About this file
This document is a Questions and Answers (Q&A) file for a shredding services solicitation for William Beaumont Army Medical Center (WBAMC). The solicitation (W911SG25QA034) requires a contractor to perform monthly shredding services for Personally Identifiable Information (PII) and Protected Health Information (PHI) across 40 buildings located in Fort Bliss and El Paso, Texas. The service involves managing 140 government-owned 64-gallon shredder bins and destroying 300 hard drives during the third week of each month.
Key details from the Q&A include: contractors must be AAA certified, on-site hard drive destruction is preferred but not mandatory, service hours are 7:00 AM to 4:00 PM Monday through Friday (excluding federal holidays), and certified disposal documentation is required. The contractor will coordinate a specific schedule with the Contracting Officer's Representative (COR), and hard drives will be pre-removed by WBAMC personnel. There is currently no incumbent contractor, and the service will cover sensitive patient information destruction across multiple facilities. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood.

1. Is there a minimum accepted size for post shredded paper? Is being AAA certified through NAID/i-Sigma enough?
No size requirement for shredding paper. Yes contractors must meet all certified requirements.
2. The information in the bid states that it is for (approximately) 140 bins/totes to be serviced monthly? Is this correct? Is this the yearly total?
WBAMC has approximately 140 bins throughout the facilities and therefore the quantity to be shredded monthly is 140 bins.
3. Do the hard drives need to be shredded on site as well?
Ideally yes, but not necessary.
4. This has to be serviced (ideally) during the third week of the month?
Yes.
5. Contractor Availability: The PWS states that the contractor must be available from 7:00 AM to 4:00 PM, Monday through Friday, excluding federal holidays. Could you clarify if this availability applies:
1. Only to the designated service days (e.g., the 3rd Tuesday and Thursday), or
1. To all weekdays during the specified hours, requiring the contractor to be on-call and ready to provide service at any time within that window?
The contractor will establish a specific schedule that will fall within the timeline prescribed in PWS. This will be coordinated through the COR.
6. Disposition of Shredded Material: Does the Government have specific requirements for handling shredded paper and destroyed hard drive fragments after on-site destruction? For example, is recycling preferred, or is certified disposal documentation required?
Certified disposal documentation is required.
7. Hard Drive Removal: Will the Government remove hard drives from the host devices prior to pickup, or should the contractor plan to assist with this disassembly before conducting on-site destruction?
HD will be removed by WBAMC personnel and will be ready for contractor to document information and pickup from site.
8. Holiday or Closure Contingency: If the 3rd Tuesday or Thursday falls on a federal holiday or if the installation is unexpectedly closed, should the contractor reschedule services for the next business day, or will further coordination with the Government be required?
Next business day after a holiday will be acceptable.
9. Incumbent Contractor: Is there an incumbent currently performing these services? If so, could you provide the name of the incumbent contractor and the associated contract number for reference?
Currently, WBAMC does not have a contract in place and therefore no information to provide.
10. P. 2, 1st paragraph. It appears the Hard Drive and Media destruction can be conducted after 12:00p instead of only between 7:30p-12:00p as is stated for document destruction. Could you please confirm if this is possible?
The way this has been handled in the past is the contractor would inform WBAMC COR and we would coordinate the time IMD is available for the contractor to pick up the HD. In the past contractor able to take care of the HDs before lunch.
