Section A - Solicitation/Contract Form

EXECUTIVE SUMMARY

Executive Summary The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division, APG, MD, APG-ECD, in support of the Joint Project Manager, Nuclear Biological Chemical Contamination Avoidance (JPM NBC CA) posts solicitation W911SR-16- R-0001 as a result of draft solicitation W911SR-15-R-0009 for the Chemical Surface Detector

(CSD).

The CSD is intended to replace the Dual Wheel Sampling System (DWSS), the liquid/ground contamination sampler currently installed on the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV). The CSD will provide a near real-time, on-the-move capability to detect and identify Chemical Warfare Agents (CWAs), Non-Traditional Agents (NTAs), and Toxic Industrial Chemicals (TICs). The detection/identification function will continually interrogate the surface, provide data for processing, and apply algorithms to the data to detect and identify the contaminant which is present. A warning function will display detection/identification information locally and store the information in a format compatible for transmission to external communication systems.

Contract requirements are for the Technical Maturation and Risk Reduction (TMRR) phase -where the contractor provides prototype hardware with Government testing, program, systems engineering and logistics support, and delivery of technical data (end-item products, software, and logistics). Initial prototypes will be Brassboard for laboratory tests. Final prototypes will be capable of integrating on the M998 High Mobility Multipurpose Wheeled Vehicle (HMMWV) to test on the move capability. The only application for integration on the M998 HMMWV is to test capability. In future efforts, not within the subject TMRR solicitation, the CSD will integrate onto the Stryker NBCRV. The CSD is programmatically related to the NGCD for acquisition documentation; however, technical solutions for the CSD are not necessarily linked to those of the NGCD variants.

This requirement is being procured on full and open competitive basis under FAR Part 15. The Government anticipates awarding a Cost Plus Fixed Fee (CPFF) completion type contract for the TMRR phase. The government intends to make up to three (3) awards.

SECTION C: PERFORMANCE WORK STATEMENT

TITLE: CHEMICAL SURFACE DETECTOR (CSD)

C.1. SCOPE. This Performance Work Statement is designed to develop and mature a Chemical Surface Detector (CSD) to fulfill the CSD performance requirements. Requirements include Technical Maturation and Risk Reduction (TMRR) where the contractor provides prototype hardware with Government testing, program, systems engineering and logistics support, and delivery of technical data (end-item products, software, and logistics).

C.1.1. Background. The Joint Project Manager for Nuclear, Biological, and Chemical Contamination Avoidance (JPM NBC CA) is responsible for development, production, and fielding of Chemical, Biological, Radiological, and Nuclear (CBRN) detection systems. The CSD program is supported by the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) Operational Requirements Document signed November 2007. The Developmental, Operation, Test and Evaluation (DOT&E) Beyond LRIP report stated that the Stryker NBCRV has limited chemical reconnaissance capability due to the performance deficiencies in the Dual Wheeled Sampling System (DWSS). The CSD will allow for the elimination of the DWSS. The JPM NBC CA is conducting the CSD program to upgrade the Stryker NBCRV Sensor Suite.

C.1.2. Objective. This contract details the activities that the contractor shall complete to build CSD prototypes for the TMRR acquisition phase. All prototypes shall be able to detect (threshold) and identify (objective) liquid and solid ground contamination while being operated on the move. The Government will conduct two phases of testing.

In the first phase, the contractor shall deliver two (2) Brassboard Prototypes for laboratory testing and evaluation. In the second phase, the contractor shall deliver four (4) Final Prototypes for an Early Operational Assessment and laboratory, on the move (on a M998 High Mobility Multipurpose Wheeled Vehicle), MIL-STD-810, false alarm, and CCSI testing and evaluation.

C.2. APPLICABLE DOCUMENTS. For purposes of this Performance Work Statement (PWS), “Required” means that the requirements contained in the directly cited document are contractually applicable to the extent specified. The term “For guidance only” means the document is not contractually applicable and is provided for guidance and information only. C.3. REQUIREMENTS. The contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary services, personnel, labor, facilities, materials, supplies, and equipment (except for information listed herein) to perform the following work:

C.3.1. TMRR Phase. The TMRR phase shall consist of building prototypes for two major test events, a Brassboard Prototype Test and a Final Prototype Test. The Brassboard Prototype Testing will consist of two rounds of algorithm development and a Blind Test for evaluation. The Final Prototype Testing will consist of chemical testing, false alarm testing, limited MIL-STD-810G testing, an Early Operational Assessment, and a data transfer demonstration. This phase also consists of engineering analysis, logistics analysis, and program management activities to ensure successful completion of the contract.

C.3.1.1. Prototypes.

C.3.1.1.1. The contractor shall produce two (2) Brassboard Prototypes with sufficient ancillary hardware, spares, repair parts, and consumables to meet the CSD PRD requirements for Brassboard Prototype Testing (para C.3.1.4.1).

C.3.1.1.2. The contractor shall upgrade or produce four (4) Final Prototypes, which may include refurbished Brassboard systems, with sufficient ancillary hardware, spares, repair parts, and consumables to meet the requirements for Final Prototype Testing (para C.3.1.4.2 Test). The Final Prototypes shall be able to integrate onto a M998 HMMWV and detect on the move. The integration may include, but not limited to, forward mounting, rear mounting, or mounted on a trailer.

C.3.1.1.3. The Brassboard and Final Prototypes shall meet the following CSD PRD requirements in accordance with (IAW) Table 1:

C.3.1.2. Systems Engineering.

C.3.1.2.1. Systems Engineering Management Plan (SEMP). The contractor shall provide a SEMP that describes the contractor’s system engineering process to guide all technical aspects of the development through the CSD Prototyping phase IAW the contractor’s IMS and Exhibit Line Item Number (ELIN) A001.

C.3.1.2.1.1. Risk Management. The contractor shall develop, implement, and deliver, as part of the SEMP, a Risk Management Plan following the concepts in the Risk Management Guide for DoD Acquisition. The contractor’s Risk Management Plan shall include all program and system levels to identify and mitigate program risks in the areas of cost, schedule, and performance. The contractor shall systematically identify, analyze, and report risk mitigation activities for all moderate and high-risk areas. Uncertainty evaluations shall consider overall program objectives, integrated master schedules, operational requirements baseline, and acquisition strategy. Risk management shall be an integral part of all Design and Program Reviews, and telecons.

C.3.1.2.2. Requirements Compliance Matrix. The contractor shall develop, deliver, and update the Requirements Compliance Matrix (ELIN A002) that tracks achievement of all CSD requirements as the development and testing progress. The Requirements Compliance Matrix shall be logically organized and clearly depict the level of fidelity for each requirement assessment and trace or link to the supporting basis for the assessment. The Requirements Compliance Matrix shall trace directly to the CSD Performance Requirements Document. The contractor shall brief and update the Requirements Compliance Matrix at Technical Reviews.

C.3.1.2.3. Design Analysis. The contractor shall develop a design process to systematically compare and contrast alternative designs and determine how best to balance the design to meet system requirements. The contractor shall present key tradeoffs at Technical Reviews.

C.3.1.2.3.1. Analysis Documentation. The contractor shall establish a rigorous process requirement across all levels of design that documents the rationale associated with design decisions and ensures that the developed

designs are substantiated with corresponding design analyses, with increasing levels of fidelity, throughout the TMRR phase. The contractor shall present key analysis at Technical Reviews.

C.3.1.2.3.2. Design Integration. For any decisions that defer achieving full threshold performance prior to completion of this contact, the contractor shall provide details of how their proposed designs can support integration of these deferred requirements at Technical Reviews and in the Final Monthly Report (ELIN A016).

C.3.1.2.3.3. Modular Open System Approach (MOSA). The contractor shall use a modular open systems approach to implement a modular design strategy for building the CSD system. The contractor shall apply MOSA considerations in the selection of components and subsystems to meet the CSD design functionality. A modular open systems approach and analysis of long-term supportability (including obsolescence management), interoperability, and growth for future modifications shall be major factors in the contractor’s final design decisions and integration approach and presented at technical reviews. All the CSD system components and subsystems shall facilitate future upgrades and permit incremental technology insertion to allow for incorporation of additional or substitution of higher performance elements with minimal impact on the existing systems. The contractor shall address MOSA at Program and Technical Reviews.

C.3.1.2.3.3.1. The contractor shall ensure that CSD modular design and integration preclude dependence on closed or proprietary interface standards, technologies, products, or architectures. The contractor shall design the CSD to provide sufficient growth and open interface standards to allow future reconfiguration and addition of new capabilities without large-scale redesign of the system.

C.3.1.2.3.4. Environmental, Safety, and Occupational Health (ESOH)

C.3.1.2.3.4.1. The contractor implement the following ESOH requirements and shall address them at Program and Technical reviews:

C.3.1.2.3.4.1.1. Environmental Laws and Regulation Compliance. Ensure a system design that can be manufactured, tested, operated, maintained, repaired, and disposed of in compliance with applicable federal, state, and local environmental and public health protection laws and regulations. The contractor shall document the ESOH planning in the SEMP (ELIN A001) and planning implementation in accordance with the National Environmental Policy Act (NEPA) and Executive Order 12114. (Reference: DODI 5000.02, Enclosure 3, Paragraph 16).

C.3.1.2.3.4.2. Safety and Occupational Health.

C.3.1.2.3.4.2.1. System Safety Engineering Principles. The contractor shall follow system safety engineering best practices and established design standards during the development of the system/subsystem and prototypes. The contractor shall use the Hazard Severity and Probability categories and definitions along with the Hazard Risk Index Matrix in the MIL-STD-882E to assign Risk Assessment codes and categorize risk levels.

C.3.1.2.3.4.2.2. Safety Assessment Report (SAR). The contractor shall provide SARs, to summarize safety and health hazard data, provide a comprehensive evaluation of the safety and health risks, and identify procedures/precautions required for safe use of the system/subsystem and prototypes IAW ELIN A003. The offeror shall deliver a SAR prior to each Government test event.

C.3.1.2.3.4.2.3. Hazardous Materials Management. The contractor shall conduct efforts to minimize, eliminate, and control hazardous/toxic waste materials in the CSD. Guidance is provided in MIl-STD-882E, Task 108 and National Aerospace Standard (NAS) 411, sections 4.2, 4.4, and 5.3.

C.3.1.2.4. Configuration Management.

C.3.1.2.4.1. Contractor Configuration Management (CM) Process. The contractor shall maintain a Configuration Management Process for the CSD that ensures control of all hardware, software, media, and associated configuration documents. The contractor shall address any configuration changes at all Technical Reviews.

C.3.1.2.5. Interfaces Control and Performance Specifications. The contractor shall prepare, deliver, and update Interface Control Documentation (ICD) that identifies the interface requirements between Hardware Configuration Items (HWCI) and hardware (HWCI to HWCI); Software Configuration Items (SCI) and hardware devices (SCI to HWCI); and HWCI and SCI to systems external to CSD IAW ELIN A004. The contractor shall define and brief the configuration items at Technical Reviews.

C.3.1.2.6. Software. The contractor shall plan, analyze, design, code, integrate, test, and acquire software, or modify existing software to meet the CSD PRD requirements. The contractor shall include a description of software development approach in the SEMP IAW ELIN A001 and shall include software development as a topic at Design and Program reviews.

C.3.1.2.6.1. Common Chemical Biological Radiological Nuclear Sensor Interface (CCSI). The contractor shall incorporate CCSI standard into their system. CCSI shall be a topic at Technical reviews. The latest version of the CCSI standard will be provided after contract award. For proposals, offerors shall use the version of CCSI posted here: http://www.jpeocbd.osd.mil/packs/Default.aspx?pg=860.

C.3.1.2.7. Data Management.

C.3.1.2.7.1. The contractor shall make all data required under this contract IAW all applicable AT/OPSEC and Security Procedures (C.3.1.5) available via an online source.

C.3.1.2.7.1.1. The contractor shall provide data interpretation instructions and software (if applicable) to the Government prior to the start of each test event (C.3.1.4.4.1). The instructions shall address how to load a data file, read a data file, display individual spectrum, and play back a data file (if applicable). If applicable, the contractor shall also provide operating documentation with the software in contractor format. The contractor shall allow the Government to install the software on at least five (5) computers.

C.3.1.2.8. Manufacturing Readiness Levels. The offeror shall conduct assessments of manufacturing readiness to determine Manufacturing Readiness Levels throughout the life of the contract using the Manufacturing Readiness Level Deskbook as a guide. The offeror shall use the process explained in Sections 4.0 and 5.0 of that document as a means of identifying high manufacturing risk technologies or components and present appropriate risk analysis and associated maturation plans within the IMS (ELIN A005). The offeror shall specify in the IMS the locations and frequencies of any assessments of manufacturing readiness, along with all the resources to perform or support these assessments. The contractor shall address manufacturing at all Technical Reviews.

C.3.1.3. Logistics.

C.3.1.3.1. System Supportability. The contractor shall plan for supportability throughout the entire system engineering process. The contractor shall complete, IAW ELIN A006 the CSD Integrated Logistic Assessment (ILA) Checklist included in Section J. The contractor shall brief and update the CSD ILA Checklist and system supportability at each Technical Review.

C.3.1.3.1.1. Human Systems Integration. The contractor shall apply Human Systems Integration principles during the design and/or modification of the system and/or its components including the application of established design standards contained in MIL-STD-1472G and MIL-STD-1474. The SEMP (ELIN A001) shall describe the use of the human factors in the system’s engineering program.

C.3.1.3.1.2. Reliability, Availability, and Maintainability Program. The Contractor shall establish, maintain, and operate a reliability, availability, and maintainability (RAM) program. The Contractor shall provide the Government an overview of their reliability program at the Start of Work meeting. The reliability program shall be updated and addressed by the Contractor at each Technical Review and Program Review. The Contractor shall include Reliability, Availability, and Maintainability Rationale in the SEMP (ELIN A001) as a comprehensive compendium of the contractor’s reliability activities, functions, process, test strategies, measurements, data collections, resources, and timelines required to ensure that the specified reliability of the system in the CSD Performance Requirements Document would be achieved before fielding. The contractor shall use GEIA-STD-0009 as a guide.

C.3.1.3.2. Failure Reporting, Analysis, and Corrective Action System (FRACAS). The contractor shall implement and maintain a FRACAS for collecting, recording, and analyzing hardware and software failures or nonconformities during Government conducted testing and Early Operational Assessment. The contractor shall track these occurrences in a standard format that provides adequate information to conduct failure analysis. The contractor shall analyze failure and nonconformance data to identify the frequency and severity of these problems, to assess the need for corrective actions, and to prioritize the implementation of corrective actions to prevent recurrence (MIL-HDBK- 2155 may be used for guidance). The contractor shall deliver a FRACAS report IAW ELIN A007.

C.3.1.4. Testing.

C.3.1.4.1. Brassboard Prototype Testing. The contract shall deliver Brassboard Prototypes to Brassboard Prototype Testing IAW Schedule of Events. The Government intends to use the same two (2) Brassboard Prototypes for Tech Test 1, Tech Test 2, and Blind Testing. These tests, intended for algorithm development, may include but are not limited to, chemical testing at multiple concentrations, ambient temperatures, and ambient humidities from the PRD.

If capable, the contractor may operate the system remotely via a wired data connection. The contractor personnel shall not be permitted in the laboratory when the actual chemical testing takes place. Hardware exposed to chemical agents after this test will not be returned to the contractor. The contractor shall inform the Government of any contaminated equipment that will be retained for future testing.

C.3.1.4.1.1. Tech Test 1. The Contractor shall deliver two (2) Brassboard Prototypes to the testing location prior to the start of Tech Test 1 IAW the Schedule of Events. The Government and contractor shall coordinate to determine the test conditions from a list of chemicals (PRD sections 3.3.2.1.4, 3.3.2.1.5, and 3.3.2.1.6), and conditions (PRD sections 3.4.2 and 3.4.3) to collect data and confirm system performance.

C.3.1.4.1.2. Tech Test 2. The contractor shall deliver two (2) Brassboard Prototypes to the testing location IAW the Schedule of Events. The contractor may refurbish their system(s) and incorporate any lessons learned from Tech Test 1. The Government and contractor shall coordinate to determine the test conditions from a list of chemicals (PRD sections 3.3.2.1.4, 3.3.2.1.5, and 3.3.2.1.5), and conditions (PRD sections 3.4.2 and 3.4.3) to collect data and confirm system performance.

C.3.1.4.1.3. Blind Testing. The contractor shall deliver two (2) Brassboard Prototypes to the testing location IAW the Schedule of Events. The contractor may refurbish their system(s) and incorporate any lessons learned from Tech Test 2. The Government will select the test conditions for the Blind Test.

C.3.1.4.2. Final Prototype Testing. The contractor shall deliver, IAW the Schedule of Events, four (4) Final Prototypes: Two (2) Final Prototypes to support Chamber Testing; one (1) Final Prototype to support the on-the-move, False Alarm, an Early Operational Assessment (EOA), and a CCSI Demonstration and one (1) Final Prototype for limited MIL-STD-810G testing. The contractor shall deliver sufficient ancillary hardware, spares, repair parts, and consumables to support completion of all tests. The contractor may refurbish Brassboard systems for this delivery. The contractor shall provide support to setup and remove the system. The contractor shall train government operators and test personnel as required on the operation and maintenance of the system IAW C.3.1.4.4.1. The contractor shall provide phone or onsite support as appropriate within 24 hours of support request.

The contractor onsite personnel shall be capable of repairing any component that has not been exposed to agent.

The contractor shall provide the Government with test results and analysis IAW ELIN A008.

C.3.1.4.2.1. Chamber Testing. The contractor shall deliver two (2) Final Prototype systems to be used in the Final Prototype Chamber Testing IAW the Schedule of Events. The contractor shall coordinate with the Contracting Officer Representative (COR) to schedule laboratory time at Government laboratory facilities. The contractor personnel shall not be permitted in the laboratory where chemical testing takes place. Any systems that enter a chemical hood will not be returned to the contractor. The contractor shall inform the Government of any contaminated equipment that will be retained for future testing. The contractor shall provide repair directions to the test personnel for any repairs on components that entered the chemical fume hood. During the repair, the contractor will not be allowed in the chemical laboratory. The Government will challenge the system against a subset of the requirements in the CSD Performance Requirements Document.

C.3.1.4.2.2. On the Move Test, False Alarm Test, EOA, and CCSI Demonstration. The contractor shall deliver one (1) Final Prototype system for On the Move Test, False Alarm Test, EOA, and CCSI Demonstration IAW Schedule of Events. The contractor shall integrate this Final Prototype system onto a M998 HMMWV, to include, but not limited to, forward mounting, rear mounting, or mounted on a trailer.

C.3.1.4.2.2.1. On the Move Test. The contractor shall train government operators and test personnel as required on the operation and maintenance of the system IAW C.3.1.4.4.1. On the Move Testing will consist of driving the M998 HMMWV over dispersed simulant while the CSD Final Prototype is operating. The simulant levels shall be IAW PRD Section 3.3.2.1.2.

C.3.1.4.2.2.2. False Alarm Test. The False Alarm Test will utilize the integrated Final Prototype from the On the Move Test. The contractor shall train government operators and test personnel as required on the operation and maintenance of the system IAW C.3.1.4.4.1. False Alarm Testing shall consist of challenging the system against a variety of operational representative backgrounds.

C.3.1.4.2.2.3. EOA. The EOA will utilize the integrated Final Prototype from the False Alarm Test. The contractor shall train soldiers from the Army IAW the Schedule of Events. The contractor shall provide vendor operator manuals IAW (ELIN A009). The contractor shall provide all required maintenance level support functions onsite.

The contractor shall provide any spare or repair parts and all consumables required to complete the test. The Government anticipates the EOA may include nights and weekends.

C.3.1.4.2.2.4. CCSI Demonstration. The CCSI Demonstration will utilize the integrated Final Prototype from the EOA. The Government will connect the prototype to a CCSI Test Device and perform all agreed upon CCSI commands generated during the CCSI support interaction. The connection to the CCSI Test Device will be through a direct wired connection or through a network switch or hub. The prototype shall respond and reply if required to the commands sent for the CCSI Test Device. The CCSI command shall be identified during the CCSI discussions.

The contractor shall train government operators and test personnel on the operation and maintenance of the system

IAW C.3.1.4.4.1.

C.3.1.4.2.3. MIL-STD-810G Testing. The contractor shall deliver one (1) Final Prototype system for MIL-STD- 810G testing IAW Schedule of Events. The Government will conduct MIL-STD-810G testing following the False Alarm Test utilizing the same prototypes from False Alarm Testing. The contractor shall support the limited 810G testing IAW the Schedule of Events. The contractor shall train government operators and test personnel as required on the operation and maintenance of the system IAW C.3.1.4.4.1. The Government will conduct the following tests:

C.3.1.4.3. Test Site Conditions. The contractor personnel will be allocated physical space within 1000 feet to where the testing is conducted. The contractor shall limit onsite personnel to two (2). If capable, the contractor may operate the system remotely via a wired data connection. The contractor personnel shall not be permitted in the laboratory when the actual chemical testing takes place.

C.3.1.4.3.1. System Maintenance. The contractor shall provide the government testing personnel an overview of the system operation and train them on any actions that laboratory personnel may be required to conduct Brassboard and Final Prototype testing. The contractor shall provide operator and training manuals IAW paragraph C.3.1.4.4.1.1. The contractor shall provide all spare and repair parts and consumables required to complete the testing. The contractor’s onsite personnel shall be capable of repairing any components that have not entered the chemical fume hood. The contractor shall provide repair directions to the test personnel for any repairs on components that entered the chemical fume hood. During the repair, the contractor may not be allowed in the chemical laboratory.

C.3.1.4.3.2. Post Testing. The Government will not return any to the contractor that may have been exposed to chemical agent. The contractor may retain possession of any non-exposed components for continued use in the contract. The Government will decontaminate and dispose of any contaminated equipment. The Contractor shall provide quick look test results IAW ELIN A008. At the completion of the contract, all hardware shall become property of the Government.

C.3.1.4.4. Training

C.3.1.4.4.1. Operator and Test Personnel Training. The contractor shall train government personnel and test personnel on the capabilities of the detector and operation, maintenance, calibration, and repair of the system per the test description in C.3.1.4.1 and C.3.1.4.2. The training shall include all operator tasks necessary to function, download stored data, and repair (operator-level only) during the conduct of test. The contractor shall anticipate up to ten (10) students per training session. The contractor shall prepare the training materials IAW ELIN A010 and ensure the training materials align with any applicable operator manuals (ELIN A009) provided for the test event.

The contractor shall provide all hardware and software required to conduct the training sessions.

C.3.1.4.4.1.1. Operator and Maintenance Instructions. The contractor shall provide operating and maintenance instructions IAW ELIN A009. When commercial off-the-shelf (COTS) are used in place of unique instructions, the contractor shall provide these publications as part of the training materials. Training materials shall be provided IAW ELIN A010. The contractor manuals shall contain, at a minimum:

C.3.1.4.4.1.1.1. Introduction C.3.1.4.4.1.1.2. Preparation for Use and Installation C.3.1.4.4.1.1.3. Theory of Operation C.3.1.4.4.1.1.4. Operating Instructions C.3.1.4.4.1.1.5. Operator Maintenance and Servicing Instruction (preventative and corrective)

C.3.1.4.4.2. Program Office Training. The contractor shall provide a training event IAW Schedule of Events for up to ten (10) Program Office Representatives that covers the same material in C.3.1.4.4.1 and the following:

C.3.1.4.4.2.1. Training on the download, storage, and analysis of sensor data generated by the detector. The training shall include the employment of any software programs or data conversion techniques.

C.3.1.4.4.2.2. Demonstration of installation and configuration of any required data analysis software.

C.3.1.5. Security.

C.3.1.5.1. AT Level I Training. All contractor and subcontractor employees requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I training. The contractor shall submit Certificates of Completion IAW ELIN A011. AT level I awareness training is available at the following website:

C.3.1.5.2. AT Awareness Training for Contractor Personnel Traveling Overseas. As directed by AR 525-13, the requiring activity will offer to provide all contractor and subcontractor employees area of responsibility (AOR) specific AT awareness training prior to traveling Outside Continental United States (CONUS). The combatant commander with the unit Anti–Terrorism Officer (ATO) being the local point of contact directs specific AOR training content.

C.3.1.5.3. Access and General Protection/Security Policy and Procedures. All contractor and subcontractor employees with an area of performance within an Army controlled installation, facility, or area shall comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor and subcontractor workforce must comply with all personal identity verification requirements as directed by DoD, Headquarters Department of Army, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

C.3.1.5.4. iWATCH Training. The contractor shall provide all contractor and subcontractor employees with an area of performance within an Army controlled installation, facility, or area training on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training shall be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. The results shall be reported IAW ELIN A012.

C.3.1.5.5. For Contracts that Require an OPSEC Standing Operating Procedure/Plan. The contractor shall develop an OPSEC Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the responsible Government OPSEC officer, per AR 530-1. This SOP/Plan shall include the government's critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, the Contractor shall identify an individual who shall be an OPSEC Coordinator and ensure this individual becomes OPSEC Level II certified per AR 530-1. The contractor shall deliver the SOP/Plan

IAW ELIN A013.

C.3.1.5.6. For Contracts that Require OPSEC Training. Per AR 530-1, all contractor and subcontractor employees must complete Level I OPSEC awareness training. The contractor shall report results to the COR no later than 30 calendar days after contract award, and annually thereafter (IAW ELIN A014).

C.3.1.5.7. For Contract Requiring Performance or Delivery in a Foreign Country. The contractor and subcontractor personnel shall comply with DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US, if the solicitation and/or contract requires or may require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key AT requirement is for non-local national contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the contractor’s compliance with combatant commander and subordinate task force commander policies and directives.

C.3.1.5.8. For Contracts That Require Handling or Access to Classified Information. The contractor and subcontractor personnel shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with the Security Agreement (DD Form 441) and the most recent version of the National Industrial Security Program Operating Manual (DoD 5220.22-M).

C.3.1.6. Program Management.

C.3.1.6.1. Integrated Master Schedule (IMS). The contractor shall maintain, update, and execute their program

IAW ELIN A005.

C.3.1.6.2. Work Breakdown Structure (WBS). The contractor shall maintain a WBS IAW ELIN A015. At the Start of Work Meeting, the contractor shall host a WBS review. At this review, the contractor and the Government will review the WBS reflected in the contractor’s proposal. The contractor shall ensure that the WBS and Integrated Master Schedule align. The contractor shall update the Government on any revision to the WBS at Program Reviews and Technical Reviews.

C.3.1.6.3. Monthly Status Reports and Contract Costs. The contractor shall prepare and submit Monthly Status Reports IAW ELIN A016.

C.3.1.6.4. Meetings and Teleconferences. The contractor shall host meetings, and teleconferences as delineated in the Schedule of Events. The contractor shall submit an agenda; read-ahead package/briefing charts IAW ELIN A017, and prepare minutes for all meetings and teleconferences IAW ELIN A018.

C.3.1.6.4.1. Action Items. The contractor shall create and implement a system for tracking, following-up on, and resolving open items (“Action Items”) including the review of the status of open items during subsequent meetings.

C.3.1.6.4.2. Start of Work Meeting. The contractor shall hold a Start-of-Work meeting at the contractor’s facility IAW the Schedule of Events. Briefing agenda shall include, as a minimum, introduction of key personnel, schedule, WBS review, review of key design and modification features, and information distribution.

C.3.1.6.4.3. Bi-Weekly Teleconferences. The contractor shall hold bi-weekly teleconferences with the Government for ongoing activities. The purpose of these meetings is for the contractor and Government representatives to discuss technical progress, issues, and risks. The first bi-weekly teleconference shall be held the first month following the Start-of Work meeting. The Contractor and Government may mutually agree to cancel a bi-weekly teleconference during a particular month due to lack of discussion topics or a review or meeting being held the same month.

C.3.1.6.5. Technical Reviews. The contractor shall host reviews as delineated in the Schedule of Events. The contractor shall submit an agenda; read-ahead package/briefing charts IAW ELIN A17, and prepare minutes for all

IAW ELIN A018.

C.3.1.6.5.1. Program Reviews. The contractor shall conduct Program Reviews IAW the Schedule of Events that includes program management participation, technical management, and subject matter experts’ participation as appropriate. The contractor shall present cost, schedule, performance, and risk status at each Program Review and be prepared for detailed discussion with the Government.

C.3.1.6.5.2. Design Reviews. The contractor shall also host and run two (2) design reviews (DR) – DR 1 and DR 2 IAW the Schedule of Events. At the DRs, the contractor shall present their design approach to meeting all applicable requirements included in this contract and major risks.

C.3.1.6.5.3. Final Review (FR). The contractor shall host the FR IAW the Schedule of Events .The contractor shall submit a FR package IAW ELIN A017. The FR package shall, at a minimum consist of the following:

C.3.1.6.5.3.1. Issues Data. Provide preliminary engineering and design data sufficient to identify resolution of critical issues.

C.3.1.6.5.3.2. System Design Data. Provide preliminary system, subsystem, and HWCI design requirements data for the following:

C.3.1.6.5.3.2.1. Design Balance. Provide information on considerations given to cost, schedule, performance, and risk for the life cycle. Include preliminary life cycle cost (LCC) analysis results of selected and alternative design approaches and equipment. Include discussion of effort to mitigate known risks and to make remaining risks acceptable. Provide documentation of risk and problem resolution.

C.3.1.6.5.3.2.2. Preliminary Design Data. Provide preliminary design data to validate the functional Baseline (Government specification and drawing requirements) and projected Allocated Baseline including:

C.3.1.6.5.3.2.2.1. Description of basic design approach for the overall system.

C.3.1.6.5.3.2.2.2. System integration sketches, preliminary drawings, and schematic diagrams.

C.3.1.6.5.3.2.2.3. Shelter structural, electrical, and mechanical design concepts, preliminary sketches and drawings, and schematic diagrams.

C.3.1.6.5.3.2.3. Audit Trail. Provide a complete set of proposed and approved configuration changes from the Functional Baseline, including backup and supporting material.

C.3.1.6.5.3.2.4. Baselines. Define and describe the Allocated Baseline. Identify changes to the Functional Baseline as a basis for establishment of the Allocated Baseline.

C.3.1.6.5.3.2.5. Interface Design Data. Provide preliminary interface documents, interface drawings, and supporting engineering data to define and verify external and internal interfaces.

C.3.1.6.5.3.3. Engineering Analysis Data. Provide systems engineering requirements analysis data to verify engineering decisions. Include sufficient engineering data to demonstrate achievement of specification requirements and provide documentation describing preliminary engineering analysis of:

C.3.1.6.5.3.3.1. Basic engineering approach for the system C.3.1.6.5.3.3.2. Engineering specification and requirements review.

C.3.1.6.5.3.3.3. Preliminary engineering design reviews, studies, and computer program results.

C.3.1.6.5.3.3.4. Preliminary RAM review.

C.3.1.6.5.3.3.5. Preliminary Integrate Logistics Support review, including spares, test, and support equipment.

C.3.1.6.5.3.3.6. Life Cycle Considerations, including future material availability, long lead times, estimated life cycle costs for final design and design alternatives, projected cost of the sensors in production, and manufacturing risks.

C.3.1.6.5.3.4. Test and Evaluation Support for Design Approach. Provide existing COTS historical test and evaluation results and supporting documentation if applicable. Provide results of analysis and evaluation of Test and Evaluation data, including documentation of performance, failures, reliability, maintainability, and cost.

C.3.1.6.5.4. Test Readiness Reviews. The contractor shall support two (2) government held Test Readiness Reviews (TRR) prior to Brassboard and Final Prototype Testing IAW the Schedule of Events. The TRR’s will confirm that the contractor, test facility, test, and Government personnel are aligned on the test scope, purpose, setup, communications setup, referee equipment/procedures, and training.

C.3.1.7. Schedule of Events.
