, air conditioner units and exterior of building.
3.3.4.17 Exterior Walkways. Walkways around buildings shall be swept clean of all dirt, animal, plant, insect and bird waste material.
3.3.4.18 Restrooms not having outside public entrance will be cleaned as part of the office/visitor center cleaning. Restrooms with an outside entrance shall be ordered and paid as a separate line item under paragraph 3.2 above.
3.3.4.19 Waxing of Uncarpeted Floors. All uncarpeted floors shall be stripped, cleaned and waxed with a high quality wax when ordered.
3.3.4.20 Shampooing or Steam Cleaning of Carpeted Floors. All carpeted floors shall be shampooed or steam cleaned when ordered.

3.3.13 Policing Dam. This work includes areas as defined in Exhibit C. All trash, debris, ashes, garbage, drift, and other materials deposited on both faces of the dam and abutments shall be removed and disposed of in accordance with Section 11 – ENVIRONMENTAL PROTECTION.
3.4 GOVERNMENT-FURNISHED EQUIPMENT AND MATERIALS. See Attachment 1.
SECTION 4. SOLID WASTE REMOVAL
4.1 SCOPE OF WORK. The work to be performed under this Section consists of furnishing all necessary labor and equipment to collect and dispose of trash and garbage in the areas designated in Exhibit D.
4.2 SCHEDULE OF WORK. Collections shall be made as listed in Exhibit D.
4.3 LOCATION OF WORK. The number and type of receptacles required and their locations are provided in Exhibit D.
4.4 WORK TO BE PERFORMED
4.4.1 It shall be the responsibility of the Contractor to comply with all state and local laws and regulations concerning solid waste disposal. Disposal shall be done only at a site approved for that purpose.
4.4.2 A letter of compliance and a signed release from the dump site property owner will be furnished to the Government during the Post-Award Conference.
4.4.3 Vehicles shall use the existing service roads. Gross vehicle weight restrictions for Government roads, if any, are listed in Exhibit D. Any state or local road use permits required shall be the responsibility of the Contractor.
4.4.4 The Contractor shall supply and service the receptacles identified in Exhibit D. These receptacles shall be in place 48 hours before the first scheduled pickup. The Contractor-furnished receptacles shall be maintained in an operationally safe, serviceable condition at all times.
4.4.5 Complete Pickup Service. The following specific services shall be performed as one complete pickup service:
4.4.5.1 Removal of all contents of the dumpster/garbage receptacles and all trash, paper, bottles, cans and other debris on the ground within a ten-foot radius of each dumpster/garbage receptacle.
4.4.5.2 Containers shall be returned to their original locations with lids closed.
SECTION 5. RAW SEWAGE AND SLUDGE REMOVAL - RESERVED
SECTION 6. RECREATION AREA SERVICES
6.1 SCOPE OF WORK. The work performed under this section consists of furnishing labor, equipment, fuel, uniforms, transportation, tools, and supplies necessary for the performance of Recreation Area Services, e.g., fee collection, area surveillance, visitor assistance, and miscellaneous administrative tasks. Tasks specific to this contract are designated in Exhibit F.
6.2 LOCATION AND SCHEDULE OF WORK. The location and schedule of work is shown in Exhibit F. Scheduled days are subject to change at the discretion of the COR; notification will be provided in writing.
6.3 DEFINITIONS
6.3.1 CONTACT STATION – Booth, Office, or other building or location within the park where the general public reports upon arrival at the park and/or pays for use or access to facilities. There may have several areas where fees are collected, such as the boat launch area.
Synonyms: Entrance Station, Visitor Station, Recreation Station, Entrance Booth
6.3.2 FEE AREA - Designated areas in the park where visitors must pay a fee for the use of the facilities, such as boat launches, campgrounds, swimming and picnic areas.
6.3.3 FEE REMITTANCE - Periodic audit and reconciliation of fees received and deposited to a Fee Collection Repository for processing.
6.3.4 GATE ATTENDANT - The individual collecting entrance fees to the park at the Contact Station.
6.3.5 GOLDEN AGE PASSPORT - Affordable lifetime Passes available to U.S. citizens and permanent residents who are 62 years and older that provide access to recreation areas. Replaced by the Interagency Senior Pass. Golden Age Passports are still accepted at USACE and other federal parks.
6.3.6 GOLDEN ACCESS PASSPORT - A free, lifetime pass available to U.S. citizens or permanent residents of the United States that have been medically determined to have a permanent disability that provides access to recreation areas. Replaced by the Interagency Senior Pass. Golden Access Passports are accepted at USACE and other federal parks.
6.3.7 HONOR VAULT - Locked box for collection of fees for use of facilities in the park that do not have a Contact Station. Fees are deposited by the visitor into a locked box which is collected at various times during the day;
the funds are transferred for safekeeping to the Park Office.
6.3.8 NATIONAL RECREATION RESERVATION SYSTEM (NRRS - On-line electronic system for the reservation of campsites at USACE and other Government Parks. This is a phone and software based system as well, not just online.
6.4 GENERAL
6.4.1 Contact Station. The Contact Station shall not be left unmanned at any time.
6.4.2 Training. All Contractor employees performing work classified as Recreation Park Services shall receive initial training conducted by the Corps of Engineers prior to the opening of the campground,. The Contractor shall supply training to all employees subsequently hired.
6.4.3 Security Requirements. The Contractor shall bond and insure all Contractor employees who will be performing those tasks that require the handling of money (cash, checks or credit card receipts).
6.4.4 Firearms. The possession, storage, or use of firearms on government property is prohibited.
Contractor employees shall not possess or maintain firearms at any time or store them in any vehicle or camper.
Violation of this paragraph will be grounds for immediate removal of the Contractor employee.
6.4.5 Uniforms. Contractor personnel shall be neat, clean, and professional in appearance and shall wear uniforms, name tags and any other identification provided by the Contractor as listed in Exhibit F during all duty hours nd when dealing with the campers or visitors. The Contractor shall provide employees performing Recreation Park Services with uniforms acceptable to the Government and different from the employees performing other tasks under this contract. This is to differentiate between those performing maintenance or cleaning tasks and those who are performing Park Administration tasks and to provide easy recognition by the public.
6.4.6 Forms. The Contractor may be required to use some or all of the forms listed below. Specific instructions will be furnished by the Government on the proper completion and use of subject forms during the Recreation Services training.

NOTE: Samples of the above listed forms are available for review in the Pittsburgh District Recreation User Fee Collection Program manual or the Operating Manual for each location.
6.5 WORK TO BE PERFORMED
6.5.1 Fee Collection and Administration
6.5.1.1 Collection of Fees. The Contractor shall collect and administer user fees as specified in Exhibit F.
Collection of user fees may occur at one or several areas of the park as described in Exhibit F and may require manning of an entrance/access booth or the collection of honesty boxes. All fees collected will be accounted for and administered as required by the Pittsburgh District Recreation User Fee Collection Program Manual or the Operating Manual for the Park. Specific procedures are provided in Attachment 2. Training will be provided by the Government and continued by the Contractor for each new employee.
6.5.1.2 Periodic Funds Reconciliation and User Fees Deposit. Periodic reconciliation and deposits of fees collected shall be in accordance with the procedures in the User Fee Collection Program Manual and shall be done in conjunction with the Park Ranger on duty. The Contractor shall be responsible for all costs associates with the daily collection of fees including all time required for recordkeeping and making deposits, including travel costs and post office and/or bank fees.
6.5.1.3 Honor Vaults. The Contractor will collect and account for the honor boxes for deposit of user fees in areas of the park where there is not a manned visitor booth or staffing is not available. Collection of the boxes will be as required by Exhibit F and the Recreation User Fee Collection Program Manual
6.5.2 Surveillance
6.5.2.3 Report Disturbances. The Contractor shall report all disturbances to the Park Ranger on duty. In the event the Park Ranger is not available, the Contractor will contact local law enforcement. All communications with local law enforcement shall be reported to the Park Ranger as soon as practical. Contractor employees shall not attempt to discipline or apprehend any violators. The Contractor shall record all incidents in the park log, including date, time, location, circumstances, and who was notified.
6.5.2.2 Enforcement of Rules and Regulations. Contractor employees performing Recreation Park Services shall be knowledgeable of, and abide by, Title 36, Code of Federal Regulations, and the campground rules and regulations but do not have authority to enforce any rule or regulation applicable to the campground or day-use area.
Contractor employees shall advise users of violations of Title 36 and other rules and regulations and report them to the Park Ranger. The 14-day camping limit, as stated in Title 36, Code of Federal Regulations, shall be strictly enforced, and the Contractor shall report any violations to the Park Ranger after informing the campers that their permit has expired. The Contractor shall strictly enforce the prohibition of loitering or loafing in and around the Entrance Station and other areas designated as no admittance. All violations will be recorded in the park log (see paragraph 6.5.4.3 below).
6.5.2.3 Traffic Control. Contractor shall control ingress and egress to the park or other permitted area by stopping all incoming traffic and insuring that the occupants of each vehicle are either camping, visiting, or have proper permits to be in the area. All other vehicles and individuals shall be refused entry into the campground unless otherwise approved by the COR. All actions shall be conducted in a tactful and courteous manner.
6.5.2.4 Other surveillance. See Exhibit F for other additional tasks required, e.g., periodic area inspections, campground inspections, etc.
6.5.3 Visitor Assistance Tasks
6.5.3.1 Visitor Assistance Center Operation. Operation of the Park Entrance Station shall be performed as specified in Exhibit F. Scheduled days are subject to change at the discretion of the COR. All changes will be provided to the Contractor in writing. The Entrance Station shall not be closed at any time during the hours of operation listed in the Exhibit. Operation of the Visitor Assistance Center may include any or all of the following; specific tasks are designated in Exhibit F.
6.5.3.2 Visitor Assistance and Information. The Contractor shall hand out information pamphlets, copies of federal regulations, campground maps, and other information to all campers as they enter the park. The Contractor shall assist campers in choosing a campsite and answer questions by campers and visitors. The Contractor shall advise all campers and visitors to park and operate vehicles and trailers only on designated roads and pull-offs and advise them of the rules regarding the use of park facilities. The Contractor shall provide information on the project and the Corps of Engineers to visitors as requested, referring matters as necessary to the Park Ranger. Tact, diplomacy, and courtesy shall be exercised at all times in dealing with the public. .
6.5.3.3 Posting Materials. Official signs, posters and other materials shall be posted where indicated by the COR. Posting of other material on or around the Entrance Station or Visitor Center by the Contractor shall only be done with prior approval of the COR.
6.5.3.4 Evacuation. In cases of emergency, the Contractor shall assist, as directed by the COR, in evacuating areas when necessary, e.g., high water or storms. Work needed outside the normal contract work hours will be negotiated on an as-needed basis by the contracting officer after the emergency has been contained.
6.5.3.5 Issuance of Passes. If required in Exhibit F, the Contractor will issue Visitor, camper and other temporary and day-use passes to the public in accordance with the Park Operations Manual.
6.5.3.6 The Contractor shall maintain records of passes issued, campground occupation lists, etc., as required under Paragraph 6.5.4 below.
6.5.4 Recordkeeping and Other Administrative Tasks
6.5.4.1 Recordkeeping. The Contractor shall correctly and accurately keep records of daily events in the Park and maintain all written records in precise, detailed, and legible format, filing copies as directed.
6.5.4.2 Written Logs and Registers. Official logs and registers shall be maintained in the Visitor Center or official Entrance Station and shall be subject to inspection by the Government at any time.
6.5.4. 3 Park Log. The Contractor shall record in the park log all complaints and criticism of park facilities and personnel received and the circumstances of the complaint; issues or situations that could affect the health and safety of visitors, maintenance items requiring attention, other pertinent information as it may occur. The Contractor shall immediately report all safety-related issues to the Park Ranger.
6.5.4.4 Contractor Register. The Contractor shall maintain a register of all contractors working in the campground and at the park indicating the date and time of entrance and exit for each visit.
6.5.4.5 Telephone Log. The Contractor shall maintain a telephone log of all calls originating from the Visitor Center or official Park Entrance Station. All calls, whether local or long distance, shall be recorded regardless of who makes the call.
6.5.4.6 Campground Occupation. The Contractor shall maintain records for each campground site, including the number of occupants of each site and the period of occupation.
6.5.4.7 Safeguarding of Confidential Information. Some forms require the use of social security numbers, credit card numbers and other confidential information. The Contractor is responsible for safeguarding confidential information at all times and shall be liable for any unauthorized release of any private or personal information during the course of business.
6.6 GOVERNMENT-FURNISHED MATERIALS AND EQUIPMENT. The Government will furnish the following equipment and materials to the Contractor for use in performing tasks under this Section (see Attachment 1). All other supplies and equipment shall be furnished by the Contractor.
• Facilities for securing fees and forms, as well as work space and the storage of supplies.
• All computer hardware, software programs, computer storage media, point-of-sale terminal and printer, and associated equipment and supplies required to administer the user fee program.
• Communications equipment: Base radio, portable radio, and telephones. (Corps' project employees shall be permitted to use communication facilities furnished by the Government or those belonging to the Contractor if necessary for conducting Government business.)
• Safe and filing cabinets for securing fees and forms.
• All necessary manuals and standard operating procedures for operation of equipment and adherence to regulations and policies of the park.
SECTION 7. WILDLIFE MANAGEMENT
7.1 SCOPE OF WORK. The work to be performed consists of the development, protection and management of fish and wildlife habitat and their respective species. The work to be performed by the Contractor will include various forest, fish and wildlife management techniques. All management activities will be performed within the area(s) indicated in Exhibit G.
7.2 MATERIALS. The Contractor shall furnish all items required to perform the work under this section, except for those materials specified to be furnished by the Government. All materials shall be of standard commercial grade, suited for the intended use, and subject to the approval of the COR
7.3 LOCATION OF WORK. Maps and field inspections will be used to direct the Contractor to specific work site locations. Specific information related to location of work is shown in Exhibit G.
7.4 WORK TO BE PERFORMED.
7.4.1 Clearing for Food Plots. The Contractor shall be required to remove woody vegetation, root systems, and rocks that would interfere with plowing in the preparation of the site for food plots.
7.4.2 Plowing, Discing, Fertilizing, Liming and Seeding. Sites will vary in size up to 10 acres. The standard shape is long and narrow with irregular borders. Plowing shall consist of turning over the earth, discing, and application of fertilizer and lime as indicated in Exhibit G. Seeding of food plots includes the uniform application of seed using standard agricultural equipment. The acreage, species, and application rates are outlined in Exhibit G.
7.4.3 – 7.4.7 RESERVED
7.4.8 Mowing Herbaceous Vegetation. Mowing of areas under this section will be done after 15 July and before 15 August. Areas shall be mowed according to Exhibit G.
7.4.9 – 7.4.10 RESERVED

SECTION 8. DRIFT, DEBRIS, AND TRASH REMOVAL - RESERVED

SECTION 11. ENVIRONMENTAL PROTECTION
11.1 SCOPE OF WORK. This section covers prevention of environmental pollution or damage resulting from operations performed under this contract. For the purpose of these specifications, environmental pollution or damage is defined as impacts or conditions resulting from work performed under this contract which adversely impact human health or welfare, unfavorably alter ecological balances, adversely impact fish or wildlife or the habitats upon which they depend, or otherwise diminish the utility of the environment for aesthetic, cultural or historical purposes. The prevention and control of environmental pollution requires management of a wide range of pollutants, including visual aesthetics, noise, solid waste, radiant energy, pesticides, radioactive materials, and other pollutants. No separate payment or direct payment will be made for the cost of the work covered under this section.
11.2 WORK TO BE PERFORMED.
11.2.1 Quality Control. The Contractor shall establish and maintain quality control for environmental protection as set forth herein. The Contractor shall comply with all federal, state and local environmental protection laws and regulations. The Contractor shall notify the COR immediately of any problems which may exist in complying with any environmental laws or regulations. The Contractor shall record any compliance problems and corrective action taken and submit to the COR.
11.2.2 Subcontractors. Assurance of compliance with this section by subcontractors will be the responsibility of the Contractor.
11.2.3 Protection of Environmental Resources. The environmental resources within the project boundaries shall be preserved in their present condition or restored after completion of operations. The Contractor shall confine his activities to areas actually required to perform the work. Environmental protection shall be as stated in the following paragraphs.
11.2.3.1 Protection of Land Resources. Prior to the commencement of any work, the Contractor shall coordinate with the COR to identify all land resources to be preserved within the Contractor’s work areas. Stone, earth or other material that is displaced from the work area shall be removed.
11.2.3.1.1 Work Area Limits. Prior to commencement of any work, the Contractor shall coordinate with the COR in marking areas that are not required to accomplish work to be performed under this contract.
11.2.3.1.2 Reduction of Exposure of Unprotected Erodible Soils. All earthwork shall be planned and conducted to minimize the duration of exposure of unprotected soils.
11.2.3.1.3 Temporary Protection of Disturbed Areas. Such methods as necessary shall be utilized to effectively prevent erosion and control sedimentation, including, but not limited to, construction of diversion ditches, benches, and berms to retard and divert runoff or construction of silt fences or straw or hay bale barriers to control runoff.
11.2.3.1.5 Temporary Sanitary Facilities. Sanitary wastes shall not be discharged into waterways or onto the soil surface. All temporary toilets shall be equipped with approved septic tanks with safe drainage or closed holding tanks, which shall be emptied into approved treatment plants.
11.2.3.2 Preservation and Recording of Historical, Archeological and Cultural Resources. If the Contractor observes any unusual items that may have historical or archeological value, such observations shall be reported within a week to the COR so that the proper authorities may be notified. The Contractor shall leave the archeological item undisturbed and shall protect the site and material until instructions are provided by the COR.
11.2.3.3 Protection of Water Resources. The Contractor shall manage all activities to avoid pollution of surface and ground waters. The Contractor shall investigate and comply with all applicable federal, state, and local laws and regulations concerning pollution of rivers and streams.
11.2.3.3.1 Stream Crossings. Stream crossings shall be avoided during operations. Should stream crossings involving the transport of materials or vehicles be necessary, all appropriate permits will be secured beforehand and shall be in accordance with all applicable federal, state and local laws and regulations.
11.2.3.3.2 Spillages. Special measures shall be taken to prevent chemicals, fuels, oils, greases, waste washings, pesticides, herbicides and insecticides from entering public waters.
11.2.3.3.3 Monitoring of Water Areas. Monitoring of water areas affected by the Contractor's operations shall be the responsibility of the Contractor. Monitoring of these areas shall be in accordance with all applicable federal, state and local laws and regulations.
11.2.3.4 Protection of Fish and Wildlife. The Contractor shall manage all activities to minimize interference with, disturbance to, and damage of, fish and wildlife. The Contractor is not permitted to alter water flows or otherwise disturb native habitat adjacent to the project area which are critical to fish or wildlife.
11.2.3.5 Protection of Air Resources. The Contractor shall manage all activities to minimize pollution of air resources. All activities performed by the Contractor shall be in strict compliance with all applicable federal, state and local emission and performance laws and standards. Special management techniques as set forth below shall be implemented to control air pollution.
11.2.3.5.1 Particulates. Dust particles, aerosols, and gaseous by-products from all activities shall be controlled at all times.
11.2.3.5.2 Hydrocarbons and Carbon Monoxide. Hydrocarbons and carbon monoxide emissions from equipment shall be controlled to federal and state allowable limits at all times.
11.2.3.5.3 Odors. Odors shall be controlled at all times for all activities, processing and preparation of materials.
11.2.3.5.4 Monitoring of Air Quality. Monitoring of air quality shall be the responsibility of the Contractor.
All air areas affected by the Contractor’s activities shall be monitored by the Contractor as required by all applicable federal, state and local regulations.
11.2.4 Disposal of Solid Wastes. All handling and disposal shall be conducted to prevent contamination.
Unless otherwise specified, the Contractor shall transport all solid waste from Government property and dispose of it in compliance with federal, state, and local requirements for solid waste disposal. All expenses of arranging for and obtaining the disposal area shall be borne by the Contractor. The Contractor shall be responsible for all operations in connection with the disposal. Disposal of any materials, wastes, effluents, trash, garbage, oil, grease, chemicals, or other debris in areas adjacent to the river or lake will not be permitted. If any waste material is dumped in unauthorized areas, the Contractor shall remove the material and restore the area to its original condition. If necessary, contaminated ground shall be excavated and replaced with suitable fill material, compacted and finished with topsoil and planted as required to reestablish vegetation.
11.2.5 Restoration of Landscape Damage. Any trees or other landscape feature, scarred or damaged by the Contractor's equipment or operations, shall be restored, as nearly as possible, to its original condition at the Contractor's expense. The COR will determine what method of restoration shall be used and whether damaged trees shall be treated and healed or removed and disposed of. This work shall be accomplished at the Contractor's expense. Restoration of scarred and damaged trees shall be performed in accordance with Section 2.
11.2.6 Maintenance of Pollution Control Facilities. The Contractor shall maintain all facilities required for pollution control under this contract as long as the operations creating the particular pollutant are being carried out or until the material concerned has become stabilized to the extent that pollution is no longer being created.
11.2.7 Training of Contractor Personnel in Pollution Control. The Contractor shall train his personnel in all phases of environmental protection. The training shall include methods of detecting and avoiding pollution, familiarization with pollution standards, both statutory and contractual, and installation and care of facilities to ensure adequate and continuous environmental pollution control.
SECTION 12. SPECIAL CONTRACT REQUIREMENTS
12.1 WORKING HOURS. Normal Working Hours. Normal Government working hours are Monday through Friday, except federal holidays, 7:30 a.m. to 4:00 p.m. Except as otherwise specified or indicated by the COR, work inside Government buildings or other secured areas shall be performed during normal work hours. The ten federal holidays are:

When a federal holiday falls on a Sunday, the following Monday is observed as a legal holiday. When a federal holiday falls on a Saturday, the preceding Friday is observed as a holiday.
12.2 INTERRUPTIONS TO SYSTEMS. All work that would necessitate an interruption of the use of the project or to the systems or otherwise disrupt building occupants and/or the visiting public shall be fully coordinated and approved in advance by the COR. Interruptions shall be kept to an absolute minimum, and all repairs and replacements of equipment or components shall be accomplished in an expeditious and efficient manner.
12.3 POST-AWARD CONFERENCE. A Post-Award Conference may be scheduled by the Government prior to the initiation of work under this contract.
