Regulated Materials Inspection Report

Building 649

Fort Bliss, Texas

August 2014

Lead-based paint (LBP) and asbestos containing material (ACM) inspections at

Building 649 were conducted on 11 August 2014 by Ms. Suzanne Simpson and Mr.

Barry Vercoe of the U.S. Army Corps of Engineers, Fort Worth District, Regional

Planning & Environmental Center (USAED, CESWF-PEC). The purpose of the inspections was to identify regulated materials at this building including LBP and ACM, which may require abatement prior to proposed renovation.

The LBP inspection included screening of painted surfaces to indicate the presence of lead in paint with an x-ray fluorescence (XRF) analyzer, model LPA-1 manufactured by RMD Instruments, LLC, Watertown, Massachusetts. Mr. Vercoe is certified through manufacturer training to operate this model of analyzer, and is also certified by the Texas Department of State Health Services (DSHS) as a Lead Inspector, License Number 2060570, and Lead Risk Assessor, License Number 2070346, both with expiration date 25 April 2016. For the purpose of this inspection, the presence of LBP was confirmed on surfaces where XRF readings were equal to or greater than the HUD and U.S. Environmental Protection Agency (EPA) regulatory threshold of 1.0 mg/cm2, and the presence of lead containing paint (LCP) was indicated on surfaces where XRF readings were 0.2 mg/cm2 or greater based on data in the Performance Characteristic

Sheet (PCS) for this XRF model provided by HUD. Worker protection measures are required under Occupational Safety and Health Administration (OSHA) regulations listed in 29 CFR 1926.62 where materials containing any lead, including LBP or LCP, will be disturbed. XRF screening results are summarized in Table 1 of this report.

The presence of LBP was confirmed on interior wooden windowsills

(3.0 mg/cm2), exterior wooden windows (>9.9 mg/cm2), exterior wooden siding

(5.0 mg/cm2), and interior wooden window frames (1.0 mg/cm2). The presence of LCP at concentrations below the regulatory threshold for LBP was confirmed on the interior brick wall (0.2 mg/cm2) and interior wooden door frames (0.2 mg/cm2).

The ACM inspection included collection of bulk samples of suspect material for laboratory analyses by polarized light microscopy (PLM). Ms. Simpson and Mr. Vercoe are certified as an Asbestos Inspectors by EPA approved training provided through

GEBCO Associates, LP, Hurst, Texas, with respective Certificate Numbers 14033

(expiration date 29 January 2015) and 13007 (expiration date 02 January 2015). Samples were analyzed by EMC Labs Inc., Phoenix, Arizona, which is certified by the Texas

DSHS for PLM analyses, License Number 300296, expiration date 30 July 2016.

Analytical results are summarized in Table 2 of this report, with the complete laboratory analytical report included as Appendix A. ACM is defined by the EPA to be any material containing greater than 1% asbestos as determined by PLM analysis.

Results reported by the analytical laboratory indicated ACM is present in the following material: Gypsum wall panel/joint compound and texture (3% - 2%

Chrysotile).

Distinctly stratified, easily separable layers of samples are analyzed as subsamples of the whole and are reported separately for each discernible layer. All analyses are derived from calibrated visual estimate and measured in area percent unless otherwise noted. The report applies to the standards or procedures identified and to the sample(s) tested. The test results are not necessarily indicated or representative of the qualities of the lot from which the sample was taken or of apparently identical or similar products, nor do they represent an ongoing quality assurance program unless so noted.
