M.4.6.1.4 Completeness.

Cost/price proposals shall be evaluated for completeness by assessing the responsiveness of the proposed cost/price, by assessing the level of detail the offeror provided, and assessing the traceability and reliability of any estimates relied on by the offeror in determining the proposed cost/price. For the cost data to be complete, the offeror, or its subcontractors, must provide all backup data necessary to support the proposed cost/price.

M.4.6.1.4.1 Contractor supplied data other than certified cost and pricing data will be utilized to support a determination of fair and reasonable pricing. For a price to be reasonable, it should not exceed that which would be incurred by a prudent person in the conduct of competitive business. For additional information see FAR 31.201-3.

M.4.6.1.4.2 To facilitate the evaluation of proposed costs and prices, information may be obtained from other sources including, but not limited to, Defense Contract Management Agency (DCMA), Defense Contract Audit

Agency (DCAA), U.S. Department of Labor, available escalation or inflation factors or indices, and any other resource available to the Government.

M.4.6.2.1 When conducting price analysis, the Government will consider not only the total price, including options, but also the proposed prices for the individual CLINS to ensure they are not unbalanced. Unbalanced pricing exists when the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.
