COST PROPOSAL FORMAT

1. This model is the format for use; however, you may amend the model to reflect your accounting system. For example, in this model, G&A expense is computed on a Total Cost Input (TCI) base. If your G&A base is other than TCI, you must amend the formulas accordingly. You should add categories of labor and overhead, as appropriate. However, ensure that formulas are appropriately amended for your changes. If an area does not apply (i.e. offsite labor rates), leave the area blank. If you need to make significant changes to the model, please explain the changes.

2. This model is set up with the following hierarchy:

a. Contract Summary,

b. Incentive Structure for SID and Manufacturing Phases,

c. Target Costs for SID and Manufacturing Phases with all rates and factor input by WBS, Government Fiscal Year (GFY - 1 October - 30 September) and CLIN

d. Detailed Labor Matrix worksheets,

e. Detailed Material worksheets,

f. DetailedTravel worksheets, and

g. Detailed Subcontractor worksheet (s).

This EXCEL file represents a cost proposal template. All data from the Incentive Structure worksheets is summarized on the contract Summary. All Target Costs are linked electronically to the associated Incentive Structure worksheets by Phase/CLIN. All rates and factors in the detailed worksheets are linked electronically to the associated Target Cost worksheets.

3. All direct and indirect rate information should be input in the "Target Cost" worksheets. Allocation pools vary by offeror, therefore, equations, pool names, etc. will need to be adjusted by offerors in accordance with your accounting system. Complete for all GFYs which apply to the period of performance. Some information may not apply.

4. Direct labor hour, Direct Material and Direct Travel information should be input in the appropriate detailed worksheets by applicable WBS, GFY, and/or CLIN. Supporting documentation (i.e. material quotes, subcontractors proposals, etc.) should be included to explain the basis of your proposed cost, in accordance with the instructions in the solicitation. Totals from each GFY and/or CLIN are electronically linked to the associated "Target Cost" worksheets.

5. If subcontractor cost is being proposed, and your accounting system does not include subcontractor costs in the material base, you may include the subcontractor costs in the ODC section. Subcontractor costs should not be listed in both sections. Any labor hour, material or travel for subcontractors should be identified and linked to the detailed worksheets for direct labor, direct material and travel.

6. Subcontractors are strongly encouraged to submit proposal data using the model. Detailed cost data must be provided in accordance with FAR requirements regardless of whether subcontractors choose to use the model for data submission. In order to protect subcontractor proprietary data, the completed model (or appropriate detailed cost breakout) and other supporting data may be submitted directly to the Government, in accordance with the solicitation instructions.

7. This model computes Facilities Capital Cost of Money (COM) for manufacturing, and G&A allocation base. If you are not proposing COM, you should leave this area blank. If you have other COM categories, amend the formulas, add Rows/Columns, and change equations as appropriate.

8. Do not lock cells, password protect worksheets, hide rows/columns, link data to sources outside of this workbook, or in any way inhibit the evaluator from viewing the data you have input in the model.

9. Include WBS information which ties back to your technical proposal to enable review of your proposed tasks and the intended labor.
