SCOPE OF WORK
In accordance with the contract specifications and the technical requirements of the scope of work outlined in BPA Agreement Number W91 ISG-l l-A-0002 and BPA Call Number 0007, TTL Associates, Inc. (TTL) has perfonned a United States Environmental Protection Agency (U.S. EPA) National Emission Standard for Hazardous Air Pollutants (NESHAP) asbestos survey and Occupational Safety and Health Administration (OSHA) lead-based paint (LBP) survey for Building 649. Survey activities were conducted in general accordance with 40 Code of Federal Regulations (CFR) Part 61.145 and the "Asbestos in Buildings: Simplified Sampling Scheme for Swfacing Materials. ( 1985) 560-5-85-030A.
The purpose of the NESHAP asbestos regulation is to protect human health and the environment by minimizing the release of asbestos when facilities that contain asbestos-containing material (ACM) are demolished or renovated. The U.S. EPA defines an ACM as a material that contains greater than one-percent asbestos by visual estimation or weight. HSA are areas containing materials that are similar in color, texture, and general appearance, and which appear to have been uniformly installed dming the same time period.
The purpose of the OSHA lead standards (29 CFR 1926.62) is to protect employees such as maintenance staff or construction personnel from the health effects of occupational exposures to lead. OSHA defines LBP as paint containing any amount of lead. OSHA regulates exposures to LBP by limiting airborne exposures to lead during worker acti vities that include disturbance of
LBP.
ASBESTOS SURVEY
The objective of the NESHAP asbestos survey was to detennine the presence of ACM and to collect the data necessary to comply with the NESHAP renovation/demolition inspection and notification requirements. To meet this objecti ve, TTL performed an asbestos survey to determine and quantify ACM in accessible areas within the building interior and exterior. The ACM survey included the following activities:
• Review of existing environmental documents (floor plans)
• Visual inspection of all accessible areas of the building
• Collection of bulk samples of identified suspect ACM per homogeneous material in accessible areas of the building
• AIHA and NVLAP accredited laboratory analysis of suspect ACM bulk samples by polarized light microscopy (PLM) to first positive result per homogeneous material
• Preparation of a fi nal repo11 that includes sample locations of representative ACM and the laborato1y's analytical repo11.
A Texas Department of Health Ce1t ified Asbestos Inspector conducted a NESHAP asbestos survey of the facility. Please refer to Appendix A for a copy of the Inspector's Certification.

The asbestos survey included the identification of suspect materials and the definition of homogeneous sampling areas (HSA), assessment of the condition of each material, estimation of the quantity of the suspect ACM, and collection of bulk samples from each identified HSA. An HSA is defined as a material that exhi bited similar physical characte1istics (e.g., texture, surface color, and appearance) and was applied or installed at the same time (if known) as observed by our inspector, utilizing professional judgment and experience.
The samples were collected using a coring device or other method, as appropriate, to collect a complete cross section of the suspect material. The samples of suspect ACM were analyzed by PLM using U.S. EPA Method 600/R-93/116 by EMSL Analytical, Inc. (EMSL) located at 8700 Jameel Road, Suite 190, Houston Texas. EMSL's asbestos laboratory is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) which is administered by the National Institute of Standards and Technology (NIST). The laboratory accreditation number is included in the attached analytical report.
LEAD BASED PAINT SURVEY
The objective of the LBP survey was to detennine the presence of lead on painted surfaces. The fo llowing is the scope of fi eld activities conducted by TTL:
l) Conduct on-site paint testing using a portable X-Ray Fluorescence (XRF) analyzer.
2) Collect basic information on paint conditions.
3) Photographs of the painted surfaces.
LBP is paint or other surface coatings that contain lead equal to or in excess of 1.0 milligram per square centimeter (mg/cni2) or more than 0.5 percent by weight or 5,000 parts per million by weight as established by the U.S. EPA and HUD regulations. OSHA does not define lead paint based on content. Any detectable lead in paint makes it lead paint for the purposes of complying with OSHA regulations to detennine worker exposure.
BUILDING DESCRIPTION
The building is currently used as an administration building. The exterior of the building is composed of brick with painted wood siding and trim. The roof of the building is asphalt shingles.
The inte1ior of the building was inaccessible at the time of the survey, therefore only the exte1ior was surveyed.

RESULTS
ASBESTOS
A total of three suspect HSA were identified in Building 649, from which a total of nine samples were collected. Refer to the attached HSA Summary Table for a listing of the materials identified and the analytical results. ACM was identified in one suspect mate1ial. Refer to the Laboratory Analytical Results and associated Chain-of-Custody documentation. The following is a list of materials identified as asbestos-containing:
• Approximately 350 linear feet (1.f.) of Window and Door Caulk (HSA 649-04, 05, 06).
LEAD BASED PAINT
The survey on Building 649 was performed by Mr. Jose Morie!, a Texas Depa1iment of State Health Services certified Lead Inspector, Texas Certificate No. 2060856, on February 15, 20 12.
The building does not meet the U.S. EPA and HUD definition of "Target Housing" or "Child Occupied Facility" and therefore the site is not subject to regulations specific to LBP. The LBP inspection was conducted fo llowing the procedures outlined in Chapter 7 of the Guidelines for the Evaluation and Control of Lead-Based Paint in Housing, revised October 1997.
The physical condition of the building components and the paint were in fair condition at the time of the survey. All exterior homogenous painted surfaces were tested. The interior of the building was inaccessible at the time of the survey. The survey was conducted utilizing a Ni ton XLp 300A Series XRF analyzer Serial No. 10086, to measure the lead content of surface coatings on representative homogenous bui ld ing components. A homogenous component is a building mate1i al that is uniform in function, composition, texture, age, and generally appears consistent at various locations within the bui lding. The XRF instrument determines lead in all layers of paint.
LBP is paint or other surface coatings that contain lead equal to or in excess of 1.0 mg/cm2 or more than 0.5 percent by weight or 5,000 parts per million by weight as establ ished by U.S. EPA and HUD regulations. All but one of the XRF results tested equal to or greater than the regulatory limit of 1.0 mg/cm2 of lead. The fo llowing table identifies the positive paint.

CALIBRATION OF THE XRF INSTRUMENT
Before proceed ing with the survey of the painted surfaces, the XRF analyzer performed a self calibration check in accordance with the manufacturer' s quality control procedures. After the calibration, Mr. Morie! conducted calibration readings on a 1.0 mg/cm2 lead film provided by the manufacturer. The difference among the first calibration check average and the 1.0 mg/cni2 lead film was not greater than the 0.2 mg/cm2 calibration check limit obtained from the XRF Perfmmance Characteristic Sheet, the XRF instrument in use did not require co1Tection for substrate bias for any substrate encountered. No XRF readings above the upper limi ts of the inconclusive range were encountered. Because there were no inconclusive results, no paint chip samples were collected. Upon completion of the LBP Survey, Mr. Mo1i el collected two more calibration readings. The results were in accordance with the readings taken prior to the survey.
CONCLUSIONS/RECOMMENDATIONS
The U.S. EPA defines regulated asbestos-containing material (RACM) as: (a) F1iable asbestos material, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, giinding, cutting, or abrading, or ( d) Category II non-friable ACM that has a high probabi lity of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations.

No friable ACM was identified.
No Category I non-friable ACM identified.
The following Categorv II non-friable ACM was identified as ACM and might become RACM based on commonly used renovation/demolition techniques:
• Approximately 350 (l.f.) of Window and Door Caulk (HSA 649-04, 05, 06).
The NESHAP asbestos regulations require the removal of all RACM from a facility being demolished or renovated prior to beginning any activity that might damage or disturb the material. These rules apply to faci lities containing a combined amount of RACM of at least 260 linear feet, at least 160 square feet, or at least one cubic meter of facility components where length or area could not be measured. TTL recommends the removal of all of the identified ACM that will be disturbed by renovation/demolition activities by a li censed asbestos abatement contractor.
A written Notification of Intent to Renovate/Demolish fonn is required to be submitted to the State of Texas Department of State Health Services as the U.S. EPA designated authority at least ten working days prior to beginning any asbestos abatement and/or demolition project. There might also be additional State agency notification requirements.
Although the demolition/renovation of buildings containing LBP is not specifically regulated under NESHAP, the OSHA Construction Standards for Lead (29 CFR 1926.62) applies to all construction work where an employee may be occupationally exposed to lead. Care should be exercised during these activities so as to minimize worker exposures to lead in accordance with OSHA regulations.
Title X of the Housing and Community Development Act of 1992, which was promulgated under the jurisdiction of the Department of Housing and Urban Development (HUD), sets forth the guidelines for addressing LBP hazards in residential housing. Title X defines LBP as paint containing greater than I mg/cni2 or 0.5% by weight. A LBP hazard, as defined under Title X, is "any condition that causes exposure to lead that would result in adverse human health effects and that comes from lead-contaminated dust, lead-contaminated soil, or lead-contaminated paint that is deteriorated or present on accessible, friction, or impact surfaces."
Local, State and Federal regulations must be fo llowed prior to conducting any renovation or demolition activities in the building. Removal and disposal of lead-containing materials shall be done in accordance with federal, state and local rules and regulations. All personnel handling LBP must be licensed and trained. Care should also be taken with materials containing less than

LIMITATIONS
TTL has made reasonable efforts to identify and quantify suspect ACM based upon the standard of care in the environmental industry existing at the time of the survey. This survey only summarizes the potential presence and estimated quantities of visually observed ACM. Unless otherwise indicated, TTL did not perfonn any destructive testing and this survey is limited to areas that were accessible to and visually observed by TTL at the time of the survey. The inte1ior was inaccessible, there only the exte1ior was surveyed.
TTL's inspector made reasonable efforts to provide accurate quantities of suspect ACM associated with the site structures. Additional material disturbed during renovation or demolition activities should be evaluated on a case-by-case basis, especially materials that were previously hidden, obscured, or inaccessible, to detem1ine if the material is included in this survey. If a given material is not described in this survey or cannot be identified as a non-suspect material , the material should be assumed to contain asbestos and renovation and/or demolition activities should be halted until sampling and analysis can be accomplished. Parties conducting renovation and/or demolition activities should follow all applicable federal, state, and local regulations in handling identified and suspect ACM.
A LBP inspection does not identify hazards, measure exposure, or suggest solutions. A Lead Hazard Evaluation, which would include the collection and laboratory testing of dust samples of selected surfaces, could be perfo1med to fu1iher assess the hazard posed to building occupants.
The information contained in the repoti was based upon specific parameters and regulations in force at the time of the survey. The information herein is only for the specific use of the Department of the Army, Mission and Installation Contracting Command unless written authorization is obtained from TTL.
