About this file

This document is a Questions and Answers (Q&A) session for Solicitation W911SG25BA020, a project to replace the roof at Building 649 located at Fort Bliss, Texas. The Q&A addresses three key technical questions from potential contractors regarding D-ring placement, flashing gauge specifications, and warranty details. The government's responses consistently defer to manufacturer recommendations, emphasizing that contractors must follow manufacturers' guidelines for D-ring installation, metal gauge requirements, and warranty applications.

The document outlines five distinct warranties for the roofing project: a 1-year installer's workmanship warranty, a 30-year no dollar limit manufacturer's watertight warranty, a 20-year no dollar limit finish warranty, a 20-year base metal warranty, and a 5-year "No Penal Sum" warranty covering workmanship and materials. The solicitation is a competitive set-aside for HUBZone small businesses under NAICS 238160, with an estimated project value between $100,000 and $250,000, and a firm-fixed-price contract structure.

Q&A Session 1

Solicitation: W911SG25BA020

Replace Roof at Building 649

Question 1: Does the government have specific placement locations where they would like the D-rings requested in section 1.4.3.13? Or are we to just follow the approved D-Ring Manufacturer’s recommendations for placement locations?

Answer: Contractor shall follow manufacturer’s recommendations. Also, the contractor should ensure that the installation of D-Ring will not void or invalidate the manufacture’s roofing warranty.

Question 2: In section 1.4.3.4 of the SOW, it states that the flashing should be 26-gauge metal, is this just a minimum gauge? As some of the roofing manufacturers require heavier gauge metal to comply with their 30 year warranty requirements.

Answer: Yes 26-gauge is the minimum gauge. Contractors shall follow manufacturer’s recommendations.

Question 3: In section 1.4.3.2 there are several different warranties listed but no reference to what product or part of the scope these warranties are to be applied to. Will the government clarify what each warranty is to be applied to?

Answer:

1-year installer's warranty - Workmanship warranty provided by the roofing contractor for a period of one year

30-year no dollar limit manufacturer's watertight warranty - warranty from the manufacturer, covering the roof system against leaks for 30 years

20-year no dollar limit finish warranty - covers the finish or coating of the roofing material, ensuring it remains intact and free from defects for 20 years

20-year base metal or "material" warranty - Material warranty from the manufacturer, covering the base metal of the roofing material for 20 years against manufacturing defects

5-year "No Penal Sum" warranty: The contractor guarantees the roof for five years against defects in workmanship and materials, without any deductions or penalties for repairs or replacement during that period.
