About this file

This document is a Request for Information (RFI) Questions and Answers for the B45 Roof Replacement project at Fort Bliss, Texas. The RFI addresses several specific details about the roof replacement work, including requirements for architectural elements, restoration, and materials. Key clarifications include: tree trimming will be handled through a separate demand maintenance order, existing soffit and crown molding setups are to be replaced to match current conditions, and architectural elements like the frieze, architrave, and capitals are to be repaired, scraped, and painted. The Environmental Division Historical Program must approve all replacement materials and changes.

The document also confirms that downspouts, gutters, and drip edges must be replaced with prefinished white components, regardless of their current condition. These details are part of a solicitation (W911SG25BA023) for a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) contract, with an estimated project value between $100,000 and $250,000. The project involves removing the existing roof system at Building 45, a historical building, and installing a new asphalt roof shingle system with a 30-year manufacturer's warranty and 120-mph wind speed coverage. The anticipated performance period is 120 calendar days after the Notice to Proceed.

RFI QUESTIONS AND ANSWERS

B45 Roof Replacement

1) Do we add tree trimming to our bid since you have them on top of the roof and no way to work around that?

RESPONSE: No, trimming can be done through a demand maintenance order (DMO).

2) Are we going to match the current soffit setup since it has crown molding?

RESPONSE: Yes, replace with the existing.

3) Is the ‘crown molding’ / ‘geison’ (white board underneath the green) part of the scope of work to be retained and repaired? Is it part of the 35% replacement?

RESPONSE: This is included in the scope of work, it would be considered the frieze.

4) Does the architrave portion, not at the porch, (the part that wraps around the building to the back), part of our scope of work to repair and replace? Or Scrape, Prime, and paint? Or do nothing.

RESPONSE: Yes, it is part of the work, priority would be to repair. If replacement is necessary, please provide pictures to the COR. Environmental Division Historical Program must approve all materials.

5) Over the porch, is the ‘capital’ also part of the ‘scrape, prime and paint’ scope of work? (1.4.3.9 in the Solicitation).

RESPONSE: The capitals are to be repaired, scraped, and painted. If replacement is necessary please provide pictures to the COR. Environmental Division Historical Program must approve all materials. Scope of Work has been updated to reflect changes.

6) Are new downspouts/gutters required? They look like they are in good condition.

RESPONSE: Yes, downspouts, gutters and drip edge are to be replaced. The replacement must be prefinished white. Drawings were amended to reflect the color. Environmental Division Historical Department must approve product.
